Cordesman: Iraqi Forces and US Withdrawals 4/22/09 Page iii Executive Summary The US and Iraq now face a transition period that may well be as challenging as defeating Al Qa‘ida in Iraq, the other elements of the insurgency, and the threat from militias like the Mahdi Army. Iraq has made progress in political accommodation and in improving security. No one, however, can yet be certain that Iraq will achieve a enough political accommodation to deal with its remaining internal problems, whether there will be a new surge of civil violence, or whether Iraq will face problems with its neighbors. Iran seeks to expand its influence, and Turkey will not tolerate a sanctuary for hostile Kurdish movements like the PKK. Arab support for Iraq remains weak, and Iraq‘s Arab neighbors fear both Shi‘ite and Iranian dominance of Iraq as well as a ―Shi‘ite crescent‖ that includes Syria and Lebanon.. Much will depend on the capabilities of Iraqi security forces (ISF) and their ability to deal with internal conflicts and external pressures. -
The Context for Iraq's Reconstruction
The ReconstructionThe of Iraq after 2003 eginning in 2003, diverse and significant actors, both domestic and international, engaged MENA DEVELOPMENT REPORT Bin reconstruction activities in Iraq. The total budget committed to Iraq’s reconstruction was unprecedented among postconflict operations mobilized by the international community. Despite the vast sums of money spent, and the implementation of its many projects and programs, the donors and the Iraqi people view the reconstruction efforts in Iraq in a negative light. The Reconstruction of Iraq after 2003: Learning from Its Successes and Failures focuses on the period between 2003 and 2014—that is, after the United States–led invasion and overthrow of the Saddam Public Disclosure Authorized The Reconstruction Hussein regime, and before the sudden rise of the Islamic State of Iraq and the Levant (ISIL), also known as Daesh. This book assesses several dimensions of Iraq’s reconstruction. First, it considers the response of key international actors, such as the United Nations, the World Bank, the United States, of Iraq after 2003 and other bilateral donors—specifically, the European Union, Japan, and the United Kingdom—as well as nongovernmental organizations. Second, it analyzes the process and results of the reconstruction Learning from Its of key sectors (electricity, oil, education, and health), and the interventions geared to institution building and governance reform. Successes and Failures Pursuing effective reconstruction within the context of conflict and fra gility is a formidable challenge because of the uncertain, fluid, and complex environment. Based on the experience in Iraq, how can the international community support the effectiveness and durability of reconstruction? This book identifies lessons in seven areas and offers four recommendations for international and domestic actors and citizens engaged in recon struction activities. -

Thank you to the organizers for inviting me to participate today in this retrospective on the 2003 invasion of Iraq. My role this morning, as I understand it, is to parse the international legal arguments surrounding the invasion and to reconsider them in the fullness of time that has elapsed. It is a role I agreed to take on with hesitation because it is difficult to add much that is new. I suppose I can take comfort in saying what I’ve already said, and saying it again today, because of how I view my obligations as an international lawyer. I believe we lawyers have a duty to stand up and insist that our leaders adhere to the rule of law in international relations and to help ensure that they are held accountable for the failure to do so. As I am sure you are all aware, much remains to be done in terms of accountability, especially in the United States, and it is disappointing that the Obama Administration has so far refused to prosecute what seem to be clear violations of the Torture Convention, including all the way up the chain of command if necessary. Today, however, my talk is confined to the legal arguments about the use of force in Iraq and an analysis of their persuasiveness. -

LIMITS, CHALLENGES, AND OPPORTUNITIES FOR MODERN COUNTERINSURGENCY by Natasha Schlenoff A thesis submitted to Johns Hopkins University in conformity with the requirements for the degree of Master of Arts in Global Security Studies Baltimore, Maryland August 2015 © 2015 Natasha Schlenoff All Rights Reserved ABSTRACT The overall goal of this thesis is to draw some conclusions about the kinds of strategies and tactics that those engaging in irregular warfare should employ. Given the increasing number of intrastate conflicts and future U.S. involvement in counterinsurgency, it is important for policy makers and strategists to be clear-eyed about viable ways to engage in irregular war. Thus, this paper’s analysis of previous counterinsurgency and stability operations, and estimate of the U.S. military’s institutional capacity to adapt to irregular warfare could serve as a useful guide for future force planning. The first and second chapters of this thesis examine divergent strategies in counterinsurgency and stability operations. Chapter One assesses whether indiscriminate force is strategically effective in national counterinsurgency campaigns. The findings of this chapter indicate that while indiscriminate force may be tactically effective in the near-term, indiscriminate force alone does not produce long-term success. Chapter Two assesses conditions for conflict and stability in Iraq, and why, despite similarly low levels of development and proximity to violence, some areas of Iraq are more stable than others. My research found the examined Shi’a and Kurdish communities in Iraq maintained stability as a result of ethnic homogenization and a capable local security force, rather than COIN and international development efforts. -

