• Senate Bill 6 • Effective Dec. 1, 2017 • Voters within 5 miles from military bases choose how to regulate land use: • Annexation • Allowing city to improve land use regulations as delineated in the most recent Joint Land Use Study (JLUS) • For protection of military mission in these areas

• Aug. 2, 2018 • City Council approves resolutions to hold election in unincorporated areas within a 5- mile radius of: • Camp Bullis/Camp Stanley • /Medina Annex

• Nov. 6, 2018 voters: • Disapproved annexations • Approved land use controls in accordance with Joint Land Use Study (JLUS)

• The Consolidated Actions were developed as part of each individual JLUS. • The purpose of consolidated Actions is to not only: • Streamline monitoring and tracking • Guide implementation of Joint Land Use Consolidated Recommendation/Strategies for the Actions region in an effort to advance and sustain regional planning efforts. • We have reworked the consolidated actions to incorporate up to date information. • Current consolidated actions available on our web page: https://aacog.com/620/JBSA-Joint-Land- Use-Study

22 Alamo Area Council Of Governments Purpose of Study

• Continued support to the missions of Joint Base San Antonio (JBSA) • Previous studies are outdated and should be renewed: • Camp Bullis (2009) • Lackland AFB (2011) • Randolph AFB (2015) • Additionally, there is a need to include: • Martindale Army Air Field • Kelly Airfield at Port San Antonio

• Encourage local governments and the State of Texas to work closely with military installations • Implement measures that prevent incompatible land use • Preserve and protect the public’s health, safety and welfare for those living near an active military installation

The proposed study area of the JLUS includes: • Bexar, Kendall, Comal and Guadalupe counties • Approximately 70 communities within the four counties • JBSA to include Camp Bullis and Brooke Army Medical Center (BAMC) • JBSA Lackland to include the Medina Annex • JBSA Randolph to include the Seguin Auxiliary Air Field • Martindale Army Air Field • at Port San Antonio
