2017‐8 State Tournament Series Assistant Commissioner Robert Faulkens reported on the general format, sites and other preliminary plans for the 2017‐ 18 Baseball Tournament Series.

52nd Annual State Tournament Series The following rules and regulations for the 2017‐18 Baseball Tournament Series have been adopted and are subject to change if the Executive Committee should deem it necessary. I Tournament Dates A. Sectionals 1. May 23– May 28, 2018 2. All sectional championship games must be scheduled on Monday, May 28, 2018. 3. Rain date/s – to be determined by the center school. 4. It is expected that equalization of pitching be addressed in the initial tournament schedule. 5. Center principals may request approval from the IHSAA to reschedule certain games in case of conflict with graduation ceremonies, availability of facilities, etc. B. Regionals 1. Saturday, June 2, 2018 2. Monday, June 4, 2018 – Rain Date Weather permitting, a minimum of one and half hours is strongly recommended between the end of the second semi‐final game and the beginning of the final game. C. Semi‐States 1. Saturday, June 9, 2018 2. Monday, June 11, 2018 – Rain Date D. State Finals 1. Friday, June 15 and Saturday, June 16, 2018 2. Monday, June 18, 2018– Rain Date II Times A. Sectionals – to be determined by center school principal. B. Regionals – 11:00 am; 1:00 pm; 8:00 pm where possible. Note: When a tournament game between two schools from different time zones is contested, the following parameters are provided regarding the starting time of the contest: When a Central time zone school hosts an Eastern time zone school – the contest shall not begin later than 7:00 pm (Central Time). When an Eastern time zone school hosts a Central time zone school – the contest shall not begin earlier than 7:30 pm (Eastern Time). C. Semi‐States – 1:00 pm, second game immediately following D. Approval for Executive Staff and Board of Directors to Attend 99th NFHS Summer Conference Commissioner Cox requested permission for the Executive Staff and the Board of Directors to attend the annual meeting of the National Federation of State High School Associations in Chicago, IL, June 28 – July 2, 2018.

Approve Nominee for the Richard G. Lugar Distinguished Service Award to Interscholastic Athletics Assistant Commissioner Chris Kaufman presented a nominee to the Executive Committee for its approval to receive the second annual award at next month’s boys state finals. The recipient will be announced at a later date.

Recognition and Acceptance of IHSAA Member School Consolidation as New Member School Commissioner Bobby Cox presented a letter from Dr. Thomas W. Rohr, Superintendent of North Central Parke Community School Corporation, as official notification that Rockville Jr.‐Sr. High School and Turkey Run Jr.‐Sr. High School will consolidate at the end of the current school year. The new school will be known as Parke Heritage High School and Park Heritage Middle School effective with the 2018‐19 school year.

Volleyball Coaches Proposals Jean Kesterson, President, and Michelle York, CFO, of the Indiana High School Coaches Association appeared before the Executive Committee and presented the following rules proposals for consideration:

 In six‐team sectional brackets, the two teams that draw a bye should play teams that won earlier matches, not each other in the semifinals.  Specify the warm‐up time between games, prior to the official 15‐minute match warm‐ups. The captain’s meeting may be done near the end of the 15 minutes.  Eliminate the cap at 25 in sets one and two or 15 in the third set for junior varsity and freshman games. Win by two.  Reduce the number of regular season matches by two.  Seed the tournament to allow the best teams to play for the championship. The seeding would continue throughout the tournament.

No decisions were made but these proposals will be considered at the March Executive Committee meeting.

Soccer Coaches Proposals Greg Davidson, President of the Indiana Soccer Coaches Association, appeared before the Executive Committee and presented the following rules proposals for consideration:

 Change Rule 15‐2.2 to seven players for soccer.  For Rule 56‐5/106‐5, a school may schedule one soccer jamboree between three or more IHSAA member schools. Each school shall be limited to playing no more than two halves. Halves shall be no more than 40 minutes in length and each half must be played against a different opponent.  15‐3.1 During Summer (Participation) 15‐3.5 Soccer (new) Prior to the first day of Summer, a School’s soccer coaching staff must designate to the School’s athletic director or the principal the specific soccer option (listed below) it plans to use: Option 1: 20 sessions + 1 Tournament (3‐4 games) or 3 scrimmages Option 2: 15 sessions + 1 Team Camp (up to 5 days and unlimited in regards to sessions) + 1 Tournament (3‐4 games) or 3 scrimmages Option 3: 17 sessions + 2 Tournaments (3‐4 games in each Tournament)  Move the regional to a Friday (semifinals) and Saturday (championship) format instead of all three matches played on Saturday.

No decisions were made but these proposals will be considered at the March Executive Committee meeting.

