If you consider that you may not meet the refugee definition or you have already been rejected for refugee status, but, nevertheless you can not re‑ turn to your country of origin for humanitarian reasons, you have the right to submit an application for Temporary Asylum status, in accordance to the Article 12 of the Federal Law “On refugees”. Humanitarian reasons may con‑ stitute the following: being subjected to tortures, arbitrary deprivation of life and freedom, and access to emergency medical assistance in case of danger‑ ous disease / illness. II. Who is responsible for determining Refugee status? The responsibility for determining refugee status and providing le‑ gal protection as well as protection against forced return to the country of origin lies with the host state.     “We Are on the Brink of Disaster”: Revolution, War and Imperial Conflict in Blagoveshchensk-Heihe Yuexin Rachel Lin When Russian imperial power extended to the Amur in the mid-19th Century, Blagoveshchensk- Heihe became one of the foremost sites of imperial competition. The proximity of the Chinese and Russian cities, within sight of each other across the Amur River, engendered both connection and conflict, while the strategic waterway attracted Japanese trade. Some of the starkest manifesta- tions of Sino-Russian conflict had erupted there, including the 1858 Treaty of Aigun and the 1900 massacre of Chinese during the Boxer Rebellion. Control over Chinese migration became a peren- nial problem - which led to the deeply-resented river-crossing permit regime - and Japanese inter- est in commerce and shipping challenged both Russian and Chinese interests. Historical memories of such conflict persisted even as the Qing and tsarist regimes collapsed. They were brought to the fore by the arrival of the 1917 Russian Revolution, when the collapse of Russian state power offered the opportunity to recover past losses. This paper examines the vio- lence of the revolutionary and Civil War period in Blagoveshchensk-Heihe from the perspective of the Chinese community in both cities. It focuses on key economic and political actors — diaspora leaders and border officials — who formed self-defence organisations, appealed for greater military and diplomatic presence in Russian territory, and warned of Japanese opportunism on the Amur. In so doing, they appealed to emotive “moments” in Sino-Russian historical memory, particularly the Aigun Treaty and the Blagoveshchensk massacre. Therefore, this paper argues that the revolu- tionary upheavals in Russia fed into long-term discourses of Sino-Russian conflict, and that shared historical memories enabled disparate groups to take part in revisionist activism.

ABSTRACT The study of a large array of ash waste from landfills of energy sector enterprises in Primorsky Territory was made. Data on the content of gold and silver in the ash and slug waste of some energy enterprises in Primorsky Territory was given. Group of samples with high content of gold and silver was found. Silver content was found within 0.5-29.7 g/t limits. Gold content was found within 0.004–0.45 g/t limits. The information on the chemical composition of the investigated slag samples was given. Based on these data, the method of separation of ash and slag waste in the individual mineral fractions was proposed. The possibility of gold concentration in the non-magnetic fraction of the slag cleared of silt, clay, black charcoal and magnetic minerals was shown. SYMES and STEPHAN WOODBORNE Summary 13 15 Stable isotopes (dD, d C, d N) were measured in adult and juvenile Amur Falcon Falco amurensis feathers to understand the migratory connectivity of this species. Using the OIPC (Online Isotopes in Precipitation Calculator) and a calibration curve for American Kestrels Falco sparverius we predicted the breeding range of South African Amur Falcons in the Palaearctic. dD values for juvenile feathers (mean 6 SE 5 À58.1 6 2.5&, range À83.9 to À25.7&) and predicted Palaearctic annual precipitation values indicated that juvenile Amur Falcons in South Africa originated from across their entire Palaearctic range. This rejects the leapfrog migration hypothesis and suggests the widespread movement of birds south, with a funnelling effect into the subregion where they become concentrated over a narrower distribution range. Adult dDf values were more depleted (À37.4 6 1.8&, range 5 À71.3 to À9.3&) than predicted annual precipitation values for sites where feathers moulted in South Africa (À20.2 6 0.9&) but there 13 was no correlation between dDp and dDf. This, together with significant variation of d C among sites and annual fluctuations in roost sizes, suggests that roost site fidelity is low in the overwintering range. Populations not confined to breeding sites in South Africa are able to move widely across the subregion, feeding on a broad range of arthropods that become seasonally abundant during the austral summer.
