The new Secretary for Planning, Mr David G D Yencken AO, joined the Depart­ ment on 23 August 1982. The Deputy Secretary, Mr John Lawson had been Ac­ ting Secretary for Planning until Mr Yencken's appointment. Mr Yencken has had extensive experience in both public and private sectors. He was Chairman of the Interim Committee on the National Estate, and later Chair­ man of the Australian Heritage Commission (1975-81). He has served on numerous government and non-government bodies, including the Commonwealth Building Research and Development Advisory Committee. He was inaugural Chairman of the Australian Committee of the International Council on Monuments and Sites and represented as joint leader of the Australian Delegation to the UNESCO World Heritage Committee in 1980 and 1981. He was made an Officer of the Order of Australia in 1982 for service in the fields of Conservation and History. In the private sector Mr Yencken was active for many years in building and planning spheres as eo-founder, chairman and joint managing director of Mer­ chant Builders Pty Ltd (1965-81) and chairman and managing director of Tract Consultants Australia Pty Ltd (1971-79). The 1982-83 year began with many new emphases new policy directions set by a new Government and the appointment of a new permanent head. To assess the possible effects of the new policies and the opportunities they presented, the Department organised a series of 'search' meetings in metropolitan and country regions, involving agencies and community groups with interests in planning. This gave staff the chance to exchange ideas with various groups, to hear suggestions for action and to consider how the Department might co-operate more effectively with other agencies. It also provided me with the chance to hear at first hand how communities and individuals felt about local issues. Sixteen of these meetings were held across Victoria between October 1982 and January 1983, pro­ viding valuable contacts, information and understanding of issues concerning dif­ ferent regions and projects. The Department's five major projects for the year were: a review of planning legislation and procedures which have long needed overhaul; planning for the cen­ tral city and development of the Yarra's south bank, both areas of State impor­ tance where the Minister has planning control; the western suburbs program and Lynch's Bridge project which have involved extensive public consultation and in­ vestigation of possibilities for improving the environment and living conditions in the west; and the Ballarat Area Strategy Plan which will give both public agen­ cies and the private sector a better basis for making decisions on future programs and investment. Details of these five projects are in the body of this repon. The way they are being tackled reflects the new concerns of this Department. While statutory planning is the Department's basic work, we have given a marked new emphasis to setting strategic objectives, establishing urban management systems and developing means of direct action to achieve objectives and bring about desired change, particularly for a more equitable distribution of resources and facilities. This will mean greater need for the analysis of social, economic and environmen­ tal trends, more direct involvement in getting results on the ground, greater con­ cern with the form, quality and appropriateness of developments, and more effec­ tive communication with local government and local communities. The change in emphasis obviously puts additional demands on the Department. We are therefore assessing all divisions and considering how staff might be deployed to the areas of greatest need. We are developing a new policy analysis research unit and strengthening the Department's design and landscape/architectural skills. This expertise will be used in future as part of an extended advisory services program for councils and local communities. Further major changes are soon to take place. Following the Government's de­ cision to restructure four departments - Planning, Conservation, Forests and Lands -into two, this Department will double its staff numbers and acquire new respon­ sibilities for the management and protection of the environment. We look forward to a considerably broadened scope of work in 1983/84.

1 ROLE AND FUNCTIONS OF THE DEPARTMENT

The Department of Planning began operation on 2 February 1981 following amalgamation of the Ministry for Planning and the Town and Country Planning Board. It is concerned primarily with co-ordination and control of the use of private land in Victoria. Under the Town and Country Planning Act a decentralised system of planning administration has been developed in which local and regional authorities are given the responsibility for preparing and amending planning schemes and for administer­ ing land use controls. The Department's main functions are to be responsible for land use strategies; to review and report on planning schemes and urban renewal proposals prepared throughout the State; to administer some planning schemes; to prepare strategy plans where appropriate; to advise and assist regional planning authorities (including the Melbourne and Metropolitan Board of Works), local councils and the public; and to advise the Minister. It also assists with the protection of the State's heritage of historic buildings and areas, and is responsible for the restructuring of old and inappropriate subdivisions in Victoria. It oversees the development of the Melton Sunbury growth centre.

The Department consists of an executive and five divisions: Port Phillip, Coun­ try Victoria, Planning Services, Special Projects and Administrative Services. Its activities are organised on a regional basis with offices in Melbourne, Ballarat, Bendigo, Cranbourne, Traralgon, Warrnambool and Wodonga.

Co-ordination with other agencies

The Department has made a particular effort this year to strengthen its co­ ordinating role, working with government agencies, local authorities, community groups and individuals to prepare plans for projects, while other agencies take responsibility for physical works. This has involved both private and public sector developments.

2 A Development Co-ordination Committee, initially consisting of the Ministers for Economic Development, Planning and Conservation, and later including the Ministers of Lands, Forests and Local Government, met regularly during the year to deal with major private sector developments. Through this group the senior staff of Economic Development and Planning facilitated approval of such projects as the $500 million proposed residential/commercial redevelopment of a five hectare site in Prahran, the Box Hill transport interchange commercial development and many other smaller scale projects. Co-ordination was particularly important in areas of environmental or historic importance, such as Lygon Court, a major redevelopment of the Pram Factory­ Holdsworth building complex in Lygon Street, Carlton. This was steered through the approval system to the satisfaction of the Carlton Association, the Historic Buildings Council and the developers. All proposals were required to fit within the normal planning approval system. Where practicable this was achieved through planning scheme amendments or plan­ ning permit procedures, with full public participation through either the indepen­ dent panel system or the Planning Appeals Board.

Where Environment Effects Statements were required consideration of the pro­ posals under the Environment Effects Act, the Town and Country Planning Act and other related legislation was co-ordinated into single hearings to speed up the process. The Department was involved in consideration of a number of recreation-based developments, including a major accommodation complex near Mt Hotham and Toonalook Harbours at Paynesville. While existing mechanisms were used, every effort was made to reduce delays by combining steps in the approval process, deal­ ing with various permit procedures concurrently and combining appeal procedures. Also where appropriate the Minister made critical decisions on major developments through planning amendment procedures or the call-in of appeals.

Consideration of Regional Planning Arrangements During 1982-83 the Department worked in conjunction with the Department of the Premier on revised planning arrangements for the Western Port area. Con­ siderable work was also done on revising the role of the Loddon-Campaspe Regional Planning Authority.

Post Bushfire Reconstruction The Department was a member of the State's Bushfire Reconstruction Task Force, and was closely involved with other government agencies in the process of reconstruction following the devastating fires of 16 February 1983.

3 LEGISLATION

One of the Department's priorities is the simplification of planning legislation and procedures.

Rewrite of the Town and Country Planning Act

The Town and Country Planning Act is an inheritance from a 1932 British Plan­ ning Act and is long overdue for major overhaul. The aim is to replace it with a simplified land use and development control Act which will be more easily understandable and more effective for the Government, local government and developers alike. A discussion paper outlining proposals for simplifying legislation and procedures was prepared for release in August, and submissions will be called for from govern­ ment departments, interested groups and the general public before a Bill is prepared. A number of seminars will be organised throughout Victoria.

Land Acquisition and Compensation

Like the planning legislation, land acquisition and compensation legislation and procedures need revision and consolidation. An independent report to the Govern­ ment by Stuart Morris, barrister, was released on 11 April for public consideration and comment. A seminar on the topic was jointly sponsored by the Department and the Metropolitan Strategy Consultative Committee on 5 May in Melbourne, and a number of seminars were held in country areas. The Morris report recom­ mended replacing existing legislation and simplifying procedures.

