 Area vast,nearly 1/10 of the total area  residents concentrated, long winter heating time need.  Geothermal resources can be mined easily (3000m well drilling is accepted )  Compulsory policy requires all fossil fuel boilers must be demolished and replaced by new energy  heat pump application successful and widely Limitations to geothermal development

 Geological work not enough for understanding of geothermal resource  over-mined and non-reinjection system caused serious effect for long-term conduction  Rural areas are not satisfied on large-scale, concentrated and high-efficient geothermal utilization.  laws and rules and policies are still short in some aspects Management schedule and future scheme

 New situation need new mechanism. Basic and public energy supply strategy is setting, some studying subjects are on doing.  New policy on prospecting and mining right will come out this year  New develpoment model between government and social investment is on exploring.  Reinjection will compelling, monitoring is forced  Encouraging policy will tilt to cascading and reinjection systems Third part:

 CONCLUSION  Hebei face great pressure, has to seek new ways to solve problems on energy supply and emission reduction.  Geothermal rich and increases rapidly  Heat pump use widely in both geo and non- geothermal area, can be used partly for geothermal cascading utilization .  Prospecting and mining right policy can promote integrative step on investment , 300 rights are waiting for approval by government.  Reinjection and monitoring must be carried out strictly especially in over-mined area.
