MARC Riders Advisory Council Meeting August 15, 2019 Telephone Conference Summary minutes I. Call meeting to order (Steve Chan, Chairman): Called to order at 4:33 PM II. Introductions & Attendance (Steve Chan, Chairman): III. Review of July Minutes (Christopher Field, Secretary): A. Updates requested and made. IV. Review of July performance data (Katherine Read, MARC Assistant Chief Transportation OfMicer).: A. Report attached. B. Questions/Comments: 1. Comment that the council appreciate the discussion of delays. V. Penn Line September 23 schedule change (David Johnson (DJ) and Amtrak Commuter Operations management): A. There will be a meeting with Amtrak to Minalize. Don’t expect signiMicant changes. Minor adjustment because the northbound Acela will be leaving on the hour with the regional departing at 5 minutes after the hour. Also adding some NYC to DC non- stop Acela runs. B. Train 532, the 4:17 DC departure to Perryville, will stay as it is. C. There is hope to put a Martin Airport stop back on one of the 5:00 hour trains from DC. D. There is still track work being done between 5 miles south of Martin Airport (about at Baltimore Belt way) to 4 miles north of Martin Airport (about at Gunpowder River )until November. E. Questions/Comments 1. When will the new track and platform at New Carrollton be usable? The track is scheduled to be in service late 2020 and the platform in late 2021. 2. Late 2020 for track usable and late 2021 for platform. VI. Update on station construction progress – BWI Rail Station and Camden Yards (DJ): A. Aiming for a late September soft opening of the BWI building in steps. The station will be opened then the grounds will be cleaned and landscaped. Project completion projected late October 2019, which is ahead of the original schedule. B. The new Camden is expected to open in early September. 1. Part of the funding for the station was grants contingent on building a LEED (Leadership in Energy and Environment Design) level 4 (the highest level) structure. 90% of the construction waste was diverted from landMills. Solar panels and LED lighting reduce the environmental impact.. C. Other short term work (Minished or projected). 1. New shelters have been installed at Odenton Station. 2. New shelters have been installed at Bowie State University (in the university colors). Have worked with the university for better signage to link the station and university. 3. Seabrook station will get new shelters this weekend and next. 4. There is shelter work at Muirkirk Station, which is a challenge because of tight space. 5. The Gathersburg Station roof is being replaced by the Gathersburg City. D. Now starting the planning stages for renovation of the Odenton Station, a historical building that poses some preservation challenges. This will be its Mirst overhaul since mid 1990s. VII.Old Business: A. MARC Tracker. There were some last minute changes that delayed implementation but will signiMicantly improve reliability and performance with fewer contractors in the chain. B. Benches at halethorpe are rusting and need attention. Will inform maintenance. VIII.New Business: A. Brunswick line riders are concerned by elimination of two trains from Martinsburg West Virginia. has there been sufMicient notice and how does one comment? 1. From the MTA home page, follow links to public hearings. Should be Mirst item on home page. 2. There have been email alerts and Mliers posted at MARC stations. have done and will do a seat drop (Mliers placed on the seats). B. Question: how are the negotiations with West Virginia going?. MTA in the public comment period so staff can’t say much. Riders can submit written comment at [email protected]. or attend the public hearing Saturday, Sept. 7, from 10 a.m. to noon at the Charles Town Public Library at 200 E. Washington St. C. A council member noted that Metropolitan Grove is Mirst station at which signiMicant people get off and they catch a shuttle to NIST, Mirst one at 6:40. A concern was raised that the new proposed Brunswick Line schedule does not connect well with the NIST shuttle schedule. D. halethorpe parking lot weekend work. What is the work? Basic maintenance. Some milling, mostly touchup, stripping, sealing. Next several weekends. IX. Afternoon performance is down due primarily to weather‐related issues (high heat, heavy rains) as well as dispatcher/interference delays caused by late Amtrak trains. As discussed last month, the August 5 schedule change addresses trains with low OTP over the past two months. The end of the trackwork and opposite track operation in the afternoon will also help. Morning southbound OTP (Trains 401 through 423 to Washington) remains strong at 91.16% and morning northbound OTP (Trains 400 through 412 to Baltimore) was 92%. Afternoon service will improve in August with the schedule change and end of the trackwork.