Amendments

Two amendments to the Town and Country Planning Act and two amendments to the Historic Buildings Act were passed during the year. The Town and Country Planning (Amendment) Act 1982 clarifies that com­ pensation is not payable in respect of land affected by planning instruments which incorporate the conservation and enhancement provisions of the Third Schedule to the Town and Country Planning Act. It also: ensures that historic buildings are considered when local development schemes are being prepared and brings the pro­ visions of planning schemes and local development schemes closer together; deals with the issue of planning permits by a delegate of the responsible authority; in­ cludes a number of variations on membership and constitution of panels, the main one being to enable the Minister to appoint one-member panels; and allows for the recovery of fines by the prosecuting authority. The Act came into operation on 10 August 1982. The Town and Country Planning (Amendment) Act 1983 contains a number of measures including abolition of the Planning Consultative Council, streamlining of planning processes, facilitation of administration through the process of delega­ tion, and a clearer definition of the powers of responsible authorities to make agreements with owners with consequent public access to such agreement for in­ formation. The Act was assented to on 21 June 1983 but has not yet been brought into operation. 4 The Historic Buildings (Amendment) Act 1983 amends the Historic Buildings Act 1981 and repeals the Government Buildings Advisory Council Act 1972 and the Government Buildings Advisory (Amendment) Act 1981. It transfers the role of the Government Buildings Advisory Council to the Historic Buildings Council and accordingly incorporates provisions in the Historic Buildings Act. Other amend­ ments relate to the repeal of review processes, repeal of the provisional register pro­ visions, applications for examination of buildings, matters to be considered in the examination of buildings before registration, serving of interim preservation orders, alterations to registered church buildings, reports by the Council on buildings and areas. The Act also adds an information/education role to the functions of the Council. Appropriate savings and transitional provisions are also included. The Act was assented to on 17 May 1983 and will come into effect on 1 July 1983 ex­ cept for Section 3 which is deemed to have come into operation on 1 June 1982. The Historic Buildings (Further Amendment) Act 1983 amends the member­ ship of the Historic Buildings Council and extends the period before an auction in which no examination of a building may be undertaken. This Act was assented to on 21 June 1983 and is due to come into operation on the proclamation of the Historic Buildings (Amendment) Act 1983.

5 PORT PHILLIP DIVISION

Virtually all the Department's land use planning functions are carried out in the two regional divisions of the organisation - Port Phillip and Country Victoria. (See Appendix I for a list of planning controls in operation in Victoria as at 30 June 1983, with dates of amendments and new controls introduced during 1982-83).

The Port Phillip Division provides advice and assistance to metropolitan and regional authorities, commissions and committees, and reviews the policies, plan­ ning schemes and other statutory planning controls developed by these bodies. It is also responsible for developing and implementing planning policies and strategies for the Port Phillip District. In the last year the Division has become more project­ oriented, and more directly involved in getting results on the ground. It consists of five regional groupings each responsible for the day to day management of a defined geographical part of the Port Phillip District, and four major task forces. The regional groupings are: Melbourne Central Area Metropolitan East and South Metropolitan North and West - Geelong Upper Yarra Valley- Dandenong Ranges - Macedon Western Port and South Gippsland The task forces are concerned with: Central Melbourne Southbank The Western Suburbs Lynch's Bridge Most of the Division's major tasks are undertaken by the regional groups or ta~k forces, although some, like Amendment No. 150 to the Melbourne Metropolitan Planning Scheme (MMPS) cut across regional boundaries and groupings.

Metropolitan Strategy MMPS Amendment 150 (Part 1) In 1980 the Government adopted the MMBW's incremental growth strategy for the future development of Melbourne, a strategy that called for a vigorous Central Melbourne, slower growth in the outer urban areas and increased activity in a number of selected suburban centres. Amendment No. 150 to the MMPS, now being examined by the Department, is an essential step in translating the metropolitan strategy into practical applica­ tion. It will provide a guide for decision making by both government and the private sector. The amendment, which was exhibited in 1981, sets out objectives for future development of the metropolitan area, introduces new zones and changes land use controls to implement the strategy. It includes designation of district centres, iden­ tification of potential district centres, updated road classifications following the Hierarchy of Roads Study, the new concept of 'dual occupancy', and the specifica­ tion of 'metropolitan uses'. The MMBW received 707 submissions on Amendment 150. After considering a report of the panel set up by the Minister to hear submissions the Board adopted Part 1 of the amendment. This includes the metropolitan objectives and the strategic framework plan which identifies 14 district centres: Box Hill, Camberwell Junc­ tion, Cheltenham/Southland, Dandenong, Footscray, Frankston, Glen Waverley, Greensborough, Moonee Ponds, Oakleigh, Prahran, Preston, Ringwood and Sunshine.

6 The Department is examining Amendment No. 150, Part 1, before reporting to the Minister. The panel is still preparing its report on the remainder of the amendment.

Melbourne Central Region

Chia Project, Prahran - MMPS Amendment 185 The largest urban redevelopment ever undertaken in Australia is proposed by the Jack Chia group of companies for a five hectare site at the corner of Toorak Road and Chapel Street, Prahran. An enabling amendment to the Metropolitan Planning Scheme (Am 185) was prepared and exhibited by the MMBW and ap­ proved by the Government on 4 May 1983. The amendment provides for the developers to carry out most major parts of the development without planning permits, subject to complying with certain conditions such as prescribed building heights, and negotiating with the on traffic arrangements and open space. When completed, the development will include 571 apartments, a 300 room motel and serviced apartments, 14,300 square metres of office space, 2,600 square metres of retail space, a recreation and leisure centre, plus approximately 1,500 car park­ ing spaces. Government agencies and Prahran Council have given considerable attention to the means of handling additional traffic generated by the development.

Lygon Street Action Plan In December 1982 the Minister for Planning requested the preparation of an action plan for Lygon Street, Carlton. A steering committee comprising represen­ tatives of the Department of Planning, the Melbourne and Metropolitan Board of Works and the Melbourne City Council has been preparing a plan aimed at reconciling the interests of residents, traders, property owners, visitors and tourists. The key planning issues are: the current imbalance of restaurants and convenience shops; conservation of existing buildings, particularly their human scale and cosmopolitan character; inadequacy of car parking and high traffic volumes in Lygon Street; and the enhancement of the character of neighbouring residential areas, particularly their protection from noise and traffic associated with non­ residential uses. Likely outcomes of this preparatory work are the introduction of new zones, urban design and conservation guidelines, traffic management measures and landscaping programs.

Urban Conservation Areas and MMPS Amendment 224 Although it has been possible for the last ten years to protect important individual buildings under the Historic Buildings Act, conservation of single buildings has not prevented unsympathetic development from altering the character of surround­ ing areas. The Department has taken a number of steps in the past twelve months to assist in the conservation of urban areas of special significance. To encourage responsible authorities to exercise their powers under the Town and Country Planning Act to protect these areas, in July 1982 the Act was amen­ ded to clarify that compensation was not payable to owners of property in areas designated of special significance. In November 1982 heritage controls were introduced to protect historic areas in the Central City, and the Department produced Heritage Guidelines to accom­ pany the Central City IDO, illustrating the type of sympathetic development that would be appropriate.

