Applications may be inspected free of charge at the traffic area office in Leeds by any person who carries written authorisation to act in that capacity. Objections against published applications may be made in writing by a Chief Officer of Police, a local authority, a planning authority or a prescribed trade union or association within 21 days of the date on which notice of an application is published in Applications and Decisions. Objections must be made either on the grounds that any of the requirements listed in Section 13 of the Goods Vehicles (Licensing of Operators) Act 1995 are not met and/or that a nominated operating centre will be unsuitable for use as such. A copy of the objection must be sent by the objector to the applicant at the same time that it is sent to the Traffic Commissioner. The onus of proof in terms of the grounds on which an objection is lodged lies with the objector. You may fax a copy of your objection to 0113 2488521 but please note that you must send the original signed document through the post. Classification of Operator Licences – There are three classes of licence: A Restricted (R) licence authorises the use of a goods vehicle on public roads in Great Britain for the carriage of the licence holder’s own goods in the course of his trade or business. The licence holder cannot carry goods for other people for hire or reward; A Standard National (SN) licence allows the licence holder to carry both his own goods and goods for other people for hire or reward, on public roads in Great Britain. He can also carry his own goods on journeys abroad; A Standard International (SI) licence allows the licence holder to carry both his own goods and goods for other people for hire or reward. These activities can be undertaken both in Great Britain and on international journeys. The key findings from the project were that the local roads in the town are not suitable for long term diversion routes around Rhosmaen Street and whilst there were no breaches of the Air Quality Objective for NO2 associated with the diversion routes, there were other significant impacts that really questioned the viability of these routes. A public consultation for the draft Action Plan was carried out during September 2013 with ‘Drop In Centres’ established in Ffairfach and Llandeilo for a one week period at each location. Comments received during the consultation were recorded and where possible have been included in the Action Plan. Submission of the Action Plan to Welsh Government is due to take place in the next few weeks. Extended Detailed Assessments for locations within the towns of Carmarthen and Llanelli were carried out during 2013 to try and establish boundaries for the areas of exceedence.

The A40 west of St Clears provides a key trunk road link between south-east Wales and Haverfordwest, which is a gateway town to the ports of Milford Haven and Fishguard, as well as the tourist economy of central and north Pembrokeshire. The St Clears to Haverfordwest section of the A40 historically connected small villages and as such, many sections of the A40 passed through these communities, leading to issues around severance, air and noise concerns and safety problems. There is currently limited safe overtaking provision on the A40 between Haverfordwest and St Clears, which causes unreliable journey times and driver frustration, especially in busy summer months. After considering a range of potential options, the Welsh Ministers propose a new section of A40 Trunk Road over a length of 1.76km to the south of the existing A40 trunk road between Penblewin Roundabout and Redstone Cross.

    Foreword Foreword As Executive Board Member for Regeneration and Leisure, I am pleased to present the Carmarthenshire County Council Local Development Plan (LDP) as adopted by the County Council on December 10 2014. Whilst taking account of national plans, policies and programmes, the Carmarthenshire LDP provides a locally distinctive means of shaping the future use of land within our County. As such, the Plan takes account of our County’s unique characteristics and qualities and it gives me pleasure to see the emphasis placed on sustainable development as a central principle. I am also pleased to note the close working relationship that the Plan demonstrates with the Integrated Community Strategy. In noting that the LDP is one of only two plans that the Authority is statutorily obliged to produce, I consider that this Plan provides a robust mechanism for delivering the Council’s ambitions over the coming years. I particularly welcome the Plan’s recognition of the importance of promoting a sustainable distribution of growth and regeneration within the context of approaches in regional working. The LDP considers a wide range of issues and presents a vision for the future of the County. The Plan’s Strategy will help realise this vision by identifying the level and distribution of growth and development needed in accordance with the diverse character of the County’s communities. The Plan will deliver its Strategy via the implementation of a range of policies and land use allocations, including provision for new homes and employment over the plan period. I also note that the Sustainability Appraisal (SA) and Habitats Regulations Assessment (HRA) have both provided important roles within the Plan making process and that all regulatory requirements have been adhered to.
