Draft Proposal of the Formation of Sub Project Management Unit (Sub-PMU) for the Inle Lake Integrated Watershed Management Component (Component 2) of the Project for Capacity Building for Sustainable Natural Resource Management (FDSNR)

1. Background and Introduction In accordance with the Record of Discussions (R/D) for the Project for Capacity Building for Sustainable Natural Resource Management (hereinafter referred to as “FDSNR”), which was signed by the Ministry of Natural Resource and Environmental Conservation (MONREC) and Japan International Cooperation Agency (JICA) on December 29, 2017, a component level project management unit, named Sub Project Management Unit (Sub-PMU) shall be formed and established for each component of FDSNRM, in addition to the overall project steering committee, Joint Coordination Committee (JCC). In March 2019, The JICA Project Expert Team of the design phase of the Inle Lake Watershed Management Component (herein after referred as “Component 2”) of FDSNR has had a series of discussions with relevant stakeholders about the formation of Sub-PMU for Component 2. After a careful review and examination of suggestions and ideas given by the stakeholders at both central and state levels, the Project Expert Team hereby proposes the organizational framework of Sub-PMU for Component 2 with expected roles and responsibilities given to the members of Sub-PMU. 2. Rationale of Formation of Sub-PMU Sub-PMU is expected to function as a collaborative platform at state/district level where relevant government organizations both central and district level could operate, manage, and monitor the project activities of Component 2 in a timely and coordinate manner. Particularly, the formation of such a platform is crucially important for ensuring of collaborative project implementation by key stakeholders, which is the foundation for integrated watershed management. Sub-PMU could also be used as a venue for sharing information and exchanging views and ideas on integrated management of the Inle Lake watershed. 3. Outline of Sub-PMU 3.1 Proposed Structure of Sub-PMU It is proposed that Sub-PMU comprises of 14 members from the key departments at both national and district levels, as listed below. In the proposed structure shown above, Director of Watershed Management Division (WMD) of FD will function as chairperson of Sub-PMU, while Director of Forest Department of Shan State Government and Director of General Administration Departmen, Taunggyi District will take a role as vice chairpersons. Assistant Director of FD of Shan State Government will serve as a secretariat of Sub-PMU with technical assistance from the JICA Project Expert Team of Component 2. 3.2 Proposed Mission, Objectives and Functions of Sub-PMU The mission, objectives and functions of Sub-PMU, which shall be further discussed in its 1st meeting, are proposed as follows. (1) Mission The mission of Sub-PMU is to ensure that Component 2 (Inle Lake Integrated Watershed Management Component) of FDSNR could be smoothly and effectively implemented in a collaborative manner. (2) Objectives

The main objectives of Sub-PMU is to achieve the following goal of Component 2 of FDSNR. Integrated watershed management in the Inle Lake watershed is improved through the implementation of the project activities, particularly demonstration of effective measures for watershed management, incorporation of effective measures into the Inle Lake Conservation Plan, and promotion of sustainable land management through strengthening of CF. (3) Functions Key functions that Sub-PMU is expected to perform over the course of project implementation of Component 2 are as follows: ◼ monitor and review the progress of the project activities on a regular basis; ◼ discuss and solve any issues raised from day-to-day operations in a coordinated manner; ◼ facilitate the coordination and cooperation among the member organizations for implementation of Component 2; ◼ decide necessary actions to be taken for smooth and effective implementation and operations of the project activities in a collaborative manner; ◼ review and approve the annual plan of operation (APO) of Component 2 once a year; ◼ evaluate the accomplishments and performance of Component 2; ◼ report the results and accomplishments made by Component 2 in the JCC meeting; and ◼ raise any critical issues including modification of PDM and PO in the JCC meeting to solve and take necessary actions for effective project implementation, when necessary. 3.3 Meetings of Sub-PMU Sub-PMU shall hold the following meetings with its members in the course of project implementation of Component 2. 1) Regular meeting: The regular meeting shall be held once in every quarter (3 months). In the meeting, the members will review the progress and results of the project and discuss any issues and concerns to be addressed for smooth and effective implementation of project activities of Component 2. 2) Evaluation meeting: The evaluation meeting will be held six (6) months before the end of the project to evaluate the accomplishments and performance of Component 2 and extract lessons learned from implementation of Component 2. 3) Special meeting: Besides, special meetings of Sub-PMU may be convened when Chair person or the JCC deems it necessary to do for operations of Component 2. Notices of the meetings shall be delivered to all members at least two (2) weeks before the date set for the meetings.

