1. PAPERS LAID ON THE TABLE Shri M. Arunachalam (Minister of State in the Ministry of Industry (Department of Small Scale Industries & Agro and Rural Industries) laid on the Table, under sub-section (6) of Section 3 of the Essential Commodities Act, 1955, a copy (in English and ) of the Ministry of Industry (Department of Industrial Policy & Promotion) Notification S.O. No. 170(E), dated the 23rd June, 1995, publishing the News Print (Regulation of Production and Distribution) Order, 1995. Shrimati (Minister of State in the Ministries of Personnel, Public Grievances & Pensions and Parliamentary Affairs) laid on the Table- I. (1) A copy (in English and Hindi) of the following papers, under clause (1) of Article 323 of the Constitution:- (i) Forty-fourth Annual Report of the Union Public Service Commission, New , for the year 1993-94. (ii) Memorandum explaining reasons for non-acceptance of the advice of the Union Public Service Commission referred to in Chapter VIII of the Fourty-fourth Annual Report for the year 1993-94. (2) Statement (in, English and Hindi) giving reasons far the delay in laying the papers mentioned at (1) above. II. A copy each (in English and Hindi) of the following Notifications of the Ministry of Personnel, Public Grievances and Pensions (Department of Personnel and Training), under sub-section (2) of Section 3 of the All Services Act, 1951:- (1) G.S.R. No. 90 dated the 4th March, 1995, publishing the Indian Police Service (Fixation of Cadre Strength) Amendment Regulations, 1995. (2) G.S.R. No. 91 dated the 4th March, 1995 publishing the Indian Police Service (Pay) Amendment Rules, 1995. 2. REPORT AND MINUTES OF THE STANDING COMMITTEE ON COMMUNICATIONS Shri Virendra Kataria laid on the Table a copy (in English and Hindi) of the Twenty- second Report of the Standing Committee on Communications on the Indian Telegraph (Amendment) Bill, 1995 relating to the Ministry of Communications and the Minutes of the Sittings of the Committee relating thereto. 3. MOTION FOR ELECTION TO THE CENTRAL SUPERVISORY BOARD- ADOPTED Shri Paban Singh Ghatowar (Deputy Minister in the Ministry of Health and Family Welfare) moved: "That in pursuance of Clause (f) of sub-section (2) of section 7 read with Clause (a) of sub-section, (1) of Section 8 of the Pre-natal Diagnostic Techniques (Regulation and Prevention of Misuse) Act, 1944, this House do proceed to elect in such manber as the chairman may direct, one woman member from among the members of the House to be a member of the Central Supervisory Board." The motion was adopted. (The House adjourned for lunch at 1.03 p.m. and re-assembled at 2.04 p.m.) 4. GOVERNMENT MOTION Further discussion on the following Motion moved by Shri Balram Jakar (Minister of Agriculture) on the lst August, 1995, continued:- "That this House do consider the Draft Agriculture Policy Resolution (as modified) laid on the Table of the House on the l4th May, 1993." Members took part in the discussion Shri Balram Jakhar replied to the debate. The discussion was concluded. 5. SHORT DURATION DISCUSSION Dr. Murli raised a discussion on the problem of making available adequate portable 3RD AND 4TH AUGUST, 1995 water in all the villages, basties and habitations in the country. Members took part in the discussion. Dr. Jagannath Mishra (Minister of Rural Areas and Employment) replied to the debate. The discussion was concluded.
