The key findings from the project were that the local roads in the town are not suitable for long term diversion routes around Rhosmaen Street and whilst there were no breaches of the Air Quality Objective for NO2 associated with the diversion routes, there were other significant impacts that really questioned the viability of these routes. A public consultation for the draft Action Plan was carried out during September 2013 with ‘Drop In Centres’ established in Ffairfach and Llandeilo for a one week period at each location. Comments received during the consultation were recorded and where possible have been included in the Action Plan. Submission of the Action Plan to Welsh Government is due to take place in the next few weeks. Extended Detailed Assessments for locations within the towns of Carmarthen and Llanelli were carried out during 2013 to try and establish boundaries for the areas of exceedence.

    Case Study: A477 St Clears to Red Roses Improvement The Welsh Assembly Government proposed improvement works along the A477 between St Clears and Red Roses, in Carmarthenshire, southwest Wales. Before the project could start, an assessment of archaeological Client: risk was essential along the entire stretch of road. PLANED: Natural Capital Audit West Wales Biodiversity 2008 1 APPENDIX 1: Farmer Profiles Intensive farmers (dairy) Farmer 1 Farm 1 supports 3 sons as well as parents, and therefore on a farm of 430 acres (plus 170 acres of rented land), diversification has been necessary. They own an agri-contracting business and permit shooting walks on the farm. They are milking over 150 cows, and grow arable crops on their land: 46 acres of maize and 230 acres of corn. They are currently not in any agri-environment scheme other than a Catchment Sensitive Farming project: Deep Ford Brook project. However, he says that again, this brings with it more red tape: he can now not increase stock numbers, and believes this is just another way of getting information regarding fertiliser usage: “it is just NVC through the back door”. Farmer 1 adds that “a stocking rate of 1 cow per acre has been pushed by the government over the past 40 years” and therefore, due to financial reasons, they cannot justify any management regulations placed on their productive grazing land.

The A40 west of St Clears provides a key trunk road link between south-east Wales and Haverfordwest, which is a gateway town to the ports of Milford Haven and Fishguard, as well as the tourist economy of central and north Pembrokeshire. The St Clears to Haverfordwest section of the A40 historically connected small villages and as such, many sections of the A40 passed through these communities, leading to issues around severance, air and noise concerns and safety problems. There is currently limited safe overtaking provision on the A40 between Haverfordwest and St Clears, which causes unreliable journey times and driver frustration, especially in busy summer months. After considering a range of potential options, the Welsh Ministers propose a new section of A40 Trunk Road over a length of 1.76km to the south of the existing A40 trunk road between Penblewin Roundabout and Redstone Cross.