The minutes of the meetings shall be prepared by Secretariat and shared among the members for their reviews within two weeks after the respective meetings. After finalization, the minutes shall be signed by Chairperson and circulated to the members. 4. Roles and Responsibilities of the Members The proposed roles and responsibilities of the respective positions of Sub-PMU are presented in Table 1. Table 1 Roles of Responsibilities of the Members of Sub-PMU for Component 2 Position Roles/Responsibilities Chairperson ⚫ Convene the regular, evaluation, and other special meetings; ⚫ Chair the meeting and facilitate discussions as well as make the final decision in collaboration with other members in the meetings; ⚫ Set agenda of the meeting in coordination with Secretariat; ⚫ Facilitate the collaboration and coordination between/among the members for smooth operations and implementation of project activities in collaboration with Vice Chairpersons; ⚫ Give guidance and advice to the members for taking necessary actions for improvement of project implementation in collaboration with Vice Chairpersons; ⚫ Report the results of Component 2 in the JCC meeting in collaboration with Secretariat; and ⚫ Raise critical issues in the JCC meeting in collaboration with Secretariat. Vice ⚫ Assist Chairperson in fulfilling his/her duties; Chairperson at ⚫ Chair the meeting when Chairperson is not able to attend the meeting; State level ⚫ Assist Secretariat in communicating and coordinating with the members; (Director of ⚫ Facilitate the collaboration and coordination between/among the member, FD, Shan particularly those at state/district level, in collaboration with Vice Chairperson State) at District Level; ⚫ Give guidance and advice to the members at state/district level in collaboration with Vice Chairperson at District Level; and ⚫ Attend the JCC meeting as a representative of Sub-PMU when necessary. Members ⚫ Participate in the regular, evaluation, and other special meetings; ⚫ Share and exchange ideas and opinions with other members in the meetings to solve any issues/problems faced in the course of project implementation of

Position Roles/Responsibilities Component 2; ⚫ Collaborate and cooperate with each other for smooth and effective implementation of project activities of Component 2; ⚫ Take necessary actions in coordination with other members for improvement of project activities of Component 2; and ⚫ Develop and incorporate an action plan for scale-up of the project activities relating to the duties of the respective organizations into the long-term and short-term plans.

Draft Proposal for the Formation of Field Work Groups with Appointment of Counterpart Personnel for Component 2 of FDSNR

1. Rationale of Formation of Field Working Groups As specified in the Record of Discussions (R/D) for the Project for Capacity Building for Sustainable Natural Resource Management (hereinafter referred to as “FDSNR”), which was signed by the Ministry of Natural Resource and Environmental Conservation (MONREC) and Japan International Cooperation Agency (JICA) on December 29, 2017, the project activities shall be carried out jointly by the Japanese experts and Myanmar counterpart personnel coming from the implementing agency as well as other main collaboration organizations, such as IWUMD and DOA, to enhance the sustainability of project outcome. It is, therefore, crucially important to form field-level working groups composed of technical officials from the relevant organizations for operations of key project activities of Component 2, “Integrated Watershed Management in the Inle Lake Watershed”. The government officials joining the field working groups can enhance their capacity for integrated watershed management through practicing the following project activities on the ground. ◼ Monitoring of river discharge and suspended sediment ◼ Planning, designing and implementation of gully erosion control measures ◼ Planning, designing and implementation of sustainable land management including CF strengthening and livelihood improvement In the end, they are expected to play key roles in scale-up and continuation of the project activities in the watershed particularly in the post-project period.

