Its purpose is to help influence decisions on the design of new development. It is about managing change, not preventing it. A VDS should provide guidance on the distinctive features of the village which the local community values and wishes to see enhanced and protected. It provides additional guidance to assist local planners and applicants on how development may be undertaken so as to respect the character of the village. In order to be adopted by Winchester City Council (WCC), a VDS needs to supplement the Winchester District Local Plan Review 2006 (WDLPR) which has been prepared by Winchester City Council, together with Hampshire County Council as Highway Authority. The adopted policies of the 2006 Local Plan form part of the Development Plan for Winchester District, alongside the South East Plan 2009. The Development Plan forms the basis for decisions on land use planning affecting the area and a VDS needs to be compatible with its policies and with Government advice. The WDLPR 2006 identifies areas where future housing developments may be located.     Wonston Wonston with Sutton Scotney 1.0 PARISH Wonston (now includes Hunton and Stoke Charity) 2.0 HUNDRED Buddlesgate 3.0 NGR 447700 139550 4.0 GEOLOGY Upper Chalk; Alluvium 5.0 SITE CONTEXT (Map 2) Wonston CP now includes Hunton (formerly a tithing of Crawley) and Stoke Charity. On the other hand, a strip of land across the south of the parish has been hived-off as the new parish of South Wonston. For this reason the south boundary of Wonston parish has been partly determined by some relatively modern features such as post- medieval enclosure fences and a dismantled railway line. The old east boundaries of Stoke Charity and Hunton now perform the same function for Wonston. To the south- west, the Roman road to Salisbury forms part of the parish limit whilst the west and north boundaries seem to be based upon a combination of marker points including natural features, post-medieval fields and traditional land divisions. The river Dever, a tributary of the Test, cuts across the parish from east to west. This watercourse has attracted a number of settlements. On the north bank are the former manors of Norton and Cranbourne where there are watercress beds. Here too, is the Crawley tithing of Hunton. South of the river (west to east) are Sutton Scotney, Wonston and Stoke Charity. The settlement of Wonston is just above the flood plain of the Dever at c. 63m AOD. It is reached from the west via a minor road from Sutton Scotney. This road also passes through Stoke Charity (east) and on into the neighbouring parish of Micheldever.

Kind regards Paula Paula Langford-Smith Chairman Denmead Parish Council Remarks to Aquind Hearing on Village Legacy 07-12-20 As has already been remarked, whilst the residents of Portsmouth, Havant and East Hampshire will suffer short term disruption whilst the cables for the interconnector and the associated fibre-optic communication cable are laid, the residents of Denmead Parish will not only endure this, but will also be faced with a 26 metre tall building sited within the Parish for 40 years or more. The Draft Development Control Order lays out how the developer intends to install the cables and build the Interconnector facilities but there is no consideration whatever given to the community which faces this intrusion. It would seem that the only legacy the Parish of Denmead can look forward to is the buildings on the outskirts of the parish. There is no Employment and Skills plan and no opportunity for the residents to gain employment and training as a benefit of the interconnector. There is no offer of any form of benefit for the Parish, no offer of compensation, no acknowledgement whatsoever from the developer that they will be having any effect on Denmead.
