Functional Description ZVT POSEIDON Appendices B IDs for Card Categories The following card category IDs are currently defined. The "name" corresponds to the card names in the operator dialogue on the FEP. The ISO prefix is given for new cards and will be completed in the future. ZVT-H will assign a card type ID and designation for new card types upon request. The network operators may, for various purposes, also have issued pseudo card types which do not have a card type ID but only a designation (e.g. due to multi-merchant). As the desig- nations are used in the card profile master data, it is important that network operators inform ZVT-H of the pseudo card types they use to avoid any collisions with the designations of new card types. While market participants largely ignored the prospect of rising interest rates, a collapsing energy sector, global currency concerns, and continued economic uncertainty abroad, this could be an area of concern moving into the second quarter of 2015. One of the most prominent storylines within the financial technology sector in the first quarter was the escalating bets made on payments solutions by the likes of tech giants Apple, Google, and Samsung. The release of Apple Pay unilaterally raised the stakes across the industry and was a catalyst for a wave of high-profile announcements, including Samsung’s acquisition of LoopPay, Google’s acquisition of Softcard, and PayPal’s acquisition of Paydiant. Traditional payments providers are thus being further pressured to accelerate innovation and expand international reach, which has in turn refocused corporate strategies away from building domestic scale and vertical plays toward acquiring differentiated, earlier-stage, technology platforms with global capabilities. Global’s acquisition of Realex, Worldpay’s acquisition of SecureNet, and MasterCard’s acquisition of TNS’s gateway are recent examples of this trend, which we believe will be a significant driver of sector M&A activity going forward.

PURPOSE The purpose of this policy is to provide a framework on how Council corporate credit cards are to be allocated, used and administered to ensure that they assist in efficient delivery of local government services while minimising the potential for misuse and fraud. 2. SCOPE Corporate credit cards are recognised as an efficient and flexible method of paying for goods and services in the public sector. They offer a convenient and highly traceable payment option, particularly for low value, day-to-day transactions, and can substantially improve purchasing efficiency by reducing administrative costs. However, any transaction method holds the potential for misuse and the convenience and flexibility of credit cards can be a vulnerability. Therefore, sound policies and protocols for use and control must be established to take advantage of the improved purchasing efficiency while minimising the opportunity and impact of misuse of funds. The policy is intended to apply to credit cards, as well as any other similar type of corporate or organisational purchasing card. The key features of an account to which this policy applies are: 1) Purchasing responsibility on the account holder; and 2) A bank card for making purchases utilising Council finances; and 3) A periodic transaction statement cycle. 3.
