1. Confirmation of Minutes

The minutes of the Metropolitan District meeting held on the 19th June 2017, were proposed by Cllr. Daniels, seconded by Cllr. Hearne and agreed. The minutes of the Annual General Meeting held on 30th June 2017 were proposed by Cllr. Brennan, seconded by Cllr. Hearne and agreed.

2. Matters Arising

Cllr. Roche requested an update on the letter to Minister Harris in relation to 24/7 cardiology in Waterford. B. Duggan SEO confirmed that no reply had been received. Cllr. Roche proposed sending another letter signed by both Mayors. Cllr. O’Neill requested an update on maintenance and sponsorship of roundabouts. Cllr. Kelly requested an update on works at Cliff Road, . F. Galvin, DOS 1

outlined ongoing arrangements for roundabouts. C. O’Neill SEE outlined details relating to the works at Cliff Road. Cllr. Roche requested an update on Newgate Street and that weeds between Ballygunner and Passage Cross be dealt with. F. Galvin DOS confirmed that the weeds will be dealt with. J. Sullivan SEO confirmed that a building contractor was using the Newgate Street property as a depot and has been secured. Cllr. Kelly asked for an update on Greenway signage. F. Galvin, DOS outlined that additional signage will be put in place. Cllr. Mulligan asked for an update on the parking by text initiative and on the Information Arch in Barronstrand Street; he also requested that the hedges around Passage Cross and the trees in John Roberts Square be pruned back. F. Galvin, DOS confirmed that the parking by text contracts are being evaluated and that the hedges at Passage Cross and the trees in John Roberts Square are listed for works. B. Duggan, SEO confirmed that the Information Arch removal was being examined and will report back.

3. Planning

a) Planning Lists already circulated by email b) Housing Estates not yet taken in charge- sent by email Cllr. Fitzgerald enquired about the taking in charge of unfinished estate at Airfield Point in . Cllr. Hannigan requested an update on the Tramore scheme. J. Sullivan, DOS agreed to check the Airfield Point and the Tramore scheme and revert. c) Event Licence – Spraoi Festival – Completion of the Process was proposed by Cllr. O’Sullivan, seconded by Cllr. Brennan and agreed. d) Material Contravention of the Tramore Local Area Plan 2014-2020. Ref. No. 16/761 – P. Kelly, AO outlined the nature of the contravention and confirmed that the decision fell within the jurisdiction of the Metro Council. L. Power, District Manager confirmed that the Planning Authority certified the site notice and that proper procedure was followed. Following discussion, it was proposed by Cllr. Roche that the matter be discussed at the end of the meeting. e) Planning & Development Act, 2000 as amended Planning & Development Regulations 2001 as amended Part V111 – Commencement of process for the construction of 57 houses in Slievekeale, Waterford City was proposed by Cllr. Kelly, seconded by Cllr. Fitzgerald and agreed.

