ELECTION OF CHAIRMAN The Clerk invited nominations for the election of Chairman of the Wigston Parva Parish Meeting. DECISION That Jack Jenkins be elected Chairman of the Wigston Parva Parish Meeting until the Annual Meeting in May 2017. 2. MINUTES The minutes of the meeting held on 19 May 2015 ,as circulated, were approved as a correct record. The Chairman announced that it was his sad duty to inform the residents that Rita Page had passed away. 3. MATTERS ARISING FROM THE MINUTES Residents discussed the previous minutes and no issues were raised. 4. ANY OTHER BUSINESS 2 Wigston Parva Parish Meeting - Thursday, 12 May 2016 Fly Tipping It was noted that there had been a good response from Blaby District Council in response to fly tipping. Cllr I Hewson reported that he would follow up any issues regarding fly tipping. Fosse Villages The Chair reported that he had discussed issues with the parishes in respect of the Fosse Villages Neighbourhood Plan and that Wigston Parva was twinned with Sharnford, who would make any representations. Possible Strategic Rail Interchange Development Cllr Iain Hewson explained to the residents that a Strategic Rail Interchange Development would include opening up the south bound access at Junction 2 of the M69, creating a rail freight interchange on the Leicester – Birmingham line between Burbage Common and Elmesthorpe.

STOP – Ensure the back door is locked before answering the front door so that nobody can access your house while you are distracted CHAIN – If you do decide to open the door, put the door bar or chain on first. Keep the chain on while you talk to the person on the doorstep. When the door is closed, remove the chain in case you need to get out quickly. Alternatively if you don’t have a door chain/bar and don’t wish to open the door use a front window to speak to the visitor. CHECK – NO ID? No entry! If a stranger wasn’t to come in and claims that they are from a utility company, local authority or any other organisation, always ask for their ID, and even if you were expecting the – genuine callers will happily show you ID. Close the door and check the ID carefully. Call the head office if you are still unsure, but use the number from the telephone directory or a recent utility bill, not the one on their card. Bogus callers may be smartly dressed and can be convincing.

Our Ageing Population remains a priority for Blaby District Council. It is our vision that people are able to enjoy happy, healthy and independent lives, feeling involved and valued in their community during later life. Cllr David Freer – Portfolio Holder for Partnerships & Corporate Services – says: ‘Residents and professionals alike have told us what a valuable resource the Older Persons’ Guide has been and this new edition is bigger than ever. The Council and its partners provide a number of schemes that support our vision for our ageing population. The new Ageing Well Guide includes information about these and the numerous activities that are taking place across our parishes that are all helping in some way to reduce isolation and improve health and wellbeing’. The frst part of this guide provides information about district-wide services that provide help on issues such as health and social care, transport, community safety, money advice and library services.     Chapter 2 Demography Geographical context 2.1 Leicestershire is a landlocked county in central England. It takes its name from the heavily populated City of Leicester, traditionally its administrative centre, although the City of Leicester unitary authority is today administered separately from the County of Leicestershire. The county borders onto Derbyshire, Nottinghamshire, Rutland, Warwickshire, Staffordshire, Lincolnshire and Northamptonshire. 2.2 Much of the built-up area of Leicester City is continuous with adjoining built-up areas of Leicestershire County surrounding it, especially in the districts of Oadby & Wigston and parts of Blaby, Charnwood and Harborough. The built-up area of Leicester is defined for Strategic Planning Policy and known as the Leicester & Leicestershire Principal Urban Area (PUA). The whole of Leicestershire has a strong relationship with Leicester for migration, labour market, regeneration, planning, services and healthcare facilities. Population Estimates 2.3 A broad figure for the current total resident population is about 950,000, or, in very broad terms, nearly a million. According to current Office of National Statistics (ONS) figures, the total population estimate for 2008 is 940,500 for the sub-region of Leicester and Leicestershire, with the local authorities of Leicester City at 294,7001 and the Leicestershire County area at 645,800 resident population. ONS mid- year estimates of resident population are based on counts from the last (2001) census and are updated annually using data on births and deaths occurrences and estimated migration. Figures for local authorities in the area, for selected years, are shown in Table 2.1. The ONS population and migration evidence (referred to as ‘current’) in this report, is as published before their revisions to migration estimates in mid 2010.