2. Objectives of the Formation of the Field Working Groups The main objective of the formation of the field working groups is to set up organizational frameworks for joint operations and management of key project activities of Component 2 by the Japanese experts and government officials (counterpart personnel) from the relevant organizations over the course of the project implementation. Specifically, the formation of the field working groups aims to: ◼ provide opportunities for the technical officials from the relevant government organizations (i.e., FD, IWUMD, and DOA) to experience and put into practice project activities relevant to watershed management on the ground; ◼ enhance their analytical ability needed for planning and designing of effective measures for soil erosion control and sustainable land management including CF strengthening based on data collected through field surveys; ◼ build their capacity for implementation of effective measures for soil erosion control and sustainable land management through actual implementation as well as monitoring and evaluation of such measures in the field; and ◼ enhance the sense of ownership of the project activities, particularly i) monitoring of river discharge and suspended sediment, ii) gully erosion control, and iii)

sustainable land management including CF strengthening in the watershed, among key government officials especially at district and township levels.

3. 4. Functions of the Field Working Groups Major functions that the respective field working groups and their members shall fulfill over the course of project implementation of Component 2 are as follows:

Develop an annual, quarterly and monthly work plans for their activities together with the expert/s of the Project Expert Team of Component 2; b. Work with the expert/s and/or national staff of the Project Expert Team of Component 2 in accordance with the work plans developed above; c. Conduct field surveys of existing gullies together with the expert/s of the Project Expert Team; d. Work together with the experts of the Project Expert Team on the planning, designing, implementation, monitoring and evaluation of soil erosion control measures in the field; e. Develop a long and medium term plan for scale-up of the effective soil erosion control measures in the watershed with the assistance from the expert/s of the Project Expert Team; f. Install equipment and devices to measure river discharge and/or suspended sediment near the outlets of the selected major rivers together with the expert/s of the Project Expert Team; g. Install rain gauges at strategic locations together with the expert/s of the Project Expert Team; h. Collect data and water samples from the equipment and devices installed together with the expert/s and national staff of the Project Expert Team; i. Assess and analyze the data collected for development of a long- and medium term plan; and j. Report the results of assessment and analysis of the data collected to the relevant departments of the Lake Management Authority. ii) WG-CF&SLM a. Develop an annual, quarterly and monthly work plans for their activities together with the expert/s of the Project Expert Team of Component 2; b. Work with the expert/s or staff of the Project Expert Team of Component 2 in accordance with the work plans developed above; c. Conduct village surveys to assess the current conditions of villages, particularly socio economic conditions and land and forest management practices together with the experts of the Project Expert Team; d. Work together with the expert/s of the Project Expert Team on the planning, designing, implementation, monitoring and evaluation of community-based interventions for sustainable forest and land management and/or livelihood improvement in a participatory manner; e. Work as a facilitator in meetings and discussions with local communities in villages; f. Communicate and coordinate with GAD and other relevant departments for smooth operations and implementation of community-based interventions at village level; g. Develop a plan for continuation and scale up of the community-based interventions effective for sustainable forest and land management and/or livelihood improvement in the watershed; and h. Report the results of assessment and analysis of the data collected to the relevant departments of the Lake Management Authority.

5. Responsibilities of the Members The members assigned to the working groups shall bear the following common responsibilities. More detailed responsibilities of the respective members of the field working groups shall be determined and specified in the work plans developed by the respective groups. a. Participate in the activities of the field working groups. b. Share the responsibilities for fulfilling the tasks of the field working groups among the members as well as the experts and national staff of the Project Expert Team. c. Share and exchange opinions and ideas on the respective subject matters among and between members of the field working groups and the experts of the Project Expert Team. d. Prepare and submit, in collaboration with the experts and national staff of the Project Expert Team, a progress report periodically to the organizations/offices where the respective members belong to. e. Play a leading role in continuation and scale-up of the project activities (namely, monitoring of river water, application of gully erosion control, and promotion and improvement of land and forest management) in the watershed by providing technical guidance and advice to other officials in the respective offices.

