President Pierce called the meeting to order at 2:00 p.m. 1. PUBLIC COMMENT INFORMATION ONLY President Pierce reminded the Council the annual group photo will be taken immediately following the Council meeting. Mecca Walker, NSCS, VP of Planning to Achieve Collegiate Excellence (PACE) Program Liaison, spoke to the Council to discuss a fund raising opportunity for graduate & professional students to collaborate with the Scholars’ Society organization. The mission is to partner with graduate students to help with their “$1, 1Question” fundraising event. For more information please contact Ms. Walker at [email protected]. 2. APPROVAL OF MINUTES FOR POSSIBLE ACTION President Pierce called for a motion to approve the September 12, 2016 Council Meetings. Thaddeus Zoellner (Art) motioned to approve the minutes. Remy Manigold (Health Physics) seconded the motion. There was no discussion. The motion to approve the Sept. 12th Council Meeting minutes was approved unanimously. 3. SPEAKER(S) INFORMATION ONLY Tad McDowell, Director of Parking and Transportation Services, shared with the Council the current initiatives with The Department and Transportation Services: the new garage located on Maryland Pkwy; it will hold 610 spaces for students, and there will be retail space included; parking for the Presidential Debate: There will be a shuttle service from McCarran; displaced cars from UNLV will have parking spaces on the West end of Harmon in the area of the Intramural Field. On Oct 14th many of the lots will be locked down; and the Pay by Phone system, which allows students to download the application of their Smartphone. Monica Garcia and Lisa Davis, Office of Urban Sustainability, revisited the proposal for the Council. They gave some background and spoke on the importance of the program. The mission of the office is to advance sustainable practice on campus through education, research, activities, development, and operations to make social, environmental, and economic sustainability integral to the culture of UNLV. BUDGET REPORT FOR POSSIBLE ACTION Treasurer Florence reported the GPSA budget report for October 3rd, 2016 (see attachment). There was a call for a motion to approve the October 3rd budget report. Thaddeus Zoellner (Art) motioned to approve the report. Katelyn DiBenedetto (Anthropology) seconded the motion. There was no discussion. The motion to approve the Oct. 3rd Budget Report was approved unanimously. 5. GPSA / CAMPUS-WIDE COMMITTEE REPORT INFORMATION ONLY Board of Regents (BoR) / Nevada Student Alliance (NSA) – The NSA will meet next Thursday. The BoR did hold an ad hoc committee member meeting for the Chancellor search. There was a discussion on how they will precede for the search. The search firm has not been identified nor the qualifications for the chancellor has been decided. GPSA Activities / Community Service – President Pierce spoke about an essay contest for children in the district. Volunteers are needed. Representatives or interested parties can visit the GPSA Website for more information. Pierce also spoke on Presidential Debate activities that are scheduled (i.e., Debate watch parties, a petting zoo, etc.). The mascot discussion will be held or tabled until the next Council meeting. GPSA Government Relations – Treasurer Florence informed the Council that the meeting with Luis Valera, Vice President of Government Affairs, Diversity Initiatives and Compliance, has been rescheduled to Oct 13th. GPSA Publications – Secretary Talib-deen is waiting on the committee list. The next publication is scheduled for Nov. 3rd, and he will reach or to the committee members within the next two weeks. GPSA Sponsorship – Vice President Daleiden updated the Council on GPSA Sponsorship: the Sponsorship Committee was formed, for the emergency August Cycle 2016: 11 applications submitted, 9 awarded @ $2,000.00. 6. OLD BUSINESS FOR POSSIBLE ACTION Monica Garcia and Carol Brodie, Office of Urban Sustainability (see attached information) – President Pierce discussed briefly with the Council the history with the Office of Urban Sustainability. A call was made for a motion to either approve the plan or table the discussion to discuss more with constituents. Public Health motioned to table the vote. Thaddeus Zoellner (Art) seconded the motion. There was no discussion. The motion to table the discussion on the Office of Urban Sustainability and its proposal was approved unanimously. 7. NEW BUSINESS FOR POSSIBLE ACTION Proposed 2016 -2017 GPSA Goals (attached) – President Pierce called for a motion to approve the proposed 2016 – 2017 GPSA Goals. Adrian Viesca (Law) motioned to approve the goals. Thaddeus Zoellner (Art) seconded the motion. Two added goals were a computer lab for residents and keeping the Rebelmail email after graduation. The vote to approve the 2016 – 2017 GPSA Goals was unanimous. Proposed Student Fees o Student Tech Student Fee Increase – President Pierce called for a motion to approve the Student Tech Fee Increase. Lorinda Toledo (English) motioned to approve the Tech Fee. Public Health seconded the motion. English did state her constituents were concerned with the fees, Wi-Fi access, and questions are there other ways to fund or find support for the fees. The vote for the Student Tech Student Fee Increase was 27 yes 4 no to approve the fee, no abstentions. o Student Affairs Facility Use Student Fee Increase – The was a call for a motion to approve the Student Affairs Facility Use Student Fee Increase. Rafael Oganesyan (Political Science) motioned to approve the fee. Katelyn DiBenedetto (Anthropology) seconded the motion. There was discussion by several representatives on the membership fee and more transparency where the fees would be allocated. The vote to approve the fee was 6 yes 22 opposed and 3 abstentions. The motion to approve the fee did not pass. o Athletic Student Fee Increase – President Pierce called for a motion to approve or not approve the Athletic Student Fee Increase. Katelyn DiBenedetto (Anthropology) motioned to not approve the fee. Thaddeus Zoellner (Art) seconded the motion. Public Health discussed the lack of transparency with the fees: there is not a breakdown of where the fees go or the budget nor is there more benefits for the graduate students. The vote to support the fees was 32 no and 0 opposed and 1 abstention. The Athletic Student Fee Increase did not pass. 8.
