Analysis of Victorian Councils Post Amalgamation September 2019 spence-consulting.com Spence Consulting 2 Analysis of Victorian Councils Post Amalgamation Analysis by Gavin Mahoney, September 2019 It’s been over 20 years since the historic Victorian Council amalgamations that saw the sacking of 1600 elected Councillors, the elimination of 210 Councils and the creation of 78 new Councils through an amalgamation process with each new entity being governed by State appointed Commissioners. The Borough of Queenscliffe went through the process unchanged and the Rural City of Benalla and the Shire of Mansfield after initially being amalgamated into the Shire of Delatite came into existence in 2002. A new City of Sunbury was proposed to be created from part of the City of Hume after the 2016 Council elections, but this was abandoned by the Victorian Government in October 2015. The amalgamation process and in particular the sacking of a democratically elected Council was referred to by some as revolutionary whilst regarded as a massacre by others. On the sacking of the Melbourne City Council, Cr Tim Costello, Mayor of St Kilda in 1993 said “ I personally think it’s a drastic and savage thing to sack a democratically elected Council. Before any such move is undertaken, there should be questions asked of what the real point of sacking them is”. Whilst Cr Liana Thompson Mayor of Port Melbourne at the time logically observed that “As an immutable principle, local government should be democratic like other forms of government and, therefore the State Government should not be able to dismiss any local Council without a ratepayers’ referendum. -

THE SCHEDULE 1177 Victoria No. 71 of 1988 Local Government (Validation) Act 1988 [Assented to 15 December 1988] The Parliament of Victoria enacts as follows: Purpose. 1. The purpose of this Act is to validate certain Orders made under Part II of the Local Government Act 1958 and for certain other purposes. Commencement. 2. This Act comes into operation on the day on which it receives the Royal Assent. Validation of Orders in Council. 3. (1) An Order made by the Governor in Council under Part II of the Local Government Act 1958 in relation to a municipality referred to in column 1 of an item in the Schedule and published in the Government Gazette on the date referred to in column 3 of that item shall be deemed to have taken effect in accordance with that Part on the date referred to in column 4 of that item and thereafter always to have been valid. 1179. s. 4 Local Government (Validation) Act 1988 (2) Any election for councillors of a municipality referred to in an item in the Schedule, and any thing done by or in relation to that municipality or its Council or persons acting as its councillors or otherwise affecting that municipality, on or after the date on which the Order referred to in that item took effect shall be deemed to have been as validly held or done as it would have been if sub-section (1) had been in force on that date. -

In accordance with the requirements of Section 5 (3) of the Town and Country Planning Act 1958 (No. 6396), the Board has pleasure in submitting to you for presentation to Parliament, the report on its decisions, recommendations, and other transactions during the twelve months ended 30th June, 1959. The Board regrets that because of heavy pressures of other work and staff shortage this Report has been so much delayed. 2. The Board held 42 meetings, as well as being represented at a number of conferences in both metropolitan and country centres. THE ACT. 3. As a part of the general consolidation of Victorian Statutes, the Town and Country Planning Acts were consolidated during the year. The new Act, which is cited as the Town and Country Planning Act 1958 (No. 6396), came into operation by proclamation of the Governor in Council on 1st April, 1959. 4. It is regretted that the various machinery amendments for which the Board has been pressing for a number of years were not able to be passed before the consolidation of the Act. -

Box 663 University Drive, Mount Helen Ballarat, Victoria, 3353 Australia Submitted for examination 18 December 2015 ABSTRACT Although little material evidence survives other than mullock heaps and the occasional ruined building, a large body of archival documentation exists to help reveal the history of the deep lead gold mining communities at Springdallah. This thesis reconstructs the discovery, rise and progress of that goldfield, 30km south-west of Ballarat, through a study of family formation and community building, facilitated by micro-study tools including prosopographical and genealogical databases. At its prosperous and productive peak in the 1860s and 1870s, the communities relied totally on the mining industry for their existence. This thesis positions the alluvial deep lead gold mining industry firmly within the long but disparate historiography of Australian, and particularly Victorian, gold seeking. Unlike the many regional histories that celebrate the growth from goldfields to city status, it focuses on the miners who worked the deep leads of buried river beds, and how they and their families effected material and social change to benefit the communities they created. The findings of this thesis reveal that, in contrast to the strong Cornish presence on many Victorian goldfields, miners at Springdallah came mainly from northern England, south-west Ireland, and the lowlands of Scotland, often with extensive kinship networks. -

Policy Basis This policy builds upon the heritage strategies and objectives in the State Planning Policy Framework and Municipal Strategic Statement. Throughout Golden Plains Shire are buildings, streetscapes, sites and precincts that represent a significant asset and resource for the Western District of Victoria. Protecting cultural heritage assets is important in maintaining the Shire’s character and sense of place. Recognition and protection of heritage places and areas is a crucial component of planning in Golden Plains Shire. The development of good conservation practices will ensure the retention and viable re-use of Golden Plains Shire’s significant and contributory heritage places and areas. Objectives . To encourage conservation of heritage places in accordance with ‘The Australia ICOMOS Charter for Places of Cultural Significance, the Burra Charter 2013 (the Burra Charter)’ and the Golden Plains Shire Heritage Study (2009). To conserve and enhance the distinctive character of heritage precincts within the municipality. To ensure that subdivision or consolidation complements and supports the significance of heritage places. To discourage the demolition of heritage places. To ensure that new development makes a positive contribution to the built form and amenity of heritage places. To ensure that contributory elements within heritage precincts are not compromised as a result of future development. To ensure that advertising signs do not adversely affect the significance of heritage places. To encourage sympathetic reuse of heritage places so that such places are maintained and enhanced. Policy It is policy to: . Encourage the restoration, adaptation and reconstruction of heritage places in a manner that does not detract from the cultural significance of the place or area. -