NFHS Football Rules Committee Meeting Report Assistant Commissioner Robert Faulkens presented details of the recent NFHS Football Rules Committee Meeting he attended. He reported on and shared data on Indiana’s second year of the 40‐second play clock experiment with the national group and mentioned that several southeastern states have jumped on board and will now experiment with it next season. It fell two votes short of passing out of the national committee but feels very good about the proposal’s momentum and its chances of passing a year from now.

Technology Information Technology Director Luke Morehead reported on the progress of the project to build the new myIHSAA website to replace the current IHSAA.net website. The project remains on track for an initial rollout to officials and their associations April 1, then to member schools July 1. Financially, the project has incurred approximately 45% of budgeted expenditures, and remains on track to conclude within budget. The IHSAA was awarded a grant by Microsoft which will help defray the ongoing cost of operating the new website.

IHSAA Foundation Report Foundation President Matt Wolfert reported the following:  Reviewed the Financial Dashboard as of January 31, 2018 and discussed current giving percentages of the IHSAA Staff and Executive Committee on our way to 100%.  Working on the Spring Annual Fund Plan & Building Prospecting List.  Reviewed the current list of InsideOut Coaching initiative & Habitudes participating schools. Sixty in the Class of ’18. Looking to double that number with 120 additional in 18‐19. Currently, over 37,000 S/A’s and included in the initial group.  Attending Winter IIAAA District Meetings around the state to discuss the Foundation.  Correspondence will go out on Monday to all members about the donation opportunity for boys basketball sectionals. Matt will attend a few boys basketball sectional meetings next week to visit with them.  Discussed Community Foundation Strategy for each of the 92 Counties – investigating possibilities and partnerships. Has currently visited with Delaware, Martin, and Ohio counties at this point.  Continuing to grow the Foundation brand & awareness around the state and at IHSAA state championships. Will have tent set‐up at , Girls Basketball, and Boys Basketball Championships this winter.  IHSAA Foundation Golf Outing Save the Date was sent out. It will be on Friday, July 27 @ Prairie View in Carmel.

Litigation Report Attorney Robert Baker updated the Executive Committee on the current status of pending litigation against the Association.

Legislative Update Commissioner Bobby Cox gave an update on state legislation with respect to the high school athletics.

Blue River Valley HS – Rule 19‐3 (Wrestler participated in multiple matches without an approved transfer report on file) 1. The Blue River Valley High School wrestling program is issued a warning. This warning is official notice that a rule violation has occurred, is a matter of record, and shall not be repeated. 2. The student is declared ineligible until a completed transfer report is submitted and ruled upon. 3. The matches that the ineligible student participated in shall be rescored with the removal of any scoring by the ineligible athlete. The team scores shall be refigured. The opposing schools shall be notified of this violation.

Boone Grove HS – Rule 18‐1 (Boys’ basketball player participated in a contest while academically ineligible) 1. The Boone Grove High School boys’ basketball program is issued a warning. This warning is official notice that an illegal act has occurred, is a matter of record, and shall not be repeated. 2. The student involved in this violation is declared ineligible until such time the student may become academically eligible. 3. The interscholastic contest in which this ineligible athlete participated in shall be forfeited if Boone Grove was victorious. The opposing school shall be made aware of this violation.

Carroll (FW) HS – Rule 19‐3 (Boys’ swimmer participated in multiple meets without an approved transfer report on file) 1. The Carroll High School boys’ swimming and diving program is issued a warning. This warning is official notice that a rule violation has occurred, is a matter of record, and shall not be repeated. 2. The student is declared ineligible until a completed transfer report is submitted and ruled upon. 3. The meets that the ineligible student participated in shall be rescored with the removal of any scoring by the ineligible athlete. The team scores shall be refigured. The opposing schools shall be notified of this violation.

Concord HS – Rule 60‐6 (Two wrestlers participated below established weight classes without signed parental permission slips) 1. The Concord High School wrestling program is issued a warning. This warning is official notice that a rule violation has occurred, is a matter of record, and shall not be repeated. 2. Head Coach Brian Woodworth is reprimanded for committing this violation. The head coach holds the responsibility that each athlete meets all requirements of the Association’s wrestling weight management plan. 3. The matches in which the ineligible athletes participated shall be forfeited if the wrestlers from Concord were victorious and the scores of the meets shall be rescored removing these points. The opposing schools shall be made aware of this violation. 4. The students shall be required to meet all standards of the IHSAA Weight Management Program for Wrestling in order to participate in the IHSAA tournament series in wrestling.