7 On 13 April 1983 Amendment 224 to the Melbourne Metropolitan Planning Scheme was placed on exhibition, introducing controls over development in areas of historic and architectural significance in some of Melbourne's inner suburbs. The amendment, prepared by the MMBW and the Department, will protect the character of a number of areas within the municipalities of Brunswick, Coll­ ingwood, Fitzroy, Melbourne, Port Melbourne, Richmond, South Melbourne, St Kilda and Williamstown. The areas designated contain some of Melbourne's earliest residential and commercial buildings, as well as the major metropolitan parks and boulevards. The controls are designed to ensure that new development is in harmony with the character of these areas. An interim development order incorporating the controls came into effect when the amendment was placed on exhibition. The boundaries for the areas included in Amendment 224 were based on a number of consultants' urban conservation area studies commissioned by local councils and community action groups; on the conservation areas included on the Register of the National Estate; and on areas included in MMPS Amendment 151. Additional areas are now being investigated.

8 Metropolitan North and West - Geelong Region

Sunshine District Centre Study The Department, Ministry of Transport, Sunshine City Council and the MMBW are studying this centre before preparing a structure plan for its future develop­ ment. All agencies will contribute $10,000 each towards consultants' studies of traffic and retailing during 1983-84.

Dual Planning Control Major steps to remove dual planning control were made during the year. The interim development orders for the and the City of Preston were revoked and the Shire of Werribee Planning Scheme was revoked over its rural areas, effectively eliminating dual control in the Shire.

East Preston Tramway Extension MMPS Amendment 244 The Minister received an application from the Minister of Transport for an amendment to the MMPS to include a road widening reservation on the south side of Plenty Road between Albert Street, Preston, and Main Drive, Bundoora. The amendment was required for construction of Stage 2 of the East Preston Tram­ way Extension in accordance with a State Government decision. The Minister requested the MMBW to place the amendment on public exhibition. The amend­ ment was advertised, all affected owners and occupiers notified, and a submission heard by senior officers of the Department. After considering their report and the Department's report, the Minister recommended approval of the amendment.

Proposed Meat Rendering Works at Me/ton MMPS Amendment 141 (Part 2) A rezoning proposal included in MMPS Amendment 141 (Part 2) to permit establishment of a meat rendering works at Mt Cottrell Road, Shire of Melton, was not recommended for approval. The issues included strong local opposition and the creation of a third offensive industrial zone in the metropolitan area without carrying out strategic studies.

Metropolitan South and East Region Camberwe/1 Junction Strategy The Cities of Hawthorn and Camberwell jointly prepared a strategy plan for the Camberwell Junction shopping centre. The strategy for expansion and improve­ ment of the centre covers land use and transportation recommendations which will probably be put into effect through a local development scheme next year.

Oakleigh Shopping Centre Draft plans for the redevelopment of the Oakleigh railway goods yard and sur­ roundings were prepared after liaison with the Railway Construction and Prop­ erty Board, the Oakleigh City Council and Hooker Projects Pty Ltd. Rezoning the land to Restricted Business Zone is proposed, providing for a commercial redevelopment with gross leasable floor area up to 12,000 square metres.

Box Hill Transport Centre Liaison between government agencies, Box Hill City Council and the developer, Lustig and Moar, paved the way for substantial redevelopment of the Box Hill transport centre. One issue still to be resolved is the number of commuter car spaces to be included in the final design.

9 Redevelopment of Glen Waverley Railway Station The feasibility of redeveloping the Glen Waverley railway station, including reloca­ tion of the station, is being assessed in conjunction with the Ministry of Transport following representations from the Waverley City Council.

VFL Park Extension and Sandown Motor Racing Circuit The Department considered possible extensions to VFL Park and a proposal to allow Formula One motor racing at Sandown Motor Racing Circuit. The latter would require a modification to the planning permit to change the condition restrict­ ing unmuffled motor racing. Discussions with relevant parties, including the En­ vironment Protection Authority, indicate that Ministerial authorisation for the modification is likely. Tree Preservation Among policy matters examined during the year was tree preservation in urban areas and the type of statutory controls required to give strength to any adopted policy. Several areas in the City of Nunawading, particularly around Blackburn Lake, are of natural conservation significance, and additional protection through town planning provisions is being considered by the Nunawading Council. The outcome could have state wide implications.

Upper Yarra Valley-Dandenong Ranges-Macedon Region

Regional Strategy Plan The most significant event of the year in this area was the approval of the regional strategy plan for the Upper Yarra Valley and Dandenong Ranges Authority Region on 27 October 1982. This was the first regional strategy plan to be approved in Victoria. The Plan covers the Shires of Sherbrooke, Lillydale, Upper Yarra and Healesville - an area of 3000 square kilometres. It includes the Yarra catchment above War­ randyte, part of the Thompson River, Gou1burn River, Big River, Acheron and Yea River catchments. It also includes most of the major water catchments servic­ ing Melbourne, and contains the Winneke, Cardinia, Maroondah, O'Shannassy, Silvan and Upper Yarra Reservoirs. Because of the conflicting requirements of the natural environment, resource extraction, tourism and urban growth in this area, ground rules for planning in the four shires were needed to halt the urban sprawl, to limit further subdivision and ensure that construction of roads, power lines and other services were sym­ pathetic to the environment. The Shires in the region are required by legislation to prepare planning schemes which implement the Regional Strategy Plan. They are working with the Depart­ ment and the UYVDR Authority to meet this requirement.

First Environmental Living Zone In September 1982 the Bend of Islands district on the Yarra River near Kangaroo Ground was designated Victoria's first Environmental Living Zone. The new zone in the was proposed by local residents as a means of protect­ ing the flora and fauna of the area. About 68 families live in the 750 hectare zone which is divided into 140 lots. Further small lot subdivision is prohibited. Local residents worked with the planning authorities to draw up the zone. Strict provisions to protect the wildlife include a prohibition on domestic pets and a limit on the amount of land that can be cleared. The type of houses built must suit the environment and colours of roofs and cladding must blend in with forest colors.

10 Post Bushfire Program Immediately after the February bushfires, the Department set up a number of field teams to assist the municipalities affected by the fires in the restoration and reconstruction of the area. Staff of this section worked with local councils, assisting with damage assess­ ment surveys and council reconstruction programs either directly or by relieving council staff of normal duties so that they could be redeployed. Advice was also given to council officers and affected landowners on siting and design for new homes in fire hazard areas. In the Macedon area in particular, reconstruction programs have also tried to ensure that the character and diversity of the area is re-established.

Western Port and South Gippsland Region

Co-ordination of Planning In early December 1982 the Premier wrote to the Minister for Planning about the need for consolidation and co-ordination of planning effort in the Western Port region. At the Premier's suggestion, the Minister established an interdepart­ mental committee to investigate the issues and recommend arrangements. The matter has been extensively discussed. Individual municipal councils have expressed their views; the Western Port Catchment Co-ordinating Group and the Western Port Committee have made submissions; a number of organisations have written in response to press publicity following the Premier's letter to the Minister. The Interdepartmental Committee considered the submissions and in June 1983 published a discussion paper advocating the establishment of an advisory plan­ ning and co-ordination committee for the larger Western Port and South Gipps­ land Region, administered from the Department's Cranbourne office. Three sub­ regional committees would be responsible for discussing and formulating advice on planning and environmental matters, including statutory planning matters not of wider or regional importance. Submissions in response to the discussion paper will be evaluated before preparation of a final report to the Minister.

