Reference No.19/2017 Azizia Steel Company Ltd. Jeddah K.S.A Hill Metals Establishment, Jeddah K.S.A And Remittances. STATE vs. 1. Mian Muhammad Nawaz Shahrif (ExPrime Minister of Pakistan) son of Mian Muhammad Sharif, aged about 69 years. 2. Hassan Nawaz Sharif s/o Mian Muhammad Nawaz Sharif, aged about 41 years, (absconding accused). 3. Hussain Nawaz Sharif s/o Mian Muhammad Nawaz Sharif, aged about 45 years, (absconding accused). All R/o 180-181, Block-H, Model Town, Lahore and Shamim Farm, Jati Umra, Raiwind Road, Lahore. JUDGEMENT. Precisely stated facts of the case are that interim reference u/s 18 (g) of NAO, 1999 read with other enabling provisions of law was filed against three accused persons described in title above. Two of them namely Hussain Nawaz and Hassan Nawaz did not appear before this court despite summonses, warrants and ultimately proclamation issued u/s 87/88 Cr.P.C. After completion of requisite processes, they were declared as absconder / proclaimed offender in this case. 2. The allegations contained in the Interim Reference dated 07.9.2017 are described as under: a. That in pursuance of the Orders of august Supreme Court of Pakistan dated 20.04.2017 in Constitution Petition No. 29/2016 etc, Joint Investigation Team (JIT) comprising representatives from FIA, NAB, SECP, SBP, ISI and MI conducted investigation against the above said accused persons, collected evidence and submitted its Final Investigation Report on 10.07.2017. b. That the Hon'ble Court passed directions to NAB vide Order dated 27.07.2017 for preparing and filing of Reference against the accused persons based on the material collected and referred by the JIT in its Report, therefore, for the same, cognizance was taken and an investigation authorized on 02.08.2017 regarding Al-Azizia Company Limited, Jeddah and Hill Metals Establishment, Jeddah. c. That according to JIT's Final Investigation Report and proceedings at NAB, it is established that accused persons have failed to justify sources of funds for establishment /possession of above mentioned assets and consequently pecuniary proceeds disbursed amongst each other. d. That the accused persons were given ample opportunities to explain and provide evidence regarding the accumulation of these assets. They did not join the investigation before NAB on the pretext of a Review Petition already filed before the august Supreme Court of Pakistan against the order dated 28.07.2017. c. That requests for Mutual Legal Assistance have been forwarded by the JIT and response of same is still awaited, which will be placed before this Hon'ble Court, when received from foreign jurisdiction. So under this scenario, this Reference may be treated as Interim Reference. f. That according to investigation proceedings and its findings so far, it is established that accused persons in connivance with each other have committed the offence of corruption and corrupt practices as defined under section 9(a),(v) and (xii) of National Accountability Ordinance (NAO), 1999 punishable under section 10 of NAO, 1999 and schedule thereto. Investigation Report alongwith Final Investigation Report by JIT and its annexures, list of witnesses and documents are attached herewith which are an integral part of this References. g. That on the appraisal of material placed before me and in the light of order dated 28.07.2017 passed by the august Supreme Court of Pakistan, it is just and proper to proceed further against the above said accused persons, as there is sufficient incriminating evidence on file to justify the filing of the Reference. Therefore, Chairman NAB referred the matter to the Accountability Court. 3. On 26.09.2017 copies of reference, statements of the PWs and documents as requisite under section 265-C Cr.P.C were supplied to the accused Mian Muhammad Nawaz Sharif. On the basis of reference and documents collected during investigation by the I.O. accused facing trail was charge sheeted on 19.10.2017 which is given below: IN THE COURT OF MR. CHARGESHEET I (Muhammad Bashir, Judge, Accountability Court-I Islamabad) hereby charge you above named accused, as under that: You accused Muhammad Nawaz Shairf (represented by Pleader Mr. Zaafir Khan Advocate) belong to a businessman family and had been a shareholder and / or director in a few of the companies established by your late father Mian Muhammad Sharif since 70's. you accused (represented by Pleader Mr. Zaffir Khan Advocate subsequently turned into a political figure and held the following high public officer; Minister for Finance, Excise and Taxation, Government of the Punjab (From April 25, 1981 to February 28, 1985) Chief Minister, Government of the Punjab (from April 09, 1985 to May 30, 1988) Caretaker Chief Minister, Government of the Punjab (from May 31, 1988 to December 02, 1988) Chief Minister, Government of the Punjab (from Dec 02, 1988 to August 06, 1990) Prime Minister of Pakistan (from November 06, 1990 to April 18, 1993) Prime Minister of Pakistan (from May 26, 1993 to July 18, 1993) Leader of the Opposition, in the National Assembly (from October 19, 1993 to November 05, 1996) Prime Minister of Pakistan (from February 17, 1997 to October 12, 1999) Prime Minister of Pakistan (from June 05, 2013 to July 18, 2017) The absconding accused Hussain Nawaz Sharif was born on 01-051972. He was a student in London, UK from where he got his LLB (Honours) degree in 1995. After completion of his education, he returned to Pakistan in 1996. In between 1996 to 2001, he did not possess any independent source of income. He was aged about 28 1/2 years as on 01-01-2001. The absconding accused Hassan Nawaz Sharif was born on 21-01-1976. He was a dependant child of you accused Mian Muhammad Nawaz Sharif (represented by pleader). From 1989-90 to 1994-95. He was student in UK from 1994 to 1999 and did not possess any independent source of income even after said period. He was aged about 25 years on 01-01-2001. You accused Mian Muhammad Nawaz Sharif (represented by the pleader) held direct shareholding in the following family held companies in your own name even after coming into polities.     Tayyaba RabbaniI Farzana ArshadII THE WORKING OF THE CABINET SYSTEM IN PUNJAB UNDER SHAHBAZ SHARIF, 12008-2013, AN OVERVIEW Introduction Much has been written on the national history of Pakistan, but the regional history is overlooked and this paper attempts to explore the provincial history of the Punjab. This study deals with the formation and the working of the Cabinet System in the province of the Punjab under the chief minister ship of Mian Shahbaz Sharif in 2008-2012). On 8 June 2008, Shahbaz Sharif became Chief Minister of Punjab and remained in office till the new general elections in 2013. The history of the cabinet system during the period under study was divided into two phases. First period is a period of a coalition government when Shahbaz Sharif formed the government with the help of Pakistan people’s Party at the Centre and also in the province, which remained in office from on 8 June 2008 to 25 February 2011. The second period he headed the single party cabinet on 25 February 2011 to 2013. The institution of the Cabinet plays very important role in parliamentary form of Government. During the period under study, it proved as instrumental in bringing remarkable reforms in the province, which enabled the Muslim League party to win an election not only in the province of the Punjab but also at the National level. The word good governance was used to describe the working of the province of the Punjab when the governments in other provinces failed to deliver as successfully as the government of the Punjab.

