(CPAI) is requesting a modification to the final Greater Mooses Tooth 1 (GMT1) Easement between the Colville Delta 1/Alpine Central Facility (CD1/ACF) and the Colville Delta 4 (CD4) North valve pad, on state lands, to install and operate an eight-inch miscible injection (Ml) pipeline and a 20-inch produced oil (PO) pipeline on existing Vertical Support Members (VSM). Additionally, CPAI requests the GMT1 Final Easement be modified to include the installation and operation of a 20-inch PO pipeline and power cables on existing VSMs over the Nechelik (Niglik) Channel on state lands. This work will support the construction and operation of the MT? Development, also known as the Greater Mooses Tooth Two Development. On state lands, the requested easement will be located to the west of the Nuiqsut Natural Gas Pipeline (NNGP) Right-of-Way (ROW), where the existing GMT1 14-inch Waterline and existing VSMs were installed in 2018. At the CO2 Colville Delta 2 (CD2)/Colville Delta 4 (CD4) pipeline junction, south of Colville Delta 1/Alpine Central Facility (CD1/ACF) the GMT1 14" Waterline is routed to the east side of the Alpine Sales Oil pipeline and travels to CD1/ACF within the NNGP ROW. Maps depicting the easement are attached to the permit application. Enclosed with this letter is the Easement Application AS 38.05.850, a check made payable to ADNR-DOG in the amount of $1,200 for the application fee, Application Environmental Risk Questionnaire, a list of permits and authorizations granted in conjunction with this proposed project, a copy of the insurance documentation, and maps. Project Description: Installation and operation of an eight-inch Ml pipeline, a 20-inch produced oil (PO) pipeline, messenger cable hardware, and power cable to support extraction and transport of oil, gas, and water for the MT7 Development, also known as GMT2. The pipelines and cables will be installed from Colville Delta 4 (CD4) North to Colville Delta 1/Alpine Central Facility (CD1/ACF) on existing Vertical Support Members (VSM). Additionally, a 20-inch PO pipeline, and messenger and power cable, will be installed over the Nigliq Channel on existing VSMs. Additional project infrastructure to support the MT7 Development Project will be located on privately owned and federal lands. CPAI will develop and utilize ice roads and ice pads that are a minimum of six inches thick during such operations, thus eliminating or minimizing any impacts to surrounding and underlying wetlands.