Foreshore residential development Among a number of sensitive planning issues dealt with during the year were proposals for medium density residential developments on private land between Nepean Highway and the foreshore at Rosebud. The Department assisted in preparation of design and siting guidelines for future development, to be exhibited when adopted by the Shire of Flinders Council, to complement an amendment to the planning scheme and to assist parties to a deferred Planning Appeals Board hearing.

Central Area Task Force

The Central Area Task Force is made up mainly of Departmental staff, with the addition of specialists from the Melbourne City Council and other public agen­ cies and consultants as required. It is responsible for preparing Government land use strategies, development policies for Central Melbourne, new planning controls for the Central Business District, and action plans for major redevelopment of certain sites within Central Melbourne. It is also responsible for administerin~ the Central City Interim Development Order. -

Central City Planning On 24 November 1982 the State Government, through the Minister for Plan­ ning, assumed direct responsibility for planning in the CBD by Governor in Council approval of the City of Melbourne (Central City) Interim Development Order (IDO) - the first detailed planning control for this area. The IDO is a temporary legal control which will operate until replaced by the new planning controls. Under this IDO the Minister for Planning has ultimate responsibility for all development control in the area bounded by the Yarra River, Spencer Street, Dudley Street, Capel Street, Victoria Street, Lansdowne Street and Jolimont Road. Planning and design guidelines have been prepared to go with the 100 to assist people preparing proposals in the Central city by clearly setting out the quality levels desired by the Government in order for a proposal to be approved. In the seven month period to 30 June 1983, 145 permit applications were made under the provisions of the Central City 100. Notable proposals approved by the Minister during the year included:

The Department of Planning provides a pre-application advisory service to outline the implications of the objectives and provisions of the IDO for particular development proposals. During the year close liaison was maintained with the Melbourne City Council in the administration of the 100.

Strategies for the Central City The Task Force is preparing a major discussion paper as a basis for consultation in September and October 1983. Comments from public agencies and relevant groups and individuals will contribute to a more formal strategic statement and to wider public consultation early in 1984. Because of overlapping issues and areas of responsibility several agencies are involved in the program. Close communica­ tion has been established and will continue with the Melbourne City Council and the Ministry of Transport, who are carrying out specific major studies.

Soutbbank Project

Over the past two years the State Government has been developing plans to im­ prove the surroundings of the Yarra River, to encourage better use of riverside land. One of the key locations in these plans is South bank, part of the municipal district of the . The area lies across the river from the central business district, next to the Arts Centre, and contains the Polly Woodside and old port of Melbourne wharf. It has great potential for a range of recreation, tourism and cultural activities.

CITY OF SOUTH MELBOURNE (SOUTHBANK) INTERIM DEVELOPMENT ORDER

- BOUNDARY OF INTERIM DEVELOPMENT ORDER

13 In July 1982, the Lower Yarra River Cabinet Sub-Committee requested that a study be made of land bounded by the Yarra, St Kilda Road, the Westgate Freeway Reserve and Charles Grimes Bridge. This was undertaken primarily by the MMBW, and overseen by a committee of representatives from the Board, the South Melbourne Council, Department of Crown Lands and Survey, Department of Economic Development and Department of Planning. Following the submission of this study in November 1982, the Minister for Planning requested that the Depart­ ment develop a strategy for Southbank that would ensure opportunities in the area could be realised.

City of South Melbourne (Southbank) Interim Development Order On 22 June 1983 the Government placed an interim development order giving the Minister planning control over all development on land bounded by the Yarra River, the southern approach to the Johnson Street Bridge, Lorimer, Maffra and Sturt Streets and the rear of the Melbourne Concert Hall. About 75 per cent of this area is Crown Land. The Order overlays the Melbourne Metropolitan Plann­ ing Scheme. The IDO places strict limits on development in this area to ensure it is compatible with the river environs and relates in scale and type to the pro­ posed recreation/tourism use of the area.

The Western Suburbs Planning and Environment Action Program

This program was launched on 26 October by the Minister for Planning and for Conservation to find ways of improving living conditions and the environment in Melbourne's western suburbs. It covers the municipalities of Sunshine, Footscray, Williamstown, Altona and Werribee, and was extended over part of Keilor and Essendon to include the suburb of St Albans and the frontages of the Maribyrnong River. Public consultation is a major feature of the program. The task force comprises representatives of the Department of Planning, the Melbourne and Metropolitan Board of Works, the Environment Protection Authority (EPA), the municipalities and the Western Region Commission. The main purpose is to identify planning and environmental issues from the community's point of view and to find practical ways of improving living condi­ tions and the environment. The first stage, issues identification, was completed in March 1983, and a number of reports were publicly released. The main finding was that: The past performance of government in land use planning and environment protection in the western suburbs has, from the point of view of those who live and work there, been less than satisfactory.

Matters dealt with in submissions included: • the relationship between existing industries and nearby residents • environment protection and consultation between the Environment Protection Authority and industry • quantity and diversity of housing and services • planting of trees as buffers around industries and to improve the appearance of residential areas • Laverton North Offensive Industries Zone, Maribyrnong River frontages, vacant land at Derrimut zoned for stock saleyards. Copies of the reports are available from the Department.

14 In the second stage of the program, now under way, three investigation groups have been established with members from government agencies, municipalities and community groups. Reports on the progress of their work will soon be released for public discussion and consultation, and recommendations for action will be completed by the end of 1983. Major actions associated with the program will include the strengthening of the Environment Protection Authority to meet community concerns on environment quality, and a review of planning controls affecting major industrial developments, particularly those with significant off-site effects such as offensive industries in the Laverton North area. A major feature of the western suburbs action program has been the funding of an employment creation project though the Commonwealth wage pause employ­ ment program. (See Area Improvement section).

15 l.ynch's Bridge Project

Possibilities for future use of approximately 80 ha of land along the Maribyr­ nong River in the Footscray-Kensington area are being investigated by a team of officers from the Department of Planning, Ministry of Housing, MMBW, Footscray and Melbourne Councils and local community representatives. The area is about 4 km from the centre of Melbourne, and includes many sites in public ownership, such as the Newmarket saleyards, the MCC abattoirs and the former Angliss meatworks. The shutdown of the abattoirs, decreasing use of the saleyards, and government purchase of the Angliss site have opened up possibilities for redeveloping this land and for improving the living environment in the western suburbs. The only area where there is already a firm idea about future use is the William Angliss meatworks site, on the west bank of the Maribyrnong. The government will develop part of this land for a mixture of public and private housing. The low-lying parts of the land are to be made into a park by the MMBW, and local people will be asked for their ideas on how they would like it developed. Public consultation is a major feature of the project in considering the future use of these sites, many of which were formerly intrusive industries. The project team is considering the need for low-income housing in an attractive environment, adequate community facilities and the need to provide employment, particularly where local jobs have been lost through the closure of long-established industries. A development strategy for the area would aim to ensure that redevelopment whether by the private sector or public agencies, meets local needs, makes the best use of the sites, and contributes to the rehabilitation of the inner West. After public exhibition and comment on a widely circulated draft report setting out options for redevelopment, the project team will make its final report to the Minister in mid 1984.

Keysborough Green Wedge

In November 1982 a working party of representatives of the Cities of Dandenong and Springvale, the Keysborough Landowners' Association, the Melbourne and Metropolitan Board of Works, the Department of Agriculture and the Depart­ ment of Planning reported to the Minister on planning controls in the Keys borough green wedge. It recommended a more flexible approach to development in the area in recognition of the existing pattern of development and trends over the last ten years. It recommended an eight hectare density for the area, with a minimum allot­ ment size of two hectares. The Minister requested the MMBW to prepare an amending planning scheme to give statutory effect to the recommendations, and Amendment 232 will go on exhibition later in 1983.

