Water Politics in Victoria: the Impact of Legislative Design, Policy
Water Politics in Victoria The impact of legislative design, policy objectives and institutional constraints on rural water supply governance Benjamin David Rankin Thesis submitted in total fulfilment of the requirements for the Degree of Doctor of Philosophy Swinburne Institute for Social Research Faculty of Health, Arts and Design Swinburne University of Technology 2017 i Abstract This thesis explores rural water supply governance in Victoria from its beginnings in the efforts of legislators during the late nineteenth and early twentieth centuries to shape social and economic outcomes by legislative design and maximise developmental objectives in accordance with social liberal perspectives on national development. The thesis is focused on examining the development of Victorian water governance through an institutional lens with an intention to explain how the origins of complex legislative and administrative structures later come to constrain the governance of a policy domain (water supply). Centrally, the argument is concentrated on how the institutional structure comprising rural water supply governance encouraged future water supply endeavours that reinforced the primary objective of irrigated development at the expense of alternate policy trajectories. The foundations of Victoria’s water legislation were initially formulated during the mid-1880s and into the 1890s under the leadership of Alfred Deakin, and again through the efforts of George Swinburne in the decade following federation. Both regarded the introduction of water resources legislation as fundamentally important to ongoing national development, reflecting late nineteenth century colonial perspectives of state initiated assistance to produce social and economic outcomes. The objectives incorporated primarily within the Irrigation Act (1886) and later Water Acts later become integral features of water governance in Victoria, exerting considerable influence over water supply decision making. -

Carmen Douma-Hussar
CAMBRIDGE SPORTS HALL OF FAME Carmen Douma-Hussar March 12, 1977 - Hespeler native Carmen Douma-Hussar is without a doubt the finest female middle distance runner Cambridge has ever produced. What's more, she is one the finest in Canadian history. A native of Hespeler, her parents Martin and Agnes were sup- portive of her running career. "They were very encouraging, but never overbearing, and at the same time being excited for me." From an early age she shone on the track and at cross-country events. In high school she was a standout at Woodland Christian High School in Breslau. There she developed into one of the best high school runners in Canada. As her stellar high school athletic career was drawing to a close, she earned a scholarship to Villanova University in Pennsylvania, a private university just northwest of Philadelphia. Not only did her experience there exceed her expectations, she established lifelong friendships. First and foremost, she had an outstanding running career at Villanova, where she rose to the top of the NCAA, winning three individual titles in the late 1990s. "Villanova was one of the top middle distance schools and was definitely on my radar, but Krestena Sullivan went there, and she was a senior when I was a freshman. I knew her from high school, so that was also a big reason I chose Villanova because I knew she liked it." In 1998 Douma won the NCAA indoor mile title and the outdoor title over 1,500 metres at the national championships Carmen Douma-Hussar in Buffalo June 3-6. -

Vale Marion Patterson: 1934-2018
VALE MARION PATTERSON: 1934-2018 I am sad to report that well known Athletics Victoria official Marion Patterson died last Wednesday 28 th February 2018, aged 83 years. Born in Melbourne on 27th December 1934, Marion dedicated her life to athletics after beginning her involvement in the sport as a competitive shot putter. Inspired by the 1956 Olympic Games in Melbourne, Marion joined the Victorian Women's Amateur Athletics Association in the 1956/57 season, as a member of the Brunswick Athletics Club. The club recognised her unwavering service with a life membership in 1973. She served for eight years as vice president and was a delegate to the Victorian WAAA both for Brunswick and Yallourn Newborough. In her early days, she was taken under the wing of Mabel Robinson, then President of VWAAA, and soon became a tireless worker for the women's association. Her roles in club and state athletics were myriad – interclub committee; equipment steward at the old Poplar Road, Royal Park venue; timekeeper, field judge, chief judge and referee and cross country official. Victorian and Australian cross-country champion, Lynne Williams AM recalls with much affection that: “Marion seemed ever present throughout all my competitive running years, first in the VWAA then AV/AA. She really was a hard worker, and we were all scared to cross her!” Marion qualified as a coach in 1966 and mentored both athletes and other coaches from then on - in both the metropolitan area and on frequent visits to country centres. Marion was one of those who was keen to bridge the then divide between women’s and men’s athletics and, when the men's and women's associations moved towards a single organization structure in the late 1970s, Marion was in the forefront – immediately becoming convenor of the Athletics Union of Australia Race Walking Committee where she produced the 1981 edition of the AAU of A Rules of Walking and Judging Procedures handbook. -
