Agenda of Parish Council Meeting on Monday, 30th September, 2019 in Chittlehamholt Village Hall at 7.30 p.m. (to be held immediately after the Parishioner’s Open Session) 1. Apologies 2. Declarations of Interest and Dispensations 3. Reports a. Police - to receive a report on current issues. b. District Councillor – to receive a report on current issues for North Devon Council (NDC). c. County Councillor – to receive a report on current issues for Devon County Council (DDC). 4. To receive and approve the Minutes of the Meeting held on 19th August 2019 (circulated separately) 5. To consider issues raised in the Parishioners’ Open Session 6. Maintenance of roads, footpaths etc. to receive update and agree action (if any) on the following matters: a. Highways: • Maintenance/verge ploughing – 2019/20 – to progress phase/year 2 activity on parish roads (ref Strategy Task & Finish Group report 22 January 2019 (para 2.2). • Trees – to consider a community publicity campaign. b. Progress with issues reported to Highways (e.g. road repairs, hedge trimming, traffic calming etc.) (SW) c. Broken noticeboard – Village car park – to consider costs and work for a temporary repair (AK). d. Willow House (Launds playing field) – to receive feedback from parishioners related to the Council’s proposal to remove the house (if any). e. Launds Playing Field – to agree renewal of grass cutting contract/request quotes from potential suppliers. P a g e 1 | 3 7. Projects: a. Chittlehamholt telephone box – to consider project for renovation – ‘3 Parishes Museum’. b. Satterleigh Church – to support maintenance of memorial lychgate and to receive a parishioner’s letter in support of this objective (circulated separately). c. Chittlehamholt War Memorial: • To agree maintenance request to community for tradesperson support and Chapter 8 road closure for works. • To receive/consider e-mail from a parishioner (circulated separately). d. Defibrillator • Satterleigh and Warkleigh defibrillator – to provide update and consider potential grant funding requirements. • First responder training – to agree Council contribution to trainer charity funds. 8. Strategy Task & Finish Group a. Meeting held on 23rd September 2019 - to receive a report. b. Parish Plan – investigation of housing need in support of item 11 (note: a high priority was given to this item by parishioners – 65% support on the Parish Survey). 9. Planning - to receive and consider planning applications, correspondence and follow up issues a. Class Q applications – to receive NDC response (circulated separately). b. Highbullen Hotel – application 70318 – (some reserved matters) – for 15 holiday lodges (ref outline planning permission 58603) – to receive copy of Council’s response to NDC and update (if any). c. Greendown Farm, Chittlehampton, EX37 9QR – application 70387 - prior approval for change of use of agricultural building to form four dwelling houses (one larger and three smaller) (Class Q(A)(B)) – to consider application (circulated separately). d. Barn at Firebeacon Lane, Chittlehamholt, EX37 9DL – application 70290 - conversion of Existing Agricultural Building to dwelling (circulated separately). 10. Finances a. Current balance – to be advised of the current balance (Clerk). b. Storage card for camera – to consider purchasing storage card for camera (PB) c. ‘Grant’ for Warkleigh and Satterleigh PCC – to receive a request from the Treasurer for a grant towards the upkeep of the churchyards (circulated separately). d. Payment – to approve the following payment: i. ‘Grant’ to North Devon Record Office – £100 for ‘grant’ to the North Devon Record Office (ref Minute 11/06/19c) – payable to South West Heritage Trust. ii. Came & Company Local Insurance – in the sum of £649.68, to be paid monthly via direct debit (ref Budget line 27 2019/20) (renewal documentation circulated separately). 11. Training opportunities for Councillors/Clerk - to note routine DALC newsletters (circulated separately). 13. Correspondence and comments received a. Climate Emergency: • Climate Emergency Network – to receive and consider suggestion by Professor Peter Howard related to this proposed Network (circulated separately) (AC) P a g e 2 | 3 • North Devon Council Lead on Environment – invite to attend a one-day workshop on Saturday 26th October in Barnstaple (circulated separately) • Ottery St Mary Town Council – invite to a Climate Change Seminar on 24th September (circulated separately) b. Rural Bus Campaign – to receive an e-mail promoting a meeting on 19th October in Barnstaple (circulated separately). c. Chittlehamholt, Warkleigh and Satterleigh Village Hall – invitation to AGM on 16th October 2019 at 7.30 p.m. (circulated separately). d. DCC Highways – Roadmap – to receive newsletter (circulated separately). e. North Devon Council – to note events will be held in the year to ask views on proposals for the regeneration of Barnstaple Town Centre.
