Sainsbury’s 9-15 The Parade, Stroud Green Road – Transport & Servicing Note

Introduction

1. Vectos is retained by Sainsbury’s to provide advice on traffic and transportation issues relating to the proposed Sainsbury’s Convenience Store, Stroud Green Road, , . This note is provided to clarify the servicing strategy for the site and aid discussions with the London Borough of (LBI).

2. The site is located on the west side of Stroud Green Road, between its junctions with Morris Place and Lennox Road. The site location is shown in Figure 1. The remainder of this note will address the following issues:

• Development proposal; • Background; • Proposed Servicing Strategy; • Impact of Servicing; • Summary and Conclusions.

Development Proposal

3. The proposed development comprises a Sainsbury’s Local store of 241 sqm RFA at ground floor level. The site was granted planning permission for three ground floor commercial units in January 2012; the three commercial units may be amalgamated pursuant to that permission to comprise the Sainsbury’s convenience food store.

4. Servicing will be undertaken on street at the site frontage, as shown on the Site Layout Plan in Appendix A.

Background

5. Stroud Green Road connects Morris Place and Finsbury Park Bus Station and the A503 to the south and with the , Stapleton Hall Road and Hanley Road at its northern end. The western side of Stroud Green Road comprises shops, restaurants and access to Finsbury Park Sainsbury’s Stroud Green Road, Islington N01-SM-Transport Servicing Note 12-02-20 Page: 2

bus and Underground Station, with access to residential streets including Lennox Road, while the western side of Stroud Green Road comprises shops and restaurants.

6. Along the site frontage single yellow lines prevent stopping/parking on Stroud Green Road on Mon-Sat between the hours of 7am – 7pm. Loading for the existing retail and restaurants takes place on the single yellow lines in line with the restrictions.

7. The delivery restriction applied by the current planning permission only permits deliveries from the street to take place during the period 7am to 7pm. This conflicts with the on-street restriction discussed above, effectively prohibiting loading for the development at any time of day.

8. The submitted application therefore seeks to change the restriction in the hours of permitted loading to allow deliveries during the period 6-7am and 7-10pm.

Proposed Servicing Strategy

9. The proposals include for a Sainsbury’s convenience store of 241sqm retail sales floor area. The frequency of deliveries associated with a convenience store of this size, along with vehicle types is summarised in Table 1 below.

Table 1: Summary of Sainsbury’s Servicing Movements 10. The daily servicing movements for the proposed Stroud Green Road store, as set out in Table 1, would be undertaken 7 days per week including a Sunday.

11. Table 1 demonstrates that a total of 3 daily servicing movements would be undertaken to the site, with one further weekly delivery. The duration of these visits vary depending on the nature of the delivery, with the majority under 15 minutes in duration. The largest size of vehicle that will be used is an 11 metre rigid HGV.

12. Deliveries to the store will be conducted in accordance with the loading restrictions at the site frontage, with the majority taking place before 7am to limit the impact to other road users. Sainsbury’s Stroud Green Road, Islington N01-SM-Transport Servicing Note 12-02-20 Page: 3

Impact of Servicing Changes

13. A comparison of the likely servicing movements of the proposed Sainsbury’s Convenience store and the combined servicing movements associated with the threes consented commercial units at the site has been undertaken. In order to do this, site visits were carried out at other retail locations in Islington and photographs are included at Appendix B.

14. The photographs demonstrate that deliveries to stores which are similar to the three separate consented commercial units (e.g. Flower shop, Wine shop and similar small retail units) are regularly undertaken by articulated/rigid vehicles. This is particularly prevalent as a number of small retailers use ‘Third Party Logistics Companies’ which undertake deliveries using articulated vehicles regularly to minimise cost and reduce unnecessary vehicle movements.

15. It is estimated that each of the consented commercial units will receive between 1-2 deliveries per day including stock and parcel deliveries from a number of suppliers. This could result in a total of up to 6 predicted servicing vehicles attending the three consented commercial units each day.

16. It is therefore predicted that the proposed use of the site as a Sainsbury’s Convenience store will not result in an increase in servicing trips when compared to the sites consented use as three individual commercial units.

17. In order to check that the proposed loading location will not impact on passing traffic, a swept path analysis has been undertaken. Appendix C shows the swept path of two buses passing the area occupied with an 11 metre rigid HGV delivery vehicle.

18. The swept path output clearly shows it is possible for two buses to pass while loading is taking place. In addition, servicing will be undertaken outside of peak hours when the local highway network is quieter.

19. Notwithstanding the above, a Delivery and Servicing Plan will accompany the submitted planning application documents. This report will demonstrate that the servicing strategy for the proposed development will not have an impact on highways safety or the free-flow of traffic.

Summary

20. Sainsbury’s propose to occupy the three consented commercial units on the western side of Stroud Green Road with a 241 sqm food retail store. Sainsbury’s Stroud Green Road, Islington N01-SM-Transport Servicing Note 12-02-20 Page: 4

21. It is proposed to service the unit on street via the single yellow line in line with the existing loading restrictions on the western side of Stroud Green Road. It is therefore predicted that the proposed use of the site as a Sainsbury’s Convenience store will not result in an increase in servicing trips when compared to the sites consented use as three individual commercial units.

22. The swept path analysis undertaken also clearly shows that it is possible for two buses to pass while loading is taking place. Therefore, this will not have an impact on the two-way movement of vehicles on Stroud Green Road.

23. In summary, the proposed Sainsbury’s Local store will generate no greater servicing movements than the consented use of the site as three individual commercial units. Furthermore, a Delivery and Servicing Plan is submitted with this planning application demonstrating that the servicing strategy for the site will not have an impact on highways safety or free flow of traffic.

24. It is therefore considered that the proposal is entirely appropriate in servicing and highways terms.
