MEST should publish a list of instructions, detailing in a clear way what every student should bring to the exam (e.g. pens, calculators, a bottle of water etc.) and what is prohibited (e.g. phones, other documents books, etc); 5. the regulation of MEST for the administration of the Matura Exam should be implemented in a uniform manner and different interpretations of the same rules should not be allowed; 6. the responsibilities in taking part in the administration of the exam should be contractually regulated with all teaching staff. The engagement in the administration of the exam should not be on voluntary basis but regulated as a contractual obligation with the teaching staff, stipulating clearly and fully the rights and responsibilities. In cases where it is proven that administrators violated the rules, such responsibility should be reflected in their employment contract and not only in the fee they receive for their role during the Exam day; 7. Usage of mobile phones in exam halls/classrooms must be completely prohibited. This prohibition should apply with exceptions both for students and exam administrators. 8. Administrators should not leave the classes they have been assigned under any circumstances; 9. the list of participants in the exam should be published in a timely manner in order to enable students to have practical access in it to identify themselves whether they are on the list or not, so that they have necessary time to address their remarks and not to be put in a situation when they cannot change anything; 10.
