As survey techniques have become more refined, the barriers to reaching respondents have become increasingly difficult to overcome. Researchers typically experience limitations in reaching respondents due to the proliferation of survey research, the prevalence of cell phones, and caller ID/blocking. Low-incidence populations are particularly hard to reach using the traditional method of random digit dialing (RDD) because the likelihood of reaching someone in the target population depends upon the size of that group relative to the population as a whole. To address these barriers, CMJS has utilized a research design that incorporates two innovations: Data from an extended sample of email-only respondents Use of organizational data to correct for sampling bias The research design for the Howard County Jewish Community Study utilizes random sampling from an identified frame, or list, of the known population. Local Jewish organizations provided their own lists. These lists were combined with a purchased list of likely Jewish households within the geographic area and were then deduplicated. The combined list constituted the sampling frame from which a primary random sample of households was drawn. Because this primary sample was a random selection from the overall frame, it is assumed to be representative of the entire frame. For that reason, data collected from the random sample were used to estimate overall population characteristics. To supplement the primary random sample, a second sample was drawn from a frame consisting of the remaining households who had an email address. Information from these households increased the amount of data available from populations of interest and allowed for more detailed analysis of the characteristics of the community. 1. Sampling Frame The 2019 Howard County Jewish Community Study implemented a dual-mode internet and telephone survey to reach year-round and seasonal residents of the Howard County area. In the absence of an area probability or RDD frame, we built a sampling frame from the combined mailing lists of Jewish organizations in Howard County and Baltimore. The numbers and types of organizations included in the lists are shown in Table A1. 2 Table A1.     THE EARLY GERMAN JEWS OF BALTIMORE By MOSES ABERBACH Jewish Historical Society of Maryland (Text of lecture delivered at the Annual Meeting of the Society for the History of the Germans in Maryland on February 18, 1970.) A little over a hundred years ago, the Jewish community of Baltimore was almost exclusively German. A handful of Sephardi, i. e., Spanish and Portuguese Jews had indeed arrived in the 18th century; but they had never been able to form a viable community of their own. An attempt to have a synagogue of their own proved abortive for lack of members.1 Before the Civil War, there may also have been a few indigent East European Jews in Baltimore,2 but they, too, played a negligible role in the community. To all intents and purposes, Baltimore Jewry was a hundred percent German in language and culture. Like Julius Caesar's Gaul, the history of the Baltimore German-Jewish community can be divided into three parts. The first, which few people know about, is the German background of the immigrants, the circum- stances which induced them to leave their homeland and seek their fortune in the New World. The second is the story of their struggle to adapt them- selves to the changed environment in which they had to lead their social, economic and religious life. The third part is the account of their role in the Civil War and of their Americanization during the years that followed. I propose to deal with these three major aspects of the history of the German-Jewish community in Baltimore.

    Rabbi Edward L. Israel: The Making of a Progressive Interracialist, 1923–1941 by Charles L. Chavis, Jr.* ithin a few years into his appointment as rabbi of Baltimore’s historic Har Sinai Congregation, Edward L. Israel began to dis- W play the marks of a true progressive by speaking out against labor inequality in Maryland and throughout the country. In his response to one of the lesser-known labor strikes of the interwar era, Israel penned these words in May 1927: Today, the sensual and luxury laden generation is nameless, but Amos, Hosea, Isaiah, and the others who spoke in terms of justice and righteous- ness live on as a glory to mankind. The pulpit today may not be arrogant enough to dare to compare itself to these religious geniuses of the moral courage to speak in the name of God of mercy and truth wherever there is social or industrial injustice.1 Serving as an arbitrator for the Western Maryland Railroad strike in behalf of disgruntled workers, Israel led an ecumenical investigation team whose report was praised throughout the country. However, missing from this report was the black worker. Between 1926 and 1936, the rabbi evolved from a progressive voice in the labor movement to become an interracial and interfaith advocate who was forced to acknowledge the dehumaniza- tion of Jim Crowism after being challenged by the key leaders of the early civil rights movement in Baltimore. His activism represented a lesser- known black-Jewish alliance that became an essential element of the black freedom struggle in Baltimore and Maryland during the 1930s and early 1940s.2 * The author may be contacted at [email protected].

    The Sunday-Sabbath Movement in American Reform Judaism: Strategy or Evolution? Kerry M. Olitxky The Sunday-Sabbath movement emerged within nineteenth-century American Reform Judaism as a radical departure from the tradition of many centuries of Jewish worship, held daily but with the Saturday- Sabbath as the central day of prayer. The Sunday-Sabbath controversy began when certain individuals advocated the actual transfer of the Jewish Sabbath to Sunday. Others simply preferred to institute an additional worship service on the "civil day of rest." Of course, any attempt to institute a central or ancillary service on Sunday was, for traditional and moderately progressive American Jews, an insurrectionary action. Sunday and the Jewish Sab- bath had always been viewed by Jews as antagonistic days, a result of the deeply embedded anti-Jewish teachings of Christianity. A Sunday- Sabbath for these Jews could only be viewed as a large step toward total assimilation and the complete diffusion of Judaism in America. Sunday-Sabbath: The German Experience The antecedents of the Sunday-Sabbath movement in America can be traced to Germany in 1837 when the Frankfurter Journal published a series of debates on the issue of Sabbath transfer.' Proponents felt that a Sabbath transfer was absolutely necessary for full Jewish emancipa- tion, a process that had started in Germany at the end of the eighteenth century. Michael Creizenach, a leading lay Reformer, agreed that God might not care on which day Jews worshipped, but he considered the Sabbath an institution of Israel. Only a unanimous decision by all Israel, he said, could sanction a transfer of the Sabbath to Sunday.' He knew this kind of decision was impossible.