16 COUNTRY VIC10RIA DIVISION

The Country Victoria Division assists regional authorities, councils, consultative committees and advisory groups within its boundaries. It is divided into nine geographic regions. The outstanding need in Country Victoria is to develop effective land use strategies and better co-ordination of local government, especially in the provin­ cial centres. The major project undertaken by the division in 1982-83 was the Ballarat Area Strategy Plan. In other regions the Department assisted in the preparation of new planning controls and amendments to old ones, and ran projects to provide councils with key information for land use planning, such as the rural mapping program and the architectural advisory services to historic towns. This work is particularly im­ portant in areas where Department staff are the only professional town planners. Three regions, East Gippsland, Goulburn, and Northern Mallee, are still administered from head office.

Central Gippsland Region

Two major statutory planning projects completed during the year were a new planning scheme ordinance for the and a major amendment to the interim development order for the . Interim guidelines for land use planning in the Latrobe Region were drafted as a framework for detailed planning in coal development areas, urban and possible future urban areas, farming, forest, mountain and rural residential areas, and a range of areas of special significance. Comments by councils and the newly-formed Latrobe Regional Commission will be evaluated before the guidelines are en­ dorsed by the Government. The Department contributed to planning studies of several pro­ jects, including the Morwell River Diversion and Western Coalfield Overburden Disposal, and assisted with a report to the Minister on Planning Blight. (Where the value of land is affected by planning decisions and the owner has no right to compensation). A review and evaluation of land use planning implications was prepared in response to the Victorian Brown Coal Resource Development Study prepared by Kinhill Pty Ltd. The main objective of the study was to recommend a strategy for achieving the best use of the brown coal resource taking into account all aspects of environmental, labour, financial, social and community needs and infrastructure. The Department worked with the Shire of South Gippsland to prepare a strategy plan based on rural land mapping information. The Shire is considered regionally significant because it includes Wilson's Promontory National Park, Gelliondale Coalfield, Port Welshpool and Barry Beach, and adjoins the environmentally significant Corner Inlet.

17 Central Highlands and Wimmera Regions

The Ballarat Area Strategy Plan, still in preparation, was the major project for the year in this region. It will serve as a basis for State and local public agencies and the private sector to co-ordinate works and programs to make investment de­ cisions. The Department is co-operating with local government and other public agencies to prepare the plan. The seven municipalities in the area are: the , , Shires of Ballarat, Bungaree, Buninyong, Creswick, Grenville.

The Plan will deal not only with land use, but with development trends in other sectors, and take into account such issues as changes in population, provision of community services and facilities, employment, transport and communication, future use of Crown Land, land tenure, retailing and commercial development. One of the basic requirements is to match areas for development with the economic provision of public utilities. The strategy will also incorporate the findings of the Ballarat Conservation Study, which recommends controls for a number of streetscapes and areas, particularly in the central city and lake areas, to preserve the heritage of what was once Vic­ toria's most bustling and thriving city.

Co-ordinated planning schemes were prepared by planning consultants for six Ballarat area councils (the City of Ballaarat, Borough of Sebastopol and Shires of Ballarat, Bungaree, Buninyong and Grenville) and exhibited early in 1983. These schemes include comprehensive heritage controls for historic precincts, streetscapes and individual buildings.

18 The employed consultants to undertake a major review of its planning scheme, and the updated Town of Stawell Planning Scheme was completed and exhibited. A Land Use Strategy Plan is being prepared for the Daylesford/Hepburn Springs area in the Shire of Daylesford and Glenlyon, to form the basis of a new planning scheme. The Land Use Strategy for the Shire of Th.lbot and Clunes was completed in 1982. In the a rural mapping project is in progress, and rural area IDO control was introduced for the first time, giving interim control over in­ appropriate development on existing Crown allotments. New lOOs for the Shires of Dunmunkle, Lowan and Arapiles were completed. The Grampians Co-ordination Committee completed planning objectives for land in and around the ranges as the basis for administering planning controls over private land in the area. A draft industrial land use strategy has been prepared for the as a likely basis for a planning scheme review. The Ballarat Area Planning Committee was formally established early in 1983 as an advisory committee to the Minister under Section 7 of the Town and Coun­ try Planning Act. Its membership includes representatives from other government agencies. As well as preparing the Ballarat Area Strategy Plan, the committee made a detailed submission to the Department of Agriculture on land use planning policy. The Ballarat Restoration Advisory Committee again funded a number of pro­ jects and initiated a Gardens and Trees Study of Ballarat, to be prepared by the Department of Crown Lands and Survey.

East Gippsland Region

A number of major developments aiming to capitalise on the region's tourist and recreation potential have been proposed during the past year. All proposals have been subject to intense evaluation, public comment and environment assess­ ment procedures, and only those acceptable on all grounds have received approval. Two are particularly worthy of note: a ski village at Dinner Plain, near Mt Hotham, and a canal-based subdivision at Paynesville.

Dinner Plain Subdivision- Shire of !DO (Amendment No. 3) This amendment will provide for a 2000-bed alpine village to service the Mt Hotham snow fields at an estimated cost of $40 million. The original proposal for 4000 beds was reduced to 2000 after consideration of submissions, an environmental effects statement and the report of an independent panel set up by the Minister. The development will provide for youth hostels, ski clubs, apartments, row houses, detached houses, commercial lodges, transport terminal, church and public meeting hall, commercial sites, service sites, hotel, car parking, Country Fire Authority, etc.

Toonalook Harbours, Paynesville /DO (Amendment No. 3) This amendment rezones land at Paynesville on the Gippsland Lakes to facilitate development of a canal-based residential subdivision. The proposal includes four kilometres of inter linked canal waterways providing access to the Gippsland Lakes for up to 300 residential allotments. Motels, hotels, tourist and marine facilities are also proposed. The project, to be known as 'Toonalook Harbours' will be developed by East Gippsland Properties Pty Ltd of Bairnsdale and has a capital

19 value of around $40 million. The proposal was subject to very detailed analysis - including an Environment Effects Statement, public exhibition and comment, panel hearing and reports from numerous government bodies. Significant new ordinances have been prepared in the Shires of Orbost and Maffra. Other achievements during the year included approval of a major commercial/ retailing development in the ; the marketing of a number of restruc­ tured old and inappropriate subdivisions around the Gippsland Lakes, and the State Government's purchase of 650 ha on the Boole Poole Peninsula which will be added to the adjacent National Park. The Minister for Planning remains responsible for the administration of the Gippsland Lakes Planning Scheme Interim Development Order for part of the Shire of Tambo. The Department continues to administer the East Gippsland Region from head office in Melbourne.