Hoover Institution Working Group on Military History A HOOVER INSTITUTION ESSAY ON THE DEFEAT OF ISIS Implementing Stability in Iraq and Syria MAX BOOT Military History The Islamic State of Iraq and Syria (ISIS) first captured American attention in January 2014 when its militants burst out of Syria to seize the Iraqi city of Fallujah, which US soldiers and marines had fought so hard to free in 2004. Just a few days later ISIS captured the Syrian city of Raqqa, which became its capital. At this point President Obama was still deriding it as the “JV team,” hardly comparable to the varsity squad, al-Qaeda. It became harder to dismiss ISIS when in June 2014 it conquered Mosul, Iraq’s second-largest city, and proclaimed an Islamic State under its “caliph,” Abu Bakr al-Baghdadi. With ISIS executing American hostages, threatening to massacre Yazidis trapped on Mount Sinjar, and even threatening to invade the Kurdish enclave in northern Iraq, President Obama finally authorized air strikes against ISIS beginning in early August 2014. This was soon followed by the dispatch of American troops to Iraq and then to Syria to serve as advisers and support personnel to anti-ISIS forces. By the end of September 2016, there were more than five thousand US troops in Iraq and three hundred in Syria.1 At least those are the official figures; the Pentagon also sends an unknown number of personnel, numbering as many as a few thousand, to Iraq on temporary deployments that don’t count against the official troop number. The administration has also been cagey about what mission the troops are performing; although they are receiving combat pay and even firing artillery rounds at the enemy, there are said to be no “boots on the ground.” The administration is more eager to tout all of the bombs dropped on ISIS; the Defense Department informs us, with impressive exactitude, that “as of 4:59 p.m. -

Despite the Government’s strong commitment to address growing human rights violations and lay the ground for institutional reform, violence reached alarming levels in many parts of the country affecting, particularly, the right to life and personal integrity. 2. The Iraqi Government, MNF-I and the international community must increase efforts to reassert the authority of the State and ensure respect for the rule of law by dismantling the growing influence of armed militias, by combating corruption and organized crime and by maintaining discipline within the security and armed forces. In this respect, it is encouraging that the Government, especially the Ministry of Human Rights, is engaged in the development of a national system based on the respect of human rights and the rule of law and is ready to address issues related to transitional justice so as to achieve national reconciliation and dialogue. 3. The preparation of the International Compact for Iraq, an agreement between the Government and the international community to achieve peace, stability and development based on the rule of law and respect for human rights, is perhaps a most significant development in the period. The objective of the Compact is to facilitate reconstruction and development while upholding human rights, the rule of law, and overcoming the legacy of the recent and distant past. 4. UNAMI Human Rights Office (HRO) received information about a large number of indiscriminate and targeted killings. Unidentified bodies continued to appear daily in Baghdad and other cities. -

They watered that tree, pruned it, and cared for it. Ask your American friends why they're leaving now before the tree bears fruit." --Mahmoud Ahmadinejad.1 Iraq has become a key focus of the strategic competition between the United States and Iran. The history of this competition has been shaped by the Iran-Iraq War (1980-1988), the 1991 Gulf War, and the US invasion of Iraq in 2003. Since the 2003 war, both the US and Iran have competed to shape the structure of Post-Saddam Iraq’s politics, governance, economics, and security. The US has gone to great lengths to counter Iranian influence in Iraq, including using its status as an occupying power and Iraq’s main source of aid, as well as through information operations and more traditional press statements highlighting Iranian meddling. However, containing Iranian influence, while important, is not America’s main goal in Iraq. It is rather to create a stable democratic Iraq that can defeat the remaining extremist and insurgent elements, defend against foreign threats, sustain an able civil society, and emerge as a stable power friendly to the US and its Gulf allies.
