[email protected] | 803-534-8964 (H) | 803-478-7818 (W) 2012-13 Service Project: Volunteers in Medicine This year the South Carolina Counseling Association is proud to announce Volunteers in Medicine (VIM) of Hilton Head as its service project recipient of charitable donations for 2013. Volunteers in Medicine (VIM) began in Hilton Head, South Carolina. In 1992, one out of three people who lived on Hilton Head Island had no access to health care. At the same time, a number of retired medical personnel (physicians, nurses, dentists, and other professionals) began expressing an interest in finding a way to continue practicing their profession on a voluntary, part-time basis to help those without access to care. In 1993, the two groups worked together and created the Volunteers in Medicine Clinic, a 501(c)(3) free health clinic utilizing retired health care professionals. The “Culture of Caring” is the heart and soul of the VIM clinic. It is based on an ethical standard in medicine that was once practiced and should be again. The way people are treated during a visit to the clinic is as important as the medical care they receive. Those who come to the clinic are good people in need of help. Surviving on limited resources, these people often exhibit great courage in simply trying to get through each day. The “Culture of Caring” recognizes the strengths of those in need and respects their dignity. VIM seeks to heal not only physical illnesses but also the injury caused by bias, prejudice, and indifference. Today every person who lives or works on Hilton Head Island has easy access to health care. And the best part is that it was accomplished using an untapped resource, the retired medical professionals.     WIL LOU GRAY OPPORTUNITY SCHOOL SOUTH CAROLINA HOUSE OF REPRESENTATIVES OVERSIGHT COMMITTEE PROGRAM EVALUATION REPORT 2018 November 19, 2018 House Legislative Oversight Committee Post Office Box 11867 228 Blatt Building Columbia, South Carolina 29211 Dear House Legislative Oversight Committee, Nearly a century old, the Wil Lou Gray Opportunity School is thankful to the South Carolina House of Representatives for the continued support that allows the school to successfully educate, graduate and transform the lives of the Palmetto State’s at-risk, under-educated youth. As featured on the cover of this report, Wil Lou Gray boasts graduates who become outstanding members of the U.S. Armed Forces, often marry and start families, become graduates of post- secondary institutions and are employed by top ranking industries such as Boeing and space management logistics, banking, and law enforcement, among others. One featured graduate, a member of the esteemed United States Air Force Honor Guard, participated in the 2017 presidential inauguration. Another served with the U.S. Department of State, Bureau of Diplomatic Security and for 2 1/2 years as personal body guard to the U.S. Ambassador to Afghanistan. Cadet Anthony Chad Owens, killed in duty, was the recipient of the Bronze Star and Purple Heart. Cadet Owens discovered his love for the military while enrolled at the Opportunity School. At Wil Lou Gray, the incredibly talented youth served benefit from the holistic manner in which the school focuses on each student’s personal and educational objectives implemented by dedicated personnel aided by modern, state-of-the-art facilities and technologies.

August 2000 THE WORK OF WILLOUGRAY 1883-1984 The late Dr. Wil Lou Gray was born on August 29, 1883 in Laurens, South Carolina. She was the daughter of William Lafayette Gray and Sarah Lou Dial. She graduated from Laurens High School in 1899, and Columbia College, Columbia, SC in 1903. Wil Lou Gray Wil Lou Gray 1903 Columbia Colkge Graduate 1960 She did post graduate work at Vanderbilt in 1905 and in 1910 she received her M.A. degree from Columbia University in New York. Miss Gray enjoyed travel­ ing and while in Lacerne, Switzerland in 1913 she saw a teacher arrive with his school of over 100 boys to visit the wonderful statue, ''The Lion of Lucerne." Europe is where Wil Lou Gray became interested in educational sightseeing for teachers and pupils. This would later lead to the famous pilgrimages she had for her pupils. These pilgrimages were both in and out of state. She would travel with her pupils to Columbia, Charleston, New York and Washington, D.C. 1 Negro pupils from The Darlington Adult School at the Battery in Charleston, S.C.

Before going into some of the points included in the document, I would once again like to express my thanks to all who gave time, talents and focus to this effort. Unfortunately, I must begin this letter the same way I did last year and point out the obvious – our state is facing very significant financial challenges due to the national and international economic slow down. As the revenue projections become bleaker, the task of crafting a budget that adequately funds core functions of state government becomes correspondingly more and more difficult. In many ways these challenges are exacerbated by the fact that federal stimulus dollars, used this year to plug state budget holes here in South Carolina and nationwide, are fast drying up. Amidst these challenges, our goal this year, as it has been the past six years, is to offer a balanced budget without raising taxes that provides essential services to the citizens of South Carolina in the priority areas of education, health care, social services, economic development, public safety, and natural resources.

Wu History Graduate Program ii ABSTRACT This dissertation narrates and analyzes the nature of black and white women’s activism in religious and secular organizations around such racial issues as equal educational access and voting rights in South Carolina from the 1940s to the 1960s. I focus on the three largest cities in the Palmetto state, Charleston, Columbia, and Greenville and add both breadth and depth to extant literature on women’s activism by examining them as members and leaders of such organizations as the YWCA, United Church Women, and the NAACP, during the civil rights movement in South Carolina. This study addresses the influence of international events like World War II and such national events as Brown v. Board of Education and McCarthyism on women’s activism. It explores how different interpretations of racial activism affected relationships between national organizations and local chapters and black and white women in South Carolina. In addition to showing how women in female -led and male -led organizations dealt with racial issues and how individual women reacted to and promoted civil rights in South Carolina this study also examines the accomplishments and limitations of interracial activism.
