As chair of the AALS Section on State and Local Government Law, organized section’s scholarly contribution to 2016 Annual Meeting, held in , January 2016.

American Bar Association, 1991 – present As a member of the Section of State & Local Government Law, served on the Higher Education Law Committee. Presented at Section’s 2014 Annual meeting. As an active member of the Section on Administrative Law and Regulatory Practice from 2006-09 and as the co-chair of the State Administrative Law Committee from 2007- 09, co-authored survey of section members regarding state approaches to, among other things, central panels of administrative law judges, electronic publication of administrative rules, and incorporation of Model Administrative Procedures Act of 1981 into state law. Contributed several short pieces on administrative law developments at the state government level to Section publications.

As a member of the Section of State and Local Government Law, participated in section’s National meeting presenting my work about the relationships between institutions of higher education and local governments. In 2005, I nominated two PLSG Fellows for the Section’s

Student Award for Academic Excellence. PLSG Fellows Michael Montageno and Shariq Siddiqui won the awards based on their Fellowship work on the topic of integrity in public Service. On behalf of the Chair of the Section, I presented the awards and ABA publications on ethics in government to the award recipients at the 2005 Fellowship Symposium.

Indiana State Bar Association, 1991 – present Serve on state legislation committee’s law school for legislators’ subcommittee. Work with lawyers, judges, professors, court officials, legislators, and lobbyists to frame and host annual educational seminars for new and returning elected state representatives and senators (November 2014, November 2012, November 2011).

Indianapolis Bar Association, 1991 – present Served as pro bono advocate and law school liaison for the IBA’s educational advocacy pro bono project from 2007-2012, including collaboration with youthlaw.org to address unique educational challenges for children in foster care. Co-represented and represented two child/student pro bono clients. In addition to helping clients, this pro bono work reconnected me to the difficult work of practicing law and has increased my expertise of education law issues.

As an executive committee member of the IBA’s Government Practice Section from 1999-2009, improved the section’s educational and professional development efforts underwent change in a myriad of ways. Efforts include nominating law students to serve as student members on the executive committee, moderating several panel discussions regarding legal developments at the local, state, and national level, and co-chairing an educational series on economic development.

Indiana Commission for Higher Education, 2009 – 2011 Commission Member, Upon appointment by the , served with other commission members to develop and implement a long-range plan for postsecondary education. Responsibilities included preparing for and participating in monthly working sessions and public meetings throughout the state of Indiana, hosting the Faculty Leadership Conference on behalf of the Commission, and carrying out the role and duties of the faculty representative of the Commission.

Indiana Code Revision Commission, 2000, 2002, 2008 Commission Member, Under appointment by Leader of Indiana’s House of Representatives, charged with recommending technical corrections to portions of Indiana Code identified by the Indiana’s General Assembly. In 2008, addressed anomalies of non-code sections of Indiana law. In 2002, the Commission revised Title 32 (Property) and in 2000, Title 10 (State Police, Civil Defense and Military Affairs).

UNIVERSITY SERVICE

Director, Program on Law and State Government, 1997 – present Serve as founding Director of the Program on Law and State Government (PLSG), a program dedicated to fostering study, research and legal education on critical legal and regulatory issues facing state governments. Major initiatives of the Program include the State Government Externship and Course, the Fellowship Program, and the Public Policy Mediation Course.

Director of Experiential Learning, July 2017 – June 2021 Direct and advise students, faculty, and administration regarding experiential learning opportunities at IU RHM School of Law.

Faculty Advisor, Program on Law and State Government Externships, 1999 – present Maintain over 60 PLSG externship placements in the executive and legislative branches of Indiana’s state government. Coordinating the wide variety of externship placements for each semester’s constellation of student interests requires reviewing students’ applications, resumes, and writing samples, interviewing student applicants, communicating with a constantly changing landscape of prospective supervising attorneys, keeping abreast of state government developments affecting externship opportunities, maintaining open lines of communication with participating supervising attorneys, and evaluating potential externship opportunities for continuing PLSG development.

Faculty Advisor, Program on Law and State Government Fellowship, 2000 – present Created and advise extracurricular academic experience for students interested in contributing to the contemporary scholarship of legal issues facing state governments. Responsibilities include managing the competitive application process, selecting the fellows, providing academic guidance throughout the fellowship year, coaching fellows’ symposia presentations and materials, strengthening fellows’ network with state government officials, law school faculty, and the legal and academic communities at large, and moderating annual symposia.
