Shepway Local Winter Service Plan Winter Service District/Team Handbook 2010-11 Appendix 1 Shepway Local Winter Service Plan KENT HIGHWAY SERVICES SHEPWAY LOCAL WINTER SERVICE PLAN FOR 2010/11 1 Winter Service District/Team Handbook 2010-11 1. KHS policy statement and plan This will be the document approved by Environment Highways and Waste policy Overview Committee. Refer to KHS Net 2. Winter service procedure During normal working hours the team leader will deal with all winter service matters, including managing local action in snow/ice emergencies. The Duty Officer (DO) will assume control out of hours. Team Leader (TL) will also ensure that adequate support is provided to DO out of hours in emergency situations and that a suitable handover briefing takes place at the start and end of the normal working day. 2.1 The Duty Officer will commence duty at 17.00 hours on Friday until 09.00 the following Friday and will be responsible for all the actions below. The DO may be required to become involved before 17:00 hrs to enable proper hand over of information. This will be dependant on the severity of the conditions. Assistance will be given but the ultimate responsibility will be with the DO. 2.2 Immediately after 1400 hours daily the weather forecast/information will be available. (Update forecasts may be available at 21.30 hours each day, or when issued.) 2.3 Instructing and recording actions – Any initial standard actions will be passed to Ringway by the WDO. For normal in hours (09:00-17:00) The District team will record add hoc actions taken on the Winter Service action sheet (attached as Appendix 2). This will instruct Ringway of the action that is needed. Provide as much detail as possible on the form. This is then sent by email to Ringway in advance of the work. Out of hours (17:00 -09:00) and in the event that additional actions are needed also use the winter Service action Sheet, recording as much information as possible and pass this information by phone to the Ringway Duty Supervisor. If, in the opinion of the duty officer, or on a site check, different action is taken to that recommended by the Winter Duty Officer (WDO), please inform the WDO. Ringway will be informed directly of the main action. Duty Officer will decide and instruct on any other action needed. The winter service action sheet should also be copied by email to the relevant Priority Response Officer, Team Leader and Community Delivery Manager. The PRO will ensure that a WAMS order is raised as soon as practicable. The PRO will save the form in the designated folder on the KHS IT system. 2.4 At weekends/bank holidays the winter forecast/action will be sent out at 14.00 hours or soon thereafter. In the event that a forecast is not received the DO will phone the KCC forecast to receive forecast and instructions. 2.5 If there are any changes, i.e. rain, contact the Ringway Winter Duty Supervisor as soon as possible to cancel/ amend the instruction and inform the WDO 2 Winter Service District/Team Handbook 2010-11 2.5 A snow/ice emergency can only be declared by a Community Delivery Manager (CDM). In the event of a snow/ice emergency being declared by the CDM, strategic action should considered, i.e. opening an Emergency Room and calling in other staff etc. 2.6 In a declared snow emergency the priorities are primary routes, secondary routes, recorded snow clearance priorities and finally anything reported by the public etc. All public reports are to be logged on the agreed spreadsheet (Appendix 3) This will usually be completed by the community liaison team who will also ensure that these enquiries are entered into the WAMS system and followed up accordingly. Staff Rotas Personnel Roles Duty Officer (DO), is the Duty Officer who assumes responsibility for winter service out of hours and is usually the same DO that would deal with all out of hours calls. Winter Duty Officer (WDO) is the KHS officer who receives weather forecasts and decides the appropriate salting actions. Shepway SD will be called upon to assist when a snow emergency is called. Footway routes are to be cleared to the width of the footway or to 2.0m wide. Snow piles not to be left in access points to shops or at pedestrian crossing points. Salt/sand mix is to be spread thin and evenly across the cleared area. CAT Occasional Paper No. 8, 2011. Paperback, £13.95. ISBN 978-1-870545-2-1. This very recently published report on the Market Way excavations adds considerably to the knowledge and understanding of the importance of suburban sites peripheral to Canterbury. Activity on this site has been dated to the Mesolithic, through the Neolithic to the transition of the Bronze to the Iron Age. After an apparent break in use of the site there is evidence of late Iron Age and early Roman agricultural activity along the Stour reflecting a trend already identified in the area. Although the excavations did not uncover as much as was hoped to consolidate the nearby findings by Frank Jenkins in the 1950s, sufficient evidence remained of the suburban pottery and tile industry which emerged in Canterbury suburbs during the first and second centuries AD, fixing the Market Way site into the overall pattern of activity along the Stour. From the mid-second century AD signs of abandonment are all that remain. The possible existence of a Roman road running from Northgate to the Market Way site is sustained by later Roman inhumation burials along the route, and the use of the route after a four hundred year hiatus, when the next agricultural settlements, evidenced by field patterns, emerged in the eighth century, only to be abandoned after the middle of the ninth century. Thereafter the site remained unoccupied until late post-medieval horticultural usage.

By taking a careful step at a time, we will not be immediately resuming a four-month programme of walks, but rather plan for 6 – 8 weeks.

And look out for us in the May issue of Kent Life magazine – their reporter visited our Christmas market so we’re hoping for a good write up! Meanwhile, our grateful thanks to everyone who supported the Christmas market by volunteering or attending – as always, much appreciated. And special thanks to our raffle prize givers: P&O Ferries, the Rose & Crown, Gatehouse Farm, and our fantastic traders for donating gifts to the hamper, as well as Geoff Hirst for providing the sound system, Julian and Lin Chambers for loaning us their beautiful vintage shepherd’s hut and sleigh, Mick Woodward for being an excellent Santa, Lizzie Newington - our charming Elf, the Benson-Hookers for the use of their field, Pip Hope for designing our lovely posters and John Clayton for our printing. And what a treat to see the festive donkeys, Dorothy and Della, in all their finery. Big thanks to Ros and Geoff Clements for bringing them along.