Goulburn Region

The Goulburn Regional Planning Seminar was held in on 27 October to discuss various regional issues such as demographic changes, fires and flooding, and the roles of the Department and the Planning Appeals Board. Seminar papers are available from the Department. Following the recent approval of a replacement scheme for the City of Sheppar­ ton, the Department is assisting the Shires of Shepparton and Rodney with prepara­ tion of planning schemes, which include the implementation of the Shepparton Mooroopna Flood Study. The Planning Scheme was placed on exhibition on 27 April1983 and the Minister revoked his IDO regulating shop­ ping centres in Shepparton Shire on 11 May 1983. Following private representations and advice from an independent panel, the Minister introduced an IDO, on 18 May 1983, over a site in the to postpone a proposed supermarket in Mooroopna until impact assessment pro­ cedures were completed. The Mansfield Rural Land Mapping Project is expected to lead to exhibition of a planning scheme early in 1984, and the is considering a draft planning scheme co-ordinated by the Department. The Mount Stirling Development Proposals and Environment Effects Statements on an alpine resort area have been prepared by consultants and will be exhibited in July 1983. Other activities during the year included the Department's participation in the Lower Goulburn Flood Study and the Broken Creek Catchment Study, and the completion of the Euroa Town Strategy Plan and Rural Land Mapping Project. The Strategy Plan concentrates on the implications for development which might result from the establishment of the Seven Creeks Run - a museum/entertain­ ment centre.

20 Loddon-Campaspe Region

As well as carrying out Departmental functions, the Bendigo Office services the Loddon-Campaspe Regional Planning Authority. The Authority consists of twenty member Councils and meets monthly. The Authority's major project during 1982-83 was the preparation of the Loddon­ Campaspe Regional Strategy Plan which will combine policies and programs of the Authority and other agencies into a single regional statement. A brochure en­ titled Major Regional Issues was widely distributed in the region, and more than 100 submissions were received. During the year the Authority launched two major reports: The Bendigo Sub­ Regional Retail Strategy Plan and the Small Towns Study. The retail strategy pro­ vides a framework for the development of major retail facilities in the Bendigo Sub-Region over the next 15-20 years. The towns study looks at the present and future roles of the smaller towns in the region. In conjunction with the Ministry for Conservation, the Authority also prepared and released An Assessment of Habitat Significance in the Loddon-Campaspe Region - a survey of the habitat significance of forested areas. The Bendigo Office has helped councils prepare new planning schemes for the Cities of and Maryborough, and the Shires of Maldon, Strathfieldsaye, Metcalfe and Cohuna. New interim development orders are being prepared for the Shires of Huntly, Marong, Bet Bet and Kara Kara. The office administers the significant conservation zones in the Maldon Plan­ rung Scheme, and also provides comment on all permit applications in the Eppalock Planning Scheme area. The Department, local councils and the State Rivers and Water Supply Commission have agreed on appropriate planning controls around Lake Eppalock, and a review of the Eppalock Planning Scheme has commenced. The Department is carrying out a planning study in the Shire of Mclvor, and a conservation study of Piper Street, . The Regional Authority administers planning controls over the Bendigo/Whipstick Forest area.

21 North Eastern Region

A complete rewrite of the Tallangatta Township Planning Scheme has been approved and assistance was given to the Shire of in drafting an amendment to its rural area interim development order. Officers have been work­ ing with the Shires of Yarrawonga and Upper Murray to replace outmoded interim development orders with new planning controls. A new planning scheme for the has been exhibited. When approved later in 1983, it will replace Ministerial control over most of the area presently covered by the Ovens-Upper Murray 1975 Interim Development Order. The Beechworth/Chiltern/Yackandandah Restoration Fund Committee is now well established in these historically significant towns, and a request has been made to extend the service to the . A symposium on Country Communities- Responding to Change, was held 18-19 August 1982.

Northern Mallee Region

The City of Planning Scheme will be gazetted early in 1984 after the completion of the rural land mapping project, and the Shire's planning scheme is also expected in 1984. The , with Departmental assistance, is proposing controls over significant stands of rare trees classified by the National Trust. Both the City and the Shire are considering protection for historic buildings in their planning controls.

South Western Region

With the handback of the South Western Coastal Planning Scheme Interim Development Order to the Shires of Belfast and Portland, the only local planning control now administered by the Minister within the region is the Ocean Road Ex­ tension 'A? Planning Scheme IDO (). Substantial progress was achieved in the review of planning schemes for the Town of Portland, Shire of Portland, and the Borough of . Progress was also made towards implementing rural planning controls in the Shire of Glenelg and rationalising fragmented controls in the Shire of Otway through rural mapping projects. The also began a rural mapping project. Heritage controls were developed for the Port Fairy Planning Scheme review and similar controls will be incorporated in the Portland Planning Scheme. The Department assisted with urban conservation studies for the City of Warrnam­ bool and the Town of Portland, and a heritage advisory service was established in the . Implementation of recommendations made in Planning Strategies for the Portland Sub-Region began with a project to identify alternative sites for future major industries in Portland. Following recommendations in the Planning Con­ sultative Council's report Strategies for Country Towns: A Study in the Hamilton Region steps were taken to establish a liaison committee in the Hamilton sub-region. Following the Warrnambool district bushfires the office provided assistance to the community and associated sub-regional organisations. A consultant architect was appointed to advise bushfire victims on redevelopment designs.

22 Old and Inappropriate Subdivisions/Restructure Section

The section has continued its involvement in restructure programs in the Dandenong Ranges, Upper Yarra Valley, Macedon Ranges, the Gippsland Lakes Area, and the Western Port area. The Department has provided conveyancing and consolidation services to owners of lots affected by approved restructure schemes. The demand on these services will increase if sales of restructure lots on the open market continue at the present rate. The majority of these open market sales occurred in the Gippsland Lakes Area, and in the Upper Yarra Valley before the Ash Wednesday bushfires. Small grants were provided to the following shires on a dollar for dollar basis to help them implement their restructure program: The $10,000 The Shire of Whittlesea $1,000 The received an additional $50,000 to continue the Govern­ ment's beach dune buy-back program. This section was also involved in the Department's assistance program follow­ ing the February bush fires which devastated many of the designated inappropriate subdivisions in the Shires of Pakenham and Upper Yarra. Much work has gone into replanning these areas to ensure that better access and safety provisions will be made as reconstruction takes place, and the section has provided conveyancing and consolidation services to help those affected re-establish their homes as quickly as possible.

Rural Services

The Rural Services Group continued to extend the rural mapping program. Pro­ jects were completed in the Shires of Euroa, Portland, Glenelg, Woorayl and Swan Hill, and begun in Mansfield, Bass, South Gippsland and the Otways. In the wake of the bushfires the group revised the Design and Siting Guidelines for houses in bush fire-prone areas in conjunction with the Country Fire Authority. In adddition the fire hazard mapping component of the rural mapping program was extended to produce maps covering a large number of municipalities, particular­ ly on the fringe of the metropolitan area. Much of this work was done in conjunc­ tion with the MMBW. In March 1983 the Rural Services Group was amalgamated with the Regional Support staff of the Department to form the Advisory Services Group which is part of the Department's new Planning Services Division.

23 PLANNING SERVICES DIVISION

This new division was established in March 1983 to give higher priority to the analysis of social, economic and environmental trends; more equitable distribu­ tion of resources and facilities; communication of information and research work to local government and local communities; and concern for the form, quality and appropriateness of development. The Division consists of five groups- Advisory Services, Policy Analysis and Research, Publications and Information, Cartographic Services and the Library.

Advisory Services

This group is concerned with improving landscape and urban design and land management techniques and development controls through such programs as rural mapping and townscape improvement. It consists of the former Rural Services and Regional Support units, and their primary clients will continue to be regional offices and municipal councils. Following the February bushfires advisory services on the siting and design of new homes were established in each of the fire affected areas, and staff are still giving talks and seminars on site planning and building to reduce the risks from fires.