Culver Academies – Rule 52‐3e (Two boys’ basketball players participated in more than eight quarters in a calendar day) 1. The Culver Academies boys’ basketball program is issued a warning. This warning is official notice that an illegal act has occurred, is a matter of record, and shall not be repeated. 2. Coach Mark Galloway is reprimanded for allowing this violation to occur. A lack of attention to detail regarding the rules of participation is not an acceptable explanation for a rules violation. 3. All eleven quarters shall count against the maximum number of quarters allowed for the student athletes involved in this violation. 4. In accordance with Rule 3‐9, South Bend St. Joseph High School shall be notified of this violation and if Culver Academies was victorious, the junior varsity game shall be forfeited.

Daleville HS – Rule 9‐16 (Wrestling coach withdrew his team and eligible wrestlers from the conference tournament due to a disagreement of weight allowances ‐ PROBATION) 1. The Daleville High School wrestling program is placed on probation for the remainder of the 2017‐18 season. Probation is a severe type of warning that an illegal act has occurred, is a matter of record, and shall not be repeated. Similar and further acts which violate IHSAA by‐laws and/or policies of the Association by the wrestling program shall be dealt with in a more severe manner. 2. Coach Troy Delany is severely reprimanded for his role in removing his team from the conference wrestling meet. Ignorance of the rules is not an acceptable explanation for rules violations. Additionally, his removal of the Daleville wrestling team highly disservices the other member schools of the Mid‐Eastern Conference. 3. It is strongly encouraged that the Daleville High School administration review the provisions of their by‐laws with the wrestling coaching staff at their first opportunity.

Eastbrook HS – Rule 15‐1.2c (Boys’ basketball team practiced with graduates from the school) 1. The Eastbrook High School boys’ basketball program is issued a warning. This warning is official notice that an illegal act has occurred, is a matter of record, and shall not be repeated. 2. Head Coach Brian Childs is reprimanded for allowing this violation to occur. Ignorance of the by‐laws is not an acceptable excuse for a rules violation. 3. By definition, participation with or against students not belonging to the school constitutes a game. Eastbrook High School shall tally all interscholastic contests for the 2017‐18 school year and if the school played in 22 or more contests prior to the IHSAA tournament series for boys’ basketball, the school shall reduce their 2018‐19 schedule by one contest. The school shall submit to the IHSAA which game shall not be played if applicable.

Elkhart Central HS – Rule 3‐9.4 (Girls’ basketball player participated in a tournament series contest while not on the sectional entry list) 1. The Elkhart Central High School girls’ basketball program is issued a warning. This warning is official notice that a rule violation has occurred, is a matter of record, and shall not be repeated. 2. Athletic Director Brian Buckley and Head Girls’ Basketball Coach Will Coatie are reprimanded for allowing this error to occur. It is imperative that the athletic director along with the head coach insure that the entry list for each team entered into an IHSAA tournament series is accurate in every detail. 3. Under the provisions of Rule 16‐3, the Commissioner may accept an alternative penalty as opposed to disqualifying the student athlete. 4. Elkhart Central High School shall remit $500.00 to the IHSAA in reference to aforementioned penalty. 5. The student athlete may participate in the remainder of the IHSAA tournament series contests for Elkhart Central High School.

Faith Christian School – Rule 19‐3 (Girls’ basketball player participated in multiple contests without an approved foreign exchange student eligibility report on file) 1. The Faith Christian School girls’ basketball program is issued a warning. This warning is official notice that a rule violation has occurred, is a matter of record, and shall not be repeated. 2. The student is declared ineligible until a completed foreign exchange student eligibility report is submitted and ruled upon. 3. Any contests where the ineligible athlete participated in shall be forfeited if Faith Christian School was victorious. The opposing schools shall be notified of this violation.

Frankfort HS – Rule 19‐3 (Boys’ swimmer participated in multiple meets without an approved transfer report on file) 1. The Frankfort High School boys’ swimming and diving program is issued a warning. This warning is official notice that a rule violation has occurred, is a matter of record, and shall not be repeated. 2. The student is declared ineligible until a completed transfer report is submitted and ruled upon. 3. The meets the ineligible student participated in shall be rescored to remove any points earned by the ineligible athlete if a team score was calculated. The opposing schools shall be notified of this violation.

Griffith HS – Rule 9‐14 (Boys’ swimmer participated in a contest without the requisite number of practices after an absence) 1. The Griffith High School boys’ swimming and diving program is issued a warning. This warning is official notice that an illegal act has occurred, is a matter of record, and shall not be repeated. 2. Coach Barbara Bolda is strongly reprimanded for causing this violation to occur. Rule 9‐14 provides safeguards for student athletes returning to competition after illness or injury and shall be strictly adhered to. 3. In accordance with Rule 3‐9, Griffith High School shall remove the points earned by the student athlete in the contest on January 11, 2018 and the team scores shall be adjusted if necessary. Hammond Morton High School shall be notified of this violation.