4. Reports

Cllr. Kelly enquired about traffic changes in the city centre, referring to the submission of a petition by local residents and requested that illegal parking at New Street be monitored. Cllr. Fitzgerald asked about resurfacing at Gaultier Cross, traffic lights at Light of Christ School in Dunmore East, he requested additional signage by Jack Meade’s bridge, enquired about staffing levels and outlined that illicit campers at Woodstown are causing problems. L. Power, District Manager confirmed that a meeting with local residents has been committed to and that the area of New Street has been coned off to prevent illegal parking. C. O’Neill, SEE confirmed that the works at Gaultier Cross is scheduled for end of July and that works at Dunmore East will commence in September, he also agreed to follow up on the request for signage at Jack Meade’s bridge; he agreed to place beach bye- law signs at Woodstown. Cllr. Brennan complimented the upkeep of roundabouts by council staff; she enquired about the ecology study on John River and asked for an update on Ryan’s Pub in Ballybeg, on Cherrymount and Sheeps Bridge and dumping at Couse Bridge roundabout. Cllr. Brennan also asked about road line marking schedules, trees at Scoil Lorcain which need cutting back and progress at T&H Doolins bar. Cllr. Murphy asked about plans for the city walls, raised an issue about burnt out cars at Lacken Wood and the maintenance of properties in private estates which have been purchased by the Council. Cllr. Hannigan requested that street lighting be installed at Tramore Cross, that a name sign be placed at Newtown Mews and that the ivy be cut back at Ballycarnane Woods. P. Kelly, AO outlined that the John’s River Report is being collated; he will follow up on the request re city walls at Reginald’s Tower. F. Galvin SEO noted the dumping and tree/ivy pruning issues for follow up and agreed to follow up on the burnt cars at Lacken Wood. C. O’Neill SEE confirmed that 2 a road marking contractor has been appointed and that a consultant has been appointed to examine the Tramore Cross area for street lighting; he also agreed to follow up on the request for a name plate for Newtown Mews. J. Sullivan SEO requested that addresses of dilapidated properties purchased by the Council be forwarded on for follow up. Cllr. Daniels outlined the need for growth to be cut back on the old Ballygunner Road and near the Maxol garage on the Dunmore Road, he requested that briars be cut back at Ballinakill and that a handrail be placed at the steps leading into Island View; he asked for a review of the movement of traffic on the Outer Ring Road and an update on the fountain in the People’s Park. Cllr. Hearne outlined dumping black spots and asked for action to prevent same; he raised the issue of transient groups attempting to gain access to lands owned by NAMA near Carrig an Aird; he outlined an issue with soft tar at Lismore Park following Irish Water works; he asked for an update on Larchville Housing scheme. Cllr. Quinlan enquired about caravan parking at Pebble Beach and Estuary Road and about CPO process in Ferrybank relating to the proposed North Quays Development. P. Kelly AO agreed to revert on caravan parking. C. O’Neill SEE agreed to follow up on cutting back growth on the old Ballygunner Road and in Ballinakill; he will examine the proposal to fit a handrail at Island View and agreed to follow up on the traffic flow on the Outer Ring Road. F. Galvin DOS confirmed that funding has been secured to target dumping black spots; he outlined that the issue at Lismore Park falls under the responsibility of Irish Water and that works are on-going to provide a suitable alternative solution to getting the fountain in the People’s Park working again. L. Power, District Manager outlined the CPO process in relation to the proposed North Quays Development. J. Sullivan SEO confirmed that the owners of Ryan’s Pub in Ballybeg are in discussion with the planning authority in relation to the property. Cllr. Mulligan raised an issue with auctioneer signs, he enquired about availability of funding for the John’s River clean up, he requested that the T.F. Meagher’s bridge be fitted with a sign showing the name of the bridge, he also enquired about signage for taxi ranks at John Street/Manor Street and Island Road, Dunmore East. Cllr. Roche reported that pedestrian lights at the school in Ferrybank are out and she requested clarification on the pre-public consultation which took place in relation to the proposed North Quays Development. Cllr. Griffin requested an update on the Doyle Street houses, on parking issues in O’Connell Street and on trees in Pine Court; he also requested an updated list of internal changes within the Council; he asked that the green area at Butlerstown Pumping Station be made available for use by local residents. Cllr. Hearne referred to the agreed allotted speaker times. Cllr. Kelly expressed that there is too little time to discuss four reports in three minutes per councillor. L. Power District Manager confirmed that this is a member’s decision; he outlined that in relation to the material contravention all information was circulated to members in good time (14/06/2017). Cllr. Daniels enquired about the advancement of the proposed Michael Street and North Quays Developments. J. Sullivan SEO agreed to revert on the Doyle Street and Larchville queries. Cllr. Carey pointed out that the Sewer Plant is overgrown; he asked about lights in Crooke and the Passage East goats. C. O’Neill SEE confirmed that the pedestrian lights in Ferrybank have been repaired and outlined a legal issue relating to Island Road, Dunmore East; he outlined that the site of the T.F. Meagher bridge is owned by Celtic Roads Group and agreed to contact Transport Infrastructure Ireland again in relation to the request for a sign for the bridge. F. Galvin DOS confirmed that there are no national grants available to assist with the cleanup of John’s River and said the Council will continue to support such cleanups; he confirmed that the signage for the taxi ranks will be in place within the next few weeks; he agreed to follow on the cutting back of trees at Pine Court, the request for the hand back of the green area at Butlerstown Pumping Station and ask Irish Water to clean up the Passage East Sewer Plant. Cllr. O’Sullivan commented that the previously held Area Meetings were very beneficial to cover issues, the Mayor concurred. E. Ruane SEO outlined that holding a further three meeting would pose a resource issue. Cllr. O’Neill asked that an update newsletter be sent to the residents of Spring Garden Alley re the upgrades needed in the area; he requested that the trees at the Tower Hotel be cut back and asked for an update on works on the footpath at Ballytruckle; he enquired about the position if the finance required for the Michael Street Shopping Development/North Quays Project is not be secured. F. Galvin DOS confirmed that tree trimming will take place in the autumn, he pointed out that budgets are fully committed at this point but that he will examine the request to upgrade Spring Garden Alley and John Avenue. C. O’Neill SEE outlined that works at Ballytruckle have been carried out as part of the resurfacing works. L. Power District Manager outlined the process in applying for capitol allocation and agreed to circulate the Indicon Report.

5. Piltown/Tramore & Waterford City West meeting

B. Duggan SEO outlined the schedule and role of meetings of the Piltown/Tramore and Waterford City West group. Cllr. Griffin suggested opening up the membership. L. Power District Manager confirmed that the decision on membership rests with the Metro Council. Cllr. Quinlan outlined the nature of the meetings. L. Power District Manager suggested that the matter be considered over the next few weeks and revert with a decision in September.