Policy Analysis and Research

The unit advises the Department and the Minister on socio-economic trends affecting policy development and decision making, and investigates land use activi­ ties and their regulating mechanisms. It provides a specialist resource in relation to transportation, employment, social planning, land taxing mechanisms and retail­ ing. One of its tasks will be to advise regional offices, task forces and other govern­ ment agencies on the co-ordinated, economic, equitable and timely planning of urban utility and social services. The group provided assistance to the Central Area Task Force on traffic and retail issues; to the Ballarat Strategy Plan team on popula­ tion and housing; to the Western Suburbs Action Program on social issues, to the development of government policy on the control of retailing; to other govern­ ment agencies concerned with mining, law reform and coastal management. It also prepared the bi-annual Residential Land in Melbourne land development monitor­ ing bulletin.

Publications and Information: The Publications-Information Section is responsible for publication and distribu­ tion of the Department's technical information and reports to other agencies and the general public. It is also responsible for ensuring that the public is aware of the purposes of studies, task forces and amendments to planning schemes. Cartographic Services

The Cartographic Services Section provides mapping and graphics services to the Department, principally to Country Victoria and Port Phillip Divisions, and also advises municipalities on map presentation techniques. In November 1982 the section issued mapping guidelines, which give advice on zone colours, materials and techniques, and the preparation of lodged copies and amendments. The section also prepared base maps at a scale of 1 : 25 000 for the Shires of Belfast, Yarrawonga, Mansfield and Stawell (Lake Bellfield) and Lake Eppalock. Maps at 1 : 50 000 were prepared for the Shires of Dunmunkle and Seymour, and maps for the are now being plotted. The I : 25 000 maps were prepared in collaboration with the Division of Survey and Mapping, Department of Crown Lands and Survey and were used in the Lan­ data Project. The section assisted with graphic material for publications, and prepared a display for a regional planning seminar in Shepparton in August 1982. It contributed to a display of the applications of mapping for Map Week (27 September to 3 October). Because of the expanded and changing role of the Department the future work of the group is likely to be influenced by the phasing out of the rural base map­ ping program when the Advanced Mapping Program of the Department of Crown Lands and Survey and the Landata Project can meet the needs, and by the introduc­ tion of new legislation which would involve reproduction of all planning scheme maps in a new format.

25 SPECIAL PROJECTS DIVISION

Special Projects are the Deputy Secretary's responsibility. The Division includes the Area Improvement, Heritage and Legal Advisory sections, staff of the Plan­ ning Appeals Board, and the Planning Consultative Council (to be abolished by the Town and Country Planning (Amendment) Act 1983)

Area Improvement

Area improvement has superseded what was previously the Melton-Sunbury Section. It was set up to tackle specific problems in areas identified by task force recommendations and investigative studies. The section has three basic functions at present: to administer the Melton-Sunbury Growth Centre project; to assist in the establishment and operation of the western suburbs parkland improvements program; and to develop Area Improvement as a working unit within the Department.

Melton-Sunbury Growth Centres The Melton-Sunbury Management Committee is the Minister's Advisory Com­ mittee established to manage the Melton-Sunbury Special Allocation. During the year there were several changes in membership. Mr Des Dumbrell was appointed Chairman; the Shire of Melton is now represented by Cr D Cunningham in place of Cr M Norton; the by Cr A Kelly with Cr L Armstrong replacing Cr Dumbrell as its MSMC representative. For the first time since the inception of the Melton-Sunbury Special Allocation in 1979 the councils have completed their budgetary programs within the financial year, eliminating the need to apply for carryover funding. In the year ending 30 June 1983, $1.551 million was spent, consisting of $1 million new funds and $.551 million carryover funds.

Melt on The major project completed by the Shire of Melton during the year was its community hall, opened by the Minister for Planning on 27 May 1983. The total cost of the project over two years was $1 million, using $800 000 of Melton-Sunbury funds, with the remainder coming from the Shire of Melton. Another achievement in 1982-83 was the completion of nine Stage 1 factoryettes for $32 000. All units are now occupied and work has begun on another nine which are scheduled for completion in the 1983-84 financial year. The Shire of Melton's 1982-83 works and services budget totalled $857 121.

Sun bury The Shire of Bulla has started work on the backlog of construction and widen­ ing of government roads. In 1982-83, $120 000 was spent on improving roads within the Local Authorities Development Zone. The Shire entered an agreement with the Salvation Army to provide emergency housing for people in crisis situations. Four units will be finished late.in 1983 and will be funded over two financial years - 1982-83 and 1983-84. The Shire of Bulla also received the Minister's approval via the Melton-Sunbury Management Committee to lYuy land in Jackson Street for $40,000 for elderly citizens' accommodation which is in demand within the Sunbury community. The Shire of Bulla's 1982-83 works and services program totalled $694 699. 26 Western Suburbs Parkland Improvement This project emanated from the western suburbs study and has been funded under the Commonwealth Government's Wage Pause Employment Program for $1.42 million for one year. The project will provide employment for up to 50 per­ sons and will provide a service to the western suburbs by improving selected parklands and open space areas for recreational use. By 30 June 1983 a project manager had been appointed, as well as a design team consisting of two landscape designers, a draughtsman, a surveyor, two community liaison officers, a town plan­ ner, a finance officer, a training officer, a clerical assistant and two site foremen, all previously unemployed and now involved in the preparation and costing of the first park design for Grouse Court in the Shire of Werribee. Co-operation from the Shire Council and the Melbourne Metropolitan Board of Works has assisted greatly in establishing this project. Other projects to be developed by the parks team include the Kororoit Creek environs and open space in Williamstown. Funding for the project finishes on 30 June 1984.

Heritage Unit

The unit services the Historic Buildings Council and the Heritage Advisory Ser­ vices for Maldon, Beechworth/Chiltern/Yackandandah, Queenscliff, Ballarat and Port Fairy. It provides conservation planning advice to .the Department and other government agencies and heritage and environment advice to local government and other responsible authorities. It also gives assistance and advice to owners of historic buildings and to interested individuals.

Historic Buildings Council The Council is a statutory body responsible to the Minister for Planning. It pro­ duces a separate annual report. Staff activities during the year have included prepar­ ing recommendations for additions to the State's Register of Historic Buildings (20 were added in 1982-83); organising financial assistance to owners of historic buildings; dealing with applications to alter or demolish designated buildings (of 82 such applications in 1982-83 the Council refused only two); consulting with the National Trust, the Building Owners and Managers Association, the Inter Church Committee on Planning and many other groups and individuals regard­ ing changes to the Historic Buildings Act (see Legislation Section).

Matthew Flinders Measured Drawing Competition This competition is now conducted by the Historic Buildings Council. Entries were received from February onwards, and the winner will be announced in November 1983. The competition is run annually to commemorate the work of the navigator, explorer, scientist and cartographer Matthew Flinders (1774-1840).

The competition aims to: • increase awareness in tertiary institutions, the architectural profession and the community of measured drawing as a technique of recording architec­ turally and historically important structures in Victoria • establish an archive of measured drawings recording the contemporary state of architecturally and historically important structures • promote interest and knowledge of these structures.