Huntington North HS – Rule 19‐3 (Girls’ swimmer participated in multiple meets without an approved foreign exchange student eligibility report on file) 1. The Huntington North High School girls’ swimming and diving program is issued a warning. This warning is official notice that a rule violation has occurred, is a matter of record, and shall not be repeated. 2. The student is declared ineligible until a completed foreign exchange student eligibility report is submitted and ruled upon. 3. The meets the ineligible student participated in shall be rescored to remove any points earned by the ineligible athlete if a team score was calculated. The opposing schools shall be notified of this violation.

Indian Creek HS – Rule 20‐1 (Baseball coach attempted to recruit student to school – PROBATION) 1. The Indian Creek High School baseball program is placed on probation for the 2017‐18 season. Probation is a severe type of warning that an illegal act has occurred, is a matter of record, and shall not be repeated. Similar and further acts which violate IHSAA by‐laws and/or policies of the Association by the baseball program shall be dealt with in a more severe manner. 2. Head Coach Steven Mirizzi is reprimanded for his attempts to persuade a student to transfer to Indian Creek to participate in the baseball program. Ignorance is no excuse for the violation of any IHSAA by‐law or policy. 3. The IHSAA accepts and supports the actions already executed by Indian Creek High School in this matter.

Monroe Central HS – Rule 15‐1.2c (Alumnus participated in practices with the boys’ basketball team) 1. The Monroe Central High School boys’ basketball program is issued a warning. Muncie Burris High School shall tally all interscholastic contests for the 2017‐18 school year and if the school played in 22 or more contests prior to the IHSAA tournament series for girls’ basketball, the school shall reduce their 2018‐19 schedule by one contest. The school shall submit to the IHSAA which game shall not be played if applicable. 4. The IHSAA accepts and supports the corrective measures already taken by the school in this matter.

Northwestern HS – Rules 9‐13 (Baseball coach held two Sunday open facility programs for several students) 1. The Northwestern High School Baseball program is issued a warning. This warning is official notice that an illegal act has occurred, is a matter of record, and shall not be repeated. 2. Coach Ryan Ward is reprimanded for allowing this violation to occur. Ignorance of the rules is not an acceptable excuse for committing a rules violation.

River Forest HS – Rule 19‐3 (Wrestler participated in multiple matches without an approved transfer report on file) 1. The River Forest High School wrestling program is issued a warning. This warning is official notice that a rule violation has occurred, is a matter of record, and shall not be repeated. 2. The student is declared ineligible until a completed transfer report is submitted and ruled upon. 3. The matches that the ineligible student participated in shall be rescored with the removal of any scoring by the ineligible athlete. The team scores shall be refigured. The opposing schools shall be notified of this violation.

Terre Haute North HS – Rule 19‐3 (Two girls’ swimmers participated in multiple meets without approved transfer reports on file) 1. The Terre Haute North Vigo High School girls’ swimming and diving program is issued a warning. This warning is official notice that a rule violation has occurred, is a matter of record, and shall not be repeated. 2. The student is declared ineligible until a completed transfer report is submitted and ruled upon. 3. The meets that the ineligible student participated in shall be rescored with the removal of any scoring by the ineligible athlete. The team scores shall be refigured. The opposing schools shall be notified of this violation.

Triton HS – Rule 52‐3d (Boys’ basketball player participated in more than five quarters in successive days) 1. The Triton High School boys’ basketball program is issued a warning. This warning is official notice that an illegal act has occurred, is a matter of record, and shall not be repeated. 2. All six quarters shall count against the maximum number of quarters allowed for the student athlete involved in this violation. 3. In accordance with Rule 3‐9, Culver Community High School shall be notified of this violation and if Triton was victorious, the junior varsity game shall be forfeited.

West Vigo HS – Rule 18‐1 (Boys’ swimmer participated in a contest while academically ineligible) 1. The West Vigo High School boys’ swimming and diving program is issued a warning. This warning is official notice that a rule violation has occurred, is a matter of record, and shall not be repeated. 2. The student athlete involved in this violation shall be declared ineligible immediately. The student may gain academic eligibility at the next certification date of the school. 3. The meet that the ineligible student participated in shall be rescored to reflect the removal of any points scored by the ineligible student. The opposing school shall be notified of this violation.

Wheeler HS – Rule 9‐14 (Girls’ swimmer participated in a contest without the requisite number of practices after an absence) 1. The Wheeler High School girls’ swimming and diving program is issued a warning. This warning is official notice that an illegal act has occurred, is a matter of record, and shall not be repeated. 2. Coach Cathy Schuster is strongly reprimanded for causing this violation to occur. Rule 9‐14 provides safeguards for student athletes returning to competition after an absence and shall be strictly adhered to. 3. In accordance with Rule 3‐9, Wheeler High School shall remove the points earned by the student athlete in the meet and the team scores shall be adjusted if necessary. Griffith High School shall be notified of this violation.
