Bush’s historic visit to the country of Georgia. President Bush’s visit was an indication of the U.S.’s support of pro-Western, democratic nation- building processes initiated by Saakashvili’s administration following the Rose Revolution in 2003. Within the framework of this thesis, textual analysis of President Saakashvili’s welcoming address is conducted to uncover the embedded ideology and to identify the frames developed in the speech. Subsequently, local and international print media coverage is examined through qualitative content analysis to determine how news media covered the speech. The goal of this study is to suggest how the Georgian government can facilitate the country’s democratization by using government public relations as a strategic planning tool, and by integrating public relations approaches into the communication component of the nation-building. iii ACKNOWLEDGEMENTS I would like to extend my heartfelt gratitude and express profound appreciation to the members of my thesis committee for their continuous guidance and support. Codebook............................................................................................................124 viii CHAPTER I INTRODUCTION On May 10, 2005, Georgia’s President Mikheil Saakashvili delivered a public speech to commemorate President George W. Bush’s historic visit to the country of Georgia. Made in the wake of the so-called Rose Revolution, which culminated in a peaceful overthrow of the government in November of 2003, the speech represented a critical moment in the history of the developing Georgian democracy. The speech symbolized the discourse between the government of Georgia and its people, as well as the discourse between the Georgian people and the United States, personified by President Bush. The event was well-choreographed, with international media and the crowd managed, and the dignitaries seated in the assigned places. In the context of this critical national event, this study explores the role played by public relations within the framework of democratic nation-building processes in the post- Rose Revolution Georgia. President Bush was the first American president to set his foot on Georgian soil. His visit was an indication of the U.S.’s support of pro-Western, democratic nation-building processes initiated by Saakashvili’s administration following the Rose Revolution which took place in Georgia in 2003.     Chapter 12 Georgia: An Emerging Governance: Problems and Prospects Dov Lynch Introduction Even if the Republic of Georgia has existed independently since 1992, it remains logical to discuss security sector governance as an emerging question. For much of the early 1990s, applying the notion of ‘security sector governance’ to a state at war and barely on its feet stretched the concept too far. The Georgian state embarked on a process of consolidation from 1995 onwards, initiated with the approval of a Constitution, and Georgia experienced thereafter several years of growth and relative political stability. In the late 1990s and early 2000s, the main lines of security sector reform were formulated on paper, and limited changes were effected in the Ministry of Defence and the armed forces. However, as a whole, security sector reform remains an emerging concern in so far as most of the work remains ahead for the new Georgian leadership in terms of addressing a distorted legacy, clarifying the scope of problems and prioritising amongst them, sketching out a coherent programme and implementing it. Two points should be noted from the outset. The first concerns the security sector in Georgia, the number of the agents involved and the nature of their interaction. Many have argued that the notion of ‘security sector reform’ is useful in drawing attention away from more limited understandings of military reform. Traditional discussions of civil- military relations tended to focus on the dyadic relationship between civilian political structures and a professional military agency. By contrast, reforming the security sector entails a more complex 249 understanding of these two poles and adds new actors to the picture1.

Georgia negotiating with Germany, France, Poland, Israel on legal employment Georgia is negotiating with three EU member states, Germany, France and Poland to allow for the legal employment of Georgians in those countries, as well as with Israel, the Ministry of Foreign Affairs of Georgia reports. An agreement has already been achieved with France. ―Legal employment of Georgians is one of the priorities for the ministry of Foreign Affairs, as such deals will decrease the number of illegal migrants and boost the qualification of Georgian nationals,‖ the Foreign Ministry says. A pilot project is underway with Poland, with up to 45 Georgian citizens legally employed, the ministry says (Agenda.ge, May 13, 2019). 2. Georgia elected as United Nations Statistical Commission member for 2020-2023 Georgia was unanimously elected as a member of the United Nations Statistical Commission (UNSC) for a period of four years, announces the National Statistics Office of Georgia (Geostat). The membership mandate will span from 2020-2023. A total of eight new members of the UNSC were elected for the same period on May 7 in New York at the meeting of the United Nations Economic and Social Council (ECOSOC) (Agenda.ge, May 14, 2019). 3. President of European Commission Tusk: 10 years on there is more Armenia, Azerbaijan, Belarus, Georgia, Moldova, Ukraine in EU President of the European Commission Donald Tusk stated on the 10th anniversary of the EU‘s Eastern Partnership format that there is more Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine in the EU.

