Minsk, Belarus (At the Philological Faculty of Belarusian State University) 9:00 – 9:30 Welcome statements – Vice-rector of BSU Uladzimir Astapenka, Dean of the Philological Faculty Ivan Rovda, and Director of the ACLS Humanities Program Andrzej Tymowski 9:30 – 9:45 Website presentation – Olga Bukhina 9:45 – 10:45 Plenary session Studying cultural innovation in the borderlands: Perspectives from Belarus, Estonia, and Ukraine – Ihar Babkau, Ljubov Kiseleva, Yaroslav Hrytsak The designations "peripheral" or "provincial" connote not only distance from centers of Great Culture, but also backwardness and sluggishness. However, it can be argued that quite the opposite is true – people and places located far from cultural and political capitals experience conditions that stimulate and enable innovation. Borderlands exist at the point of intersection of distant and local cultures; they provide a vantage point outside the main stream from which to observe and assess its flow; they are home to communities that understand "world-languages" but are also able to communicate in languages that Great Cultures cannot understand; they provide inspiration to gifted individuals whose works – in some cases – become cultural landmarks (monuments). Three speakers will discuss the experience of studying the multicultural creativity of borderlands from their locations in three cities "on the margins."     Internationalisation of Higher Education in Belarus: External REPORT Survey Research conducted n frames of HARMONY project, KA2 Erasmus + Programme – Capacity Building Introduction This report is prepared in the framework of HARMONY project (Development of approaches to harmonization of comprehensive internationalization strategies in higher education, research and innovation at EU and Partner Countries) funded by the Erasmus + Programme (KA2 Erasmus + Programme – Capacity Building) of the European Union. HARMONY Project No: 561561-EPP-1-2015-1-ES-EPPKA2-CBHE-SP The questionnaire was prepared with the purpose of analysing the level of internationalisation of higher education, research and innovation in countries participating in the project. The questionnaire development was achieved through methodological workshop on questionnaire drafting. The questionnaire drafting was produced by partners for each Partner country: Armenia, Belarus and Russia as well for EU countries in order to address the peculiarities of each side. This report analysis the current state of higher education internationalization in Belarus based on the study outcomes. Implementation: The questionnaire developed within the HARMONY project was sent to the universities by the Ministry of Education of Belarus to all higher education institutions, the responses were collected by the Belarus State University staff. General information The data is provided for 2015-2016 academic year. 38 universities answered the external questionnaire in Belarus out of 51 universities. This was due to the need for recreational sectors of the economy, which in turn was caused by the increasing demand for tourism and recreation on behalf of the population. Tourism research has its origins in theory of recreational geography, which was best suited to the needs of a planned economy. During the economic crisis in the 1990s, a stagnation in tourism research took place. In the early 2000s, owing to the intensification of international tourism, development of market relations and the improvement of the economy, tourism research gained new impetus. However, the methodology of recreational geography was not enough: there appeared a need for a close cooperation with foreign scientific schools and universities. The drive for mutual cooperation between Belarus and the EU in tourism science and education has resulted in TEMPUS projects. This article reviews the history of tourism development, tourism, scientific research and tourism education in Belarus. It characterizes the state tourism industry and describes the problems that could erupt with further development of the tourism business in Belarus.