    Public Disclosure Authorized Public Disclosure Authorized Public Disclosure Authorized Public Disclosure Authorized PREFACE The report in hand is the Final (updated October 2006) of the Integrated Social & Environmental Assessment (ISEA) for proposed Water Sector Improvement Project (WSIP). This report encompasses the research, investigations, analysis and conclusions of a study carried out by M/s Osmani & Co. (Pvt.) Ltd., Consulting Engineers for the Institutional Reforms Consultant (IRC) of Sindh Irrigation & Drainage Authority (SIDA). The Proposed Water Sector Improvement Project (WSIP) Phase-I, being negotiated between Government of Sindh and the World Bank entails a number of interventions aimed at improving the water management and institutional reforms in the province of Sindh. The second largest province in Pakistan, Sindh has approx. 5.0 Million Ha of farm area irrigated through three barrages and 14 canals. The canal command areas of Sindh are planned to be converted into 14 Area Water Boards (AWBs) whereby the management, operations and maintenance would be carried out by elected bodies. Similarly the distributaries and watercourses are to be managed by Farmers Organizations (FOs) and Watercourse Associations (WCAs), respectively. The Project focuses on the three established Area Water Boards (AWBs) of Nara, Left Bank (Akram Wah & Phuleli Canal) & Ghotki Feeder. The major project interventions include the following targets:- • Improvement of 9 main canals (726 Km) and 37 branch canals (1,441 Km). This includes new lining of 50% length of the lined reach of Akram Wah. • Control of Direct Outlets • Replacement of APMs with agreed type of modules • Improvement of 173 distributaries and minor canals (1527 Km) including 145 Km of geomembrane lining and 112 Km of concrete lining in 3 AWBs.

Ustad Daman (1959) n 19 September 2001, General Pervaiz Musharraf went on TV to inform the people of Pakistan that their country Owould be standing shoulder to shoulder with the United States in its bombardment of Afghanistan. Visibly pale, blinking and sweating, he looked like a man who had just signed his own death warrant. The installation of the Taliban regime in Kabul had been the Pakistan Army’s only foreign-policy success. In 1978, the US had famously turned to the country’s military dictator General Zia-ul- Haq when it needed a proxy to manage its jihad against the radical pro-Soviet regime in Afghanistan. In what followed, the Pakistan Inter- Services Intelligence became an army within an army, with much of its budget supplied directly from Washington. It was the ISI that super- vised the Taliban’s sweep to power during Benazir Bhutto’s premiership of the mid-nineties; that controlled the infiltration of skilled saboteurs and assassins into Indian-held Kashmir; and that maintained a direct connexion with Osama bin Laden. Zia’s successors could congratulate themselves that their new province in the north-west almost made up for the defection of Bangladesh in 1971. Now it was time to unravel the gains of the victory: the Taliban pro- tectorate had to be dismantled and bin Laden captured, ‘dead or alive’. But having played such a frontline role in installing fundamentalism in Afghanistan, would the Pakistan Army and the ISI accept the reverse command from their foreign masters, and put themselves in the fore- front of the brutal attempt to root it out? Study Design: Descriptive. Place and Duration of study: The study was conducted in Gynae unit I in collaboration with family planning centre in Nishtar Hospital Multan, from Jan 2004 to Jan 2007. Patients and Methods: A total of 45 women of reproductive age group were selected and after taking complete history, examination and investigations, all women suitable for Implanon were included and those who had hypertension, diabetes mellitus, obesity and pelvic pathology were excluded from the study. Results: The main complaint in study was menstrual disturbance. Out of 45 women, 20 developed amenorrhoea, 14 complained of irregular vaginal bleeding. And only 6 women presented with frequent periods. However normal menstrual cycle was observed in 6 women. No change was observed in weight in 15 women, while 12 women complained of mild weight reduction. Weight gain upto 2 kg was observed in 18 women. Only 10 women complained of breast tenderness and skin problem was observed in 5 women. Out of 45 women, 39 were satisfied but 6 asked for removal due to menstrual disturbance. Conclusion: Implanon like other systemic progestegens is not free of complications. Amenorrhea and infrequent irregular periods are the main complaints, while weight gain and acne are minor problems.