    Law of Georgia ON THE STATE OF EMERGENCY Article 1. 1. State of emergency is a temporary measure declared in accordance with the Georgian legislation to secure safety of citizens of Georgia in case of war, mass riot, infringement upon territorial integrity of the country, military coup d’etat, armed rebellion, ecological catastrophe, epidemic, natural calamity, gross breakdown, epizootic and in other circumstances where the public authorities are not able to normally exercises their constitutional powers. 2. Purpose of declaring a state of emergency is to normalize the situation most promptly and to restore law and order. Article 2. 1. President of Georgia may declare state of emergency on the entire territory of Georgia or in its part. 2. President of Georgia, through media, warns the population on declaring state of emergency on the entire territory of the country or in its part and within 48 hours submits his decision to the Parliament of Georgia for approval. If the Parliament refuses to approve the decision of President, the state of emergency will be considered cancelled. 3. In a state of emergency, President of Georgia issues decrees having a legal force of laws. Such decrees shall be submitted to the Parliament in 48 hours. 4. In a state of emergency, decrees issued by President of Georgia restricting human rights and freedoms prescribed in Articles 18, 20, 21, 22, 24, 25, 30, 33 and 41 of the Constitution of Georgia, shall be subject to approval by the Parliament. Text of the decree shall be aired in media within a day since it has been signed, at least once in every two hours.

This paper aims at unveiling some of the mysteries covering the issue of so-called “Islamic fundamentalism” in Chechnya. A comparison of the native Sufi branch of Islam and the imported Wahhaby ideology is made, in order to discover the contradictions and the conflicts that the spreading of the latter inflicted in the Chechen society. Furthermore, the paper investigates the main challenges President Aslan Maskhadov was facing at the beginning of his mandate, and the way he managed to cope with them.     Law of Georgia on the Legal Status of Aliens and Stateless Persons Section I General Provisions Chapter I General Provisions Article 1 - Aims, objectives, and scope of the Law 1. Under the rights and freedoms guaranteed by the Constitution of Georgia, as well as universally recognised principles and norms of international law, this Law is intended to: a) establish legal guarantees for aliens and stateless persons in Georgia according to universally recognised human rights and freedoms, and in line with state interests; b) protect universally recognised rights of aliens and stateless persons irrespective of race, colour, language, gender, religion, political, and other views, nationality, ethnic and social belonging, origin, property status and rank; c) promote the development of relations between Georgia and foreign states in economy, culture, education, and science; d) strengthen the rights of free movement and free choice of residence, as well as the free choice of activity and profession as guaranteed by the Constitution of Georgia; e) strengthen the conformity of Georgian legislation governing the legal status of aliens and of persons having the status of stateless person in Georgia, with universally recognised standards of international law and international agreements of Georgia; f) support international cooperation in preventing illegal migration; avoid spontaneous and unorganised migration; ensure the implementation of a targeted migration policy. 2. This Law regulates the legal basis and mechanisms for entry, stay, transit, and departure of aliens into/in/through/from Georgia; defines the rights and obligations of aliens and stateless persons, the types and procedures for removal of aliens staying in Georgia, and the scope of competence and responsibility of state institutions involved in the process of removal.

    ON THE EFFECTIVE USE OF PROXY WARFARE by Andrew Lewis Peek A dissertation submitted to Johns Hopkins University in conformity with the requirements for the degree of Doctor of Philosophy Baltimore, Maryland May 2021 2021 Andrew Peek All rights reserved Abstract This dissertation asks a simple question: how are states most effectively conducting proxy warfare in the modern international system? It answers this question by conducting a comparative study of the sponsorship of proxy forces. It uses process tracing to examine five cases of proxy warfare and predicts that the differentiation in support for each proxy impacts their utility. In particular, it proposes that increasing the principal-agent distance between sponsors and proxies might correlate with strategic effectiveness. That is, the less directly a proxy is supported and controlled by a sponsor, the more effective the proxy becomes. Strategic effectiveness here is conceptualized as consisting of two key parts: a proxy’s operational capability and a sponsor’s plausible deniability. These should be in inverse relation to each other: the greater and more overt a sponsor’s support is to a proxy, the more capable – better armed, better trained – its proxies should be on the battlefield. However, this close support to such proxies should also make the sponsor’s influence less deniable, and thus incur strategic costs against both it and the proxy. These costs primarily consist of external balancing by rival states, the same way such states would balance against conventional aggression. Conversely, the more deniable such support is – the more indirect and less overt – the less balancing occurs.