27 Heritage Advisory Services The Department has broadened its emphasis on preservation from the specific, individual building nature of the Historic Buildings Act to an approach based more on area conservation. Heritage advisory services and restoration funds operate in Maldon, Beechworth/ Chiltern/Yackandandah, Queenscliff, Ballarat and Port Fairy. The scheme offers free expert advice on the restoration and preservation of houses, business premises and public buildings to help the towns protect their architectural and historic character. Financial assistance is also given in the form of low-interest loans, interest­ free loans or grants (in case of urgent need). Funds spent during 1982-83 were: $38,954 for Maldon; $25,160 for Queenscliff; $21,775 for Ballarat; and $79,884 divided between Beechworth/Chiltern/Yackandandah and Port Fairy. Supplementary funding is now being given by the Commonwealth Heritage Com­ mission through its Victorian National Estate Program, thus involving all three tiers of government.

Heritage Planning The unit's work on a Melbourne Heritage Plan has been incorporated in the Central City Interim Development Order. Statements of significance, planning objectives, existing conditions reports, proposed controls, guidelines and economic impact reports have been prepared for all streetscapes and precincts recommen­ ded for heritage control. In addition, a major amendment to the MMPS (Amendment 224) was com­ pleted in conjunction with the MMBW. This amendment provides basic controls for some twenty metropolitan heritage areas. (See Port Phillip Division Urban Conservation Areas). Similar projects continue in Ballarat, Chiltern, Queenscliff and Port Fairy. Heritage planning studies continue in the municipal areas of Northcote, Brunswick, Heidelberg, Port Albert, Chiltern, St Kilda, Queenscliff, Prahran, Ballarat, Portland, Walhalla, Warrnambool, Kilmore and Tungamah. These are at various stages of completion, and results are encouraging in terms of public acceptance and possibilities for translation into planning schemes. Studies are plan­ ned for Essendon, North and West Melbourne, Carlton, Buninyong, Williamstown and Euroa. Further studies in Daylesford, Thlbot and Clunes, and Malvern are envisaged.

28 Register of Significant Trees The unit was also involved in the Register of Significant Trees Committee, and is now exploring planning controls to protect these trees. The Heritage Unit is also represented on the working group on restoration and reconstruction of the Mt Macedon gardens following the Ash Wednesday bush fires.

Planning Appeals Board

The Planning Appeals Board is a statutory body responsible to the Minister for Planning. It prepares a separate annual report. The Board is serviced by Depart­ ment staff. The Planning Appeals Board has now been in operation for more than 18 months. In the year under review Senior Member Mr George Robinson retired and two Senior Members, Mr Stuart Morris and Dr Renate Howe were appointed. The Board hears and determines appeals under the following legislation: Town and Country Planning Act 1961 Section 37 Drainage Areas Act 1958 Section 95 Health Act 1958 Divisions 9 and 10 of Part XIX Local Government Act 1958 Division 5 of Part XXI Local Government Act 1958 Section 9 Port Phi/lip Authority Act 1966 Strata Titles Act 1967 Environment Protection Act 1970

Between 1 July 1982 and 30 June 1983 the Board received a total of 1610 appeals. Two hundred and forty-five compulsory conferences were held in this period and, of these, more than two thirds were determined at the conference or settled before an appeal hearing. Of the cases which went on to a hearing by the Board, the time of hearing was greatly reduced by having the issues defined at the compulsory conference. The Board has installed a spectrum mini-computer as an in-house information and retrieval system. This will provide the Board Members, staff and members of the public with ready access to the Board's files by either screen formats or by printing alphabetically assembled lists on file details. This system will also provide an index for a set of microfiched PAB decisions which are to be marketed to the public in the near future.

29 ADMINISTRATIVE SERVICES DIVISION

Following an internal administrative review a new Division of Administrative Ser­ vices was set up in the Department in March 1983. This consists of the Personnel and Finance Sections, Registry, Information Systems and other management services.

Staffing and Restructure

This year has seen yet more major change to the structure and staffing of the Department in response to the changing requirements of Government and the community. Restructure provided a Planning Services Division, an Administrative Services Division and changed the role and responsibilities of the Deputy Secretary. The Director of Planning Services, a position replacing that of Chief Planner, is responsible for the provision of advisory services, particularly related to rural planning matters, a planning policy and research function, publicity and informa­ tion, cartographic and graphic service<; and the library. The Director of Administrative Services, previously the Corporate Manager is a new member of the Corporate Management Committee - the Department's executive group - and is responsible for finance, personnel and information services. The Deputy Secretary heads a special projects group investigating, reporting and acting on matters of concern to the Minister. He is also responsible for the Heritage Unit, Legal Services, Area Improvement and the staff of the Planning Appeals Board. The changing emphasis in role has affected staffing with the need for skilled resources within the organisation. Staffing has been bolstered in many of these areas by provision or creation of additional positions, exempt employment, con­ sultancies, secondments, exchanges and training programs. The staff ceiling increased from 188 in June 1982 to 202 in July 1983. The number employed against ceiling rose from 185 in 1982 to 197 in 1983.

Accommodation

While existing accommodation for the country offices is satisfactory, the accommodation in the city is totally inadequate for the Department's needs. It is spread over three buildings. The Minister, Secretary, Deputy Secretary, Planning Appeals Board, Legis­ lation Unit, Legal Services and Publications section are at 500 Collins Street. The Cartographic Section, Library, Heritage Section and Planning Information Sec­ tion are located at 235 Queen Street. The balance of the department, Port Phillip, Country Victoria, Administrative Services and part of Planning Services Divisions are at 150 Queen Street. This situation will be further complicated when new sec­ tions from the Ministry of Conservation and Department of Crown Lands and Survey join this Department next year. It is hoped that in 1984/85 money will be provided to house the new Ministry for Planning and Environment in one building. The benefits to both the Government and the public would far outweigh the initial capital expenditure of the exercise.

This section was set up following the administrative review to handle records management and information systems within the Department, and to handle Freedom of Information requests as required by the Freedom of Information Act, to be proclaimed in July 1983. The Department has already dealt with 13 requests for access to information under the Freedom of Information Code which will operate until the Act is proclaimed.

31 CONFERENCES, SEMINARS AND PROMOTIONS

Planning Ministers' and Chief Planners' Conference

The annual Planning Ministers' and Chief Planners' Conference was held in Melbourne in May 1983. Ministers and Chief Planners from Australia and New Zealand attended and the Department of Planning organised the conference over four days. Items of discussion included: planning in an economic crisis; conserva­ tion and development; rural economic development and provincial centres; plan­ ning to meet recreational needs; coastal development pressures; and public involve­ ment in policy and decision making. The next Planning Ministers' Conference will be held in Darwin in June 1984.

Visit by West German Planners

In association with the Royal Australian Planning Institute and the Goethe Institut, the Department organised a number of functions, seminars and workshops for six visiting German planning experts during August and September 1982. The visitors conducted seminars on public transport, pedestrianisation, urban develop­ ment and housing policy.

World Town Planning Day

World Town Planning Day is celebrated on 8 November each year to increase public understanding of the achievements and benefits of planning. This year the celebrations were extended over a week, from 8 to 14 November, and based on the theme 'Down by the Riverside', to increase public awareness of rivers and their surroundings and how planning could improve and protect areas for the benefit of the community. Events were held along the Yarra and Maribyrnong Rivers, in­ cluding boat trips, and ferry taxis from Princes Bridge to Batman Park. In Ballarat a display on the Yarrowee Creek was held in the State Government offices. World Town Planning Week 1982 was organised by the Royal Australian Planning Institute (Victorian Division), and sponsored by the Department, the MMBW and Southern City Ford.

Frederick C Cook Memorial Award

This award is presented each year to the outstanding final year student of town planning at the Royal Melbourne Institute of Technology. This year's winner was Phillip Borelli.
