ABIDE BY DQ=S by Bill Finley Admitting that the charges that trainer Jason Servis drugged Maximum Security (New Year=s Day) threaten the integrity of Thoroughbred racing, his owner, Gary West, has announced that he has hired veterinarian Dr. Larry Bramlage to examine the horse Afrom hoof to tail.@ When asked by the TDN in a follow-up email that if further testing revealed that Maximum Security had illegal drugs in his systems in any races if he would advocate that the horse be disqualified, he indicated that he would be open to it. That's what we have heard from the owners who employed Jason Servis and Jorge Navarro and have spoken up in the aftermath of indictments that are not only shocking but threaten to do severe and irreparable damage to the sport. How could an owner employ someone who performed training feats that were, basically, impossible if they were clean, and not know they were dirty? Everyone else knew. The gamblers, the honest owners and trainers, the guy working the hot dog stand on the second floor. Also racetrack executives and racing commissioners. As clueless as they now seem, they knew. According to the indictments, Servis and Navarro doped their horses with a variety of garbage and the horses then went out there and ran the proverbial hole in the wind. Navarro won 217 races in 2019, clicking at 28%. Servis won 168 races in 2019, winning at 29%. He also managed the campaign of Maximum Security (New Year=s Day), on the surface, the best horse in racing up through his win in the $20-million Saudi Cup. ABSTRACT A considerable body of evidence exists to show that performance-related pay schemes can raise worker productivity with much of this increase due to worker sorting. However, variations in the power of performance-related pay contracts are rarely observed. The thoroughbred horse racing industry offers such an opportunity. Elite jockeys are paid an annual salary (retainer) as well as receiving a riding fee and share of prize money earned in races. Contrary to earlier research, we find no evidence of worker shirking when the power of incentive contracts is reduced through switching into retainer contract. We find a positive relationship between jockey pay and performance in this industry, with jockeys delivering greater prize money for owners and themselves. Moreover, retainer contracts result in legacy effects with superior performance continuing for elite jockeys even after their retainer agreements have expired. We argue this is due to a reduction in monitoring costs and enhanced opportunities for previously retained jockeys to ride successfully for large-scale racehorse owners. This all points to successful selection and monitoring by horse race owners, their executives and trainers. Yockey's Warrior was a mere shell of himself at Keeneland last month, setting the pace over a track surface that was extremely unkind to frontrunners and/or runners racing towards the rail. Regardless, Yockey's Warrior held on well in the stretch to salvage the place once displaced on the front end by the winner, and he was clearly second best. He projects to compete over a fairer surface today, switching to Churchill Downs while getting a huge upgrade in riders to Joel Rosario. He looms the controlling speed once again, drawing an a beneficial inside post. #3 CARVE (Race 4) He has had the misfortune of competing against Race Day not once, but twice in both of his starts off a layoff in Arkansas. In their second go-round on April 11, he gave the aforementioned runner all he could handle past midstretch, but was unable to match strides with that dual graded stakes winner when it mattered in the final yards, settling for a sharp second place finish. Carve profits immeasurably from some class relief today and the absence of Race Day as well, running in a high-end optional claiming contest. A drop in class to face similar rivals at a flat mile resulted in a going away victory as the post time favorite over this track in 2014.
