RULES FOR ACCEPTANCE AND PARTICIPATION IN THE PROGRAMS Rules for acceptance and participation in the programs are the same for everyone without regard to race, color, national origin or handicap.

CANCELLATION POLICY In all programs offered by the Patriots’ Path Council, BSA, a great deal of planning and purchasing takes place well in advance. These plans include, but are not limited to, staff, food, program materials, patches and awards, rental and purchase of equipment, and in some cases, items of clothing such as T-shirts that are given as part of a program fee. When an individual or group makes a reservation for an activity or program, these items are included in ordering of materials and staffing for that event. Refunds: Individuals or groups that cancel a program reservation 30 days prior to the date of the event will receive a refund of fees paid, less a 15% administrative . No refunds will be made after the 30 day cancellation deadline, unless there is a medical or other emergency. ALL CANCELLATIONS MUST BE MADE IN WRITING AND SENT TO THE DOUBLEKNOT EMAIL CONTACT

2016 Munsee District Pinewood Derby Rules 1. NEW CAR: Car must be built this year. Cars from earlier years are not eligible. 2. OFFICIAL KIT: The car MUST be built by the Scout (parents may assist) from the “Official Grand Prix Pinewood Derby Kit” supplied by an authorized Scout Store. No other car kits or parts from other car kits are acceptable. 3. WHEEL AND AXLES: The car must use only the Official BSA embossed black wheels and axles supplied in the “Official Grand Prix Pinewood Derby Kit.” No springs or suspension systems. The built-in axle slots in the block MUST be used; the length of the wheel base cannot be modified. Axles may be glued into the car. Any burrs or mold excess may be sanded off. No rounding or reshaping of wheels is permitted. Excessive sanding or work done to wheels will not be permitted. No bearings, washers, bushings or other “non-kit” additions are allowed. All 4 wheels must touch the track surface with wheel surfaces flat on the track. 4. SELF STARTING: Cars will be started simultaneously by gate lever. No part of the car will extend past the starting line when positioned on the track. Any car with a pointed nose which does not rest against the starting pin properly may, at the discretion of the race officials, lead to disqualification. The car may be run backwards if necessary to avoid disqualification. 5. LUBRICATION: Only dry powder graphite or BSA Wheel and Axle Lubricant may be used to lubricate wheels and axles. No oil, grease or silicone lubricants are allowed. 6. LOOSE ITEMS: Any decoration or added weight must be permanently attached to the car with glue, nails or screws. 7. WEIGHT: The car (including paint and decals) must be a maximum of 5.00 oz. The weight shown by the scale will be official for all cars regardless of any other claims. Weight changes are permitted during the registration period, but not once the car has been quarantined. No liquid or movable weights or mercury-weighted cars will be allowed. 8. DIMENSIONS: The car must be 7 inches or less. The car must be 2¾“wide or less. The wheels must be 1¾“apart. The car must have clearance above the track of at least 3/8”overall and not more than 5/8” at nose and axles. 9. RACE OFFICIALS: To ensure fairness, Race Officials will make the final judgments on the qualifications of all cars. Race Officials may suggest reasonable adjustments to cars to avoid disqualification. Provided that a car has been approved by Scout Unit Officials and continues to meet the weight and dimension criteria for qualification on the District level, a Pinewood Derby car will be raced according to its design at the time of registration. 10. QUARANTINE: After registration, car will be quarantined; no cars may leave the quarantine area. Re-lubricating of wheels will not be permitted once the cars are quarantined. 11. CRASHES, TIES and DISPUTES: If a car leaves the track or a wheel comes off before the car reaches the finish line (and the car can be repaired), the race will be rerun. A one-time, five minute pit stop may be allowed to repair the car. The official District mechanic or designee in consultation with the parent will make all repairs. Only the District mechanic or designee may handle the car. If the time for two or more cars is tied, the race will be rerun with cars kept in their original lanes. All disputes are subject to the resolution of the Race Officials. 12. ROSTER and RACE DIVISIONS: Races will be held for each of the following Divisions: Tiger, Wolf, Tiger-Wolf Parents, Bear, Webelos, Bear-Webelos Parents, Arrow of Light, Girl Scout Daisies, Brownies, Juniors and Cadettes and Open Division. The top four cars at the Unit level based on race time and those cars judged to be “Most Original” and have “Best Workmanship” may be entered in the Roster for each Division. Each car races in 3 different heats in a different lane to eliminate track bias. Each car may race in only one Division. 13. LATE ENTRIES: Entries cannot be accepted after the close of registration for each Division level. 14. SCOUT ENTRANTS: All Scout’s cars must have raced in a local Scout Unit Pinewood Derby to be registered in the District Derby. 15. ADULT ENTRANTS: Cars entered by adults must be a newly built car that has NEVER raced as a Scout’s car in a Pinewood Derby. 16. AWARDS: The best time for each Division will be determined by the combined average time of the three heats. Trophies based on time will be awarded to the top three District winners in each Rank Division and medals to 4th place winners. At the District level, available Scouts will judge cars for certificates to be awarded for a variety of categories in each Rank Division. Otherwise, certificates may be awarded by the Race Officials. Cub Scout Parents may compete for "Lord Munsseess" Cup, 1st Place winner to be awarded at the Annual District Recognition Dinner. 17. REGISTRATION: One person from a Unit should register Scouts as a group via the Munsee District Calendar registration link. Only those Scout names listed from group registration will be entered into the racing roster. Individual Scouts that do not register with their Unit may still compete in their Rank if they register with the corresponding Rank Division the day of the race. Those registering the day of the Derby will be charged the Late Registration Fee at the door.
