March 8, 2012 COMMITTEE MEETINGS (Agenda Items I & II) The Digital Humanities, Education Programs, Federal/Sitate Partnership, Preservation and Access, Public Programs, and Research Programs Committees met to discuss grant proposals, programs, and policy issues. Friday. March 9, 2012 PLENARY SESSION - OPEN TO THE PUBLIC (Agenda Item III) Chairman Leach called the one hundred and seventy-sixth meeting of the National Council on the Humanities to order at 9:00 a.m. A quorum was present. MINUTES OF THE PREVIOUS COUNCIL MEETING (Agenda Item III.A) The minutes of the one hundred and seventy-fifth meeting of the Council were adopted without amendment. REPORTS (Agenda Item III.B) 1. Introductory Remarks Chairman Leach welcomed attendees to the meeting of the National Council and provided an overview of recent activities and events at NEH. He began his remarks by reporting that the White House recently announced this year's recipients of the National Humanities Medals. He extended thanks to the members of the Council for help in shaping the list of candidates recommended to the President. Further, he noted that quite a few members of the Council were able to attend the White House ceremony and that the President's inspirational remarks were a testament to the contribution the humanities make to the intellectual and cultural life of the nation. Chairman Leach also 176:6 expressed gratitude to the President and First Lady for providing the opportunity to bring national attention to humanities scholarship. Next, Chairman Leach reported that NEH had just announced the opening of the nomination period for the 2012 National Humanities Medals, and that the Council will consider the nominations at its next meeting in July 2012. Chairman Leach then notified the Council of NEH's decision to initiate a new award involving the presentation of a certificate to individuals who contributed significantly to the humanities outside of the academy, in a state or regional context, for example. Chairman Leach reported that last month he traveled to Massachusetts, where he awarded the first Chairman's Commendation to Phillip Lampey for his lifetime of research in early American election records. The commendation. certificate praised Mr. Lampey for a lifetime dedicated to collecting, collating, and preserving the most basic records of American democracy. Chairman Leach then brought the Council's attention to the upcoming Jefferson Lecture, to be delivered by Wendell Berry, a noted poet, novelist, farmer and conservationist. Chairman Leach announced that Mr. Berry will discuss man's interaction with nature as depicted in history, philosophy and literature in a lecture entitled "It All Turns on Affection," to be delivered at the Kennedy Center in Washington, D..C. on Monday, April 23, 2012. Next, Chairman Leach turned to a budget matter. He reported that the President's recently released budget request for fiscal year 2013 includes a modest increase in the amount requested for NEH. He remarked that each day he is reminded of the extraordinary work NEH grantees do with the financial resources provided by the agency. To illustrate his point, Chairman Leach cited five NEH-funded film projects, all of which have or soon will be aired on HBO o.r PBS and have garnered considerable critical praise: Freedom Riders, an Emmy-award winning documentary that chronicles the experiences of over 400 Americans who risked their lives to challenge segregated transportation in the American south in 1961;
