Although scholars are enthusiastically and obdurately busy in producing huge variety of literature, its gigantic impact on our collective and individual behavior is yet to be fully known. Present research was conducted to find out the portrayal of the extent and varieties of extravagant content in Pakistani Television Dramas by employing content analysis. -

Annual Report 2018-2019 1. MISSION STATEMENT National Council for Promotion of Urdu Language (NCPUL) started its academic and administrative operations during IX Plan w.e.f. 01.04.1996. NCPUL was declared a national Nodal Agency for promotion of Urdu in the country and recognized as an important autonomous organization of Ministry of Human Resource Development, Government of India devoted to promotion of Urdu language and mainstreaming of Urdu education. NCPUL has been given the role of networking of Urdu organizations throughout the country so as the policies of the Government could be implemented in all Urdu speaking areas of the country. For past few years NCPUL has emerged as an effective coordination mechanism for promotion of Urdu language and Urdu medium education in India. During the course of discharging its responsibilities, NCPUL has been assigned the additional responsibility of promotion of Arabic & Persian languages which have played an important role in the development of composite culture of India. The broad goals of the Council are as under:- 1) To promote, develop and propagate Urdu language. 2) To take action for making available in Urdu language, the knowledge of scientific and technological development as well as knowledge of ideas evolved in the modern context. 3) To advise the Government of India on issues connected with Urdu language and having bearing on education as may be referred to it. 4) To undertake any other activity for the promotion of Urdu language as may be deemed fit by the Council. 1 2. COMPOSITION: NCPUL has been registered as a Society under the Societies Registration Act 1860. -

JUDGMENT ROOH-UL-AMIN KHAN, J:- This Regular First Appeal under section 15 of the Defamation Ordinance, 2002, (Ordinance), filed by plaintiff Khalid Aziz (appellant herein), is directed against the judgment and decree dated 30.01.2006, passed by learned Trial Court/Additional District Judge-XIII, Peshawar, whereby he dismissed his suit qua recovery of damages on account of defamation. 2. Facts in brief forming the background of the instant appeal are that appellant filed a suit for recovery of damages to the tune of rupees two hundred Millions against the defendants (respondents herein) for his defamation and mental torture by virtue of Urdu Drama Serial “Saza Aur Jaza” (herein after referred to as Play), telecasted by the respondents wherein the appellant has been adorned as “Shakeel” with disputed character by showing him as a corrupt and cruel bureaucrat who has no respect for religion, society and people. 3. It is averred in the plaint that appellant is a respectable citizen of Pakistan, who after getting Master degree in Political Science in 1967 with gold medal, earned B.A. (Hons) degree in Politics, Philosophy and Economics from Queen College, Oxford, got M.Phill in 2 Development Studies from Wolfson College Cambridge University in 1980. He got inducted in Civil Services of Pakistan and served in various faculties from Assistant Commissioner to the Chief Secretary NWFP (Khyber Pakhtunkhwa) as well as Director General Ehtesab Bureau. -

A TREND MAKER IN MODERN BALOCHI POETRY Wahid Bukhsh Buzdar1, Shafiq-ur-Rehman Buzdar2 Abstract This paper studies and analyzes the important aspects of Atta Shad,s. He notonly integrated glorious history of poetic tradition of balochi poetry but he carried out lot of experimental approaches in poetry and incorporated changes, which have encompassed feelings and expressions. Symbolism, imagism and dramatism were main themes of his poetry, which he brought into Balochi poetry, just to test the reader’s feedback. He gave a mystical romantic touch in his symbols and metaphors. This romance carried a huge sea of expressions with itself. His themes could only be grasped by having a glimpse into the background of these romantic expressions. Key words: Balochi, experimental approach, Symbolism, imagism, dramatism, trend- maker, commitment, camouflage, faceless, excessive Atta Shad is the most renowned poet of modern Balochi poetry. He brought revolution in Balochi poetry with different thinking and style, which was not there before. He, not only, played an important role in development of the Balochi poetry but also introduced new and modern techniques. It was him who groomed Balochi poetry by using new literary trends in balochi poetry. Atta Shad carried out a lot of experimental approaches in Balochi poetry and integrated some changes which have encompassed feelings and expressions. Symbolism, imagism and dramatism were main themes of his poetry, which he brought into Balochi poetry, just to test the reader’s feedback. His work was not only a linguistic experiment, but also a creative method for discovery of new expressions and metaphors, which explicitly revived modern Balochi poetry. -

1 2017 Balochistan 2017 AN OVERVIEW OF HUMAN RIGHTS SITUATION HUMAN RIGHTS COUNCIL OF BALOCHISTAN (HRCB) @HRCBALOCHISTAN WWW.HAKKPAAN.ORG 2 Forward: Pakistan is a signatory to many treaties and conventions that assign the state the responsibility of protecting the citizens of any illegal detention, torture, inhuman and degrading treatment. To name a few most important, Pakistan has signed the Convention Against Torture1 and the International Covenant of Civil and Political Rights2 on 17 April 2008 and ratified them on 23rd June 2010; signed the International Covenant on Economic, Social and Cultural rights3 on 3rd November 2004 and ratified it on 17 April 2008; signed the Convention on the Rights of Child4 on 20 September 1990 and ratified it on 12 November 1990. The government of Pakistan has formed a National Commission for Human Rights5, claiming to independently investigate the cases and enforce the laws state has introduced in its legislation covering and protecting the articles of the above-mentioned conventions and covenants. The cases of enforced disappearances of Baloch activists and their family members have multiplied in number in the recent months. The National Commission of Human Rights seems to have failed to make any difference. It has helped cover up the role of security agencies in the enforced disappearances in the name of national security. Almost all the political activists in Balochistan, who had an opposite view of the government’s projects, have been abducted and forcibly disappeared and/or extra judicially killed by security forces. Most of the cases went unnoticed, as the media and human rights organizations are not given access to Balochistan and most of the reporters in Balochistan are killed and/or abducted and forcibly disappeared. -
