Texas Military Department Government Affairs Office FORMING AND ORGANIZING AMERICAS FIRST FIGHTING FORCE

The National Guard formed in 1636 as American colonists trained all men age 16 - 60 in military skills and tactics. This Citizen-Soldier model allowed the colonies to grow without a standing army until the American Revolution.

The Guard allowed congress to distribute national defense among the several states, avoiding a large federal force. Article 1, Section 8 of the U.S. Constitution details the Federal and state roles in maintaining the Guard.
