It breeds in small, still pools of water. In Cambodia, this beautiful frog has been found in the Carda- mom Mountains, Bokor National Park (see Grismer et al., this volume) and limestone areas near Kampot.     Final Report Chapter 3 The Power Sector 3. THE POWER SECTOR 3.1 LAWS AND REGULATIONS The legal and regulatory framework of the power sector of Cambodia is governed by the following laws: Electricity Law Other applicable laws, polices and regulations 3.1.1 Electricity Law The power sector of Cambodia is administered and managed under the Electricity Law which was enacted in February 2001. The Law provides a policy framework for the development of a largely unbundled sector, with substantial private sector participation in generation and distribution on a competitive basis. The Law aims at establishing: 1) the principles for operations in the electric power industry; 2) favourable conditions for investment and commercial operation; 3) the basis for the regulation of service provision; 4) the principles for protection of consumers interests to receive reliable services at reasonable cost; promotion of private ownership of the facilities; and establishment of competition. 5) the principles for granting rights and enforcing obligations; and 6) the Electricity Authority of Cambodia (EAC) for regulating the electricity services. The Law has two key objectives: 1) establishing an independent regulatory body, EAC; and 2) liberalizing generation and distribution functions to private sectors. Two functions of policy making and regulation are clearly separated as shown in Figure 3.1.1. The Ministry of Industry, Mines and Energy (MIME) is responsible for policy making, including drafting laws, declaring policies, formulating plans, deciding on investments, etc. EAC is responsible for regulatory functions, including licensing service providers, approving tariffs, setting and enforcing performance standards, settling disputes, etc. The liberalization and deregulation of the sector has stimulated the private sector with resulting proliferation of independent power producers (IPP) and rural electricity enterprises (REE) in addition to the traditional public utility, the Electricite du Cambodge (EDC).

We report nine new records of snakes from Hoa Binh Province based on a reptile collection from Thuong Tien, Hang Kia-Pa Co, Ngoc Son-Ngo Luong nature reserves, and Tan Lac District, comprising six species of Colubri- dae (Dryocalamus davisonii, Euprepiophis mandarinus, Lycodon futsingensis, L. meridionalis, Sibynophis collaris and Sinonatrix aequifasciata), one species of Pareatidae (Pareas hamptoni) and two species of Viperidae (Protobothrops mu- crosquamatus and Trimeresurus gumprechti). In addition, we provide an updated list of 43 snake species from Hoa Binh Province. The snake fauna of Hoa Binh contains some species of conservation concern with seven species listed in the Governmental Decree No. 32/2006/ND-CP (2006), nine species listed in the Vietnam Red Data Book (2007), and three species listed in the IUCN Red List (2018). Moreover, B. obtusum TRÄGÅRDH from Juan Fernandez Isl. based on adults was noted (TRÄGÅRDH 1931, SMILEY 1968, WELBOURN & JENNINGS 1991, HAITLINGER 2000a, b). In this paper new species of Balaustium and Fozustium n. gen., n. sp. are described. In the family Eutrombidiidae from South, Central and North America only three species, based on larvae, were known hitherto: Eutrombidium orientale SOUTHCOTT from Canada and USA, E. occidentale SOUTHCOTT, E. centrale SOUTHCOTT and Verdunella lockleii (WELBOURN & YOUNG) all from USA (WELBOURN & YOUNG 1988, SOUTHCOTT 1993). Juni 2008 Contributions to a review of the Dendrelaphis pictus (GMELIN, 1789) complex – 2. the eastern forms (Serpentes: Colubridae) Beiträge zu einer Revision des Dendrelaphis pictus (GMELIN, 1789) Komplexes – 2. die östlichen Formen (Serpentes: Colubridae) GERNOT VOGEL & JOHAN VAN ROOIJEN KURZFASSUNG Die südostasiatischen, indonesischen und philippinischen Formen der polytypischen Art Dendrelaphis pic- tus (GMELIN, 1789) werden mit Hilfe der Multivariationsanalyse untersucht. Mehrere phänetisch unterschiedliche Cluster sind erkennbar. Geografisch werden diese Cluster durch wichtige biogeographische Barrieren wie zum Beispiel der Isthmus von Kra, die Wallace Linie und die Weber Linie getrennt. Die indochinesischen und die Sunda-Populationen werden trotz morphologischer Unterschiede zwischen ihnen unter dem Namen D. pictus zusammengefaßt, da sie als nicht voneinander unabhängig betrachtet werden. Zwei weitere Cluster werden als eigenständige Arten betrachtet, da diese Populationen ohne Zweifel unabhängige evolutionäre Linien bilden. Der erste dieser Cluster umfaßt die Populationen der Philippinen und Sulawesis. Diese Populationen werden unter dem Namen D. marenae beschrieben. Diese Art unterscheidet sich von den bisher benannten Formen in der Färbung, der Größe der Vertebralschuppen, der Anzahl der Subcaudalia und der Schwanzlänge. Der zweite Cluster umfaßt die Populationen der Molukken, welche mit dem Namen D. grismeri belegt werden. Diese Art zeichnet sich durch die Anzahl der Ventralia, Subcaudalia und Temporalia sowie die Schwanzlänge aus. ABSTRACT The Southeast Asian, Indonesian and Philippine forms of the polytypic Dendrelaphis pictus (GMELIN, 1789) are reviewed using multivariate analyses. Several distinct phenetic clusters are discerned. Geographically, these clusters are separated by important biogeographic boundaries, such as the Isthmus of Kra, Wallace’s line and Weber’s line.

Date and time: 26 January 2019, 10:14 hrs. Identity of subjects: i) Red‐tailed Green Ratsnake, Gonyosoma oxycephalum (Reptilia: Squamata: Colubridae). ii) White‐bellied Woodpecker, Dryocopus javensis (Aves: Piciformes: Picidae) Description of record: A green snake was observed hanging from a horizontal branch approximately three meters above the ground, whilst constricting a White‐bellied Woodpecker. Another White‐bellied Woodpecker nearby was making non‐stop alarm calls. The bird ceased struggling after three minutes and the snake started its attempt to swallow it head first. The snake was able to swallow the head of the bird, but regurgitated it after a few minutes. It made another attempt to swallow the bird, but this was also unsuccessful. The two swallowing attempts lasted for 17 minutes. Observation was discontinued immediately after the second regurgitation, thus the actual consumption of the bird by the snake was not observed. Remarks: The snake was identified as Gonyosoma oxycephalum based on (i) uniform green colour, (ii) tail is light reddish brown colour and (iii) head is elongated and distinct from the neck (Taylor, 1922).
