Ai sensi dell'articolo 15 del decreto legislativo 18 agosto 2000, n. 267 (Testo unico delle leggi sull'ordinamento degli enti locali) e della legge regionale 8 luglio 1996, n. 24 (Norme in materia di riordino territoriale e di sostegno alle Unioni e alle fusioni di Comuni), è istituito, nella Provincia di Parma, un unico Comune mediante fusione dei contigui Comuni di Polesine Parmense e Zibello, a decorrere dal 1° gennaio 2016. 2. Tenendo conto degli esiti del referendum consultivo regionale indetto ai sensi degli articoli 11 e 12 della legge regionale n. 24 del 1996, il nuovo Comune è denominato Polesine Zibello. 3. Il territorio del Comune di Polesine Zibello è costituito dai territori già appartenenti ai Comuni di Polesine Parmense e Zibello come risultante dall'allegata cartografia. 4. Il monitoraggio degli effetti scaturenti dal processo di fusione è esercitato dall'Osservatorio regionale di cui all'articolo 4, comma 5, della legge regionale 7 febbraio 2013, n. 1 (Istituzione del Comune di Valsamoggia mediante fusione dei Comuni di Bazzano, Castello di Serravalle, Crespellano, Monteveglio e Savigno nella Provincia di Bologna) che viene a tal fine integrato con la partecipazione di funzionari del Comune di Polesine Zibello.