6. Duration of the Project (Assignment Period of the Members) As specified in R/D, the duration of the project (FDSNR) is five (5) years. As FDSNR started its operations in June 2018, Component 2 will end in June 2023 when FDSNR ends. On the other hand, the operations of the field working groups will commence when the members of the working groups are officially assigned to the groups.

7. Costs for Operations In principle, the relevant government organizations shall bear the personnel expenses of the members assigned to the field working groups. The Project Expert Team may shoulder transportation expenses and travel allowance incurred by the members in engaging in the activities of the field working groups in accordance with the internal agreement made by and between the members of the working group and the Project Expert Team in the beginning of the operations.

Some highlights of the discussions are summarized below.

9 Staff Officer of Nyaung Shwe (DOA) asked the Project Expert Team where the proposed places of Rain Gauge installation will be decided. Assistant Engineer of IWUMD also suggested that Rain Gauges should be installed, not only in Nyaung Shwe but also other place such as Nampan due to different rainfalls. Staff Officer,



FD Nyaung Shwe cited that Rain Gauge would be better if it’s digitalized.

9 Staff Officer of FD Kalaw suggested that in order to success Agroforestry process we should focus on income of the local community. Cash trees should be provided.

9 The Project Team asked if we can hold the Working Group meeting monthly in order to share the progress of project activities, and discuss the future plan for implementation phase of Components 2. All participants agreed. Staff Officer, FD Kalaw also suggested that it could be better to hold meeting more frequently depending on work load in addition to monthly meeting. The Project Team agreed.

9 Staff officer of FD suggested to expand the project area to include not only upstream of watershed but also downstream around the lake, if possible.

9 Assistant Engineer of IWUMD suggested that the upstream areas of main rives should be chosen as project site for next phrase.

9 Staff officer of FD Nyaung Shwe suggested that GAP (Good Agricultural Practice) should be applied in the implementation phase, as the majority of erosion occurred due to the poor GAP.

9 Staff officer of FD Kalaw suggested that it is necessary to clean up and make the current (flow) of stream to be in good condition for sediment control. He also stated that meeting venue of FD can be used for next Working Group meeting, as Heho is located in the middle between Taunggyi and Kalaw, and, therefore, can be accessed easily for all working group members.

9 As closing remark, Staff Officer of FD Nyaung Shwe made a speech on greetings and thanks to all participant for coming, and thanks to JICA team as well. He maintained that it would be busier after the implementation phase of the project started in April, 2020, and therefore we all need to put more efforts and work together in order to succeed the project. 6. 3.2 Introduction of Community Forestry

‹ A proposal for establishment of CF in Pha Yar Phyu village has been just prepared together with communities in Pha Yar Phy. ‹ The same (the proposal) will be submitted to FD in the 2nd week of Oct for its review and assessment. 4. Major Activities planned in Oct. and Nov.

1. Installation of Monitoring Equipment ‹ Two units of water level meter will be installed on Neyger and Upper Balu rivers in the 2nd week of Oct. 2019 2. Boring Survey and Soil Analyses ‹ Soil samples will be further collected from the lake bottom in and around floating garden in Oct./Nov. 2019. ‹ Soil samples collected through the boring survey will be sent to the laboratory to analyze soil particles and radiocarbon dating (C14) of sampled soils. 3. Implementation of pilot activities ‹ A training course on liquid fertilizer application will be conducted in Oct. 2019. ‹ A forest management plan will be prepared in a participatory manner through a series of discussions and field surveys in Oct./Nov. 2019. ‹ Preparation and submission of an application form for CF establishment after approval of FD in Nov. 2019.

4. Monitoring of River Discharge Data recoded by the water level meters set on the rivers will be collected periodically. The Project Expert Team will also measure the river current velocity of the rivers to calculate the river discharge. 5. Seminar/Training on Erosion Control A one-day seminar on erosion control, which covers identification of existing gullies, planning of gully erosion control, typical design of gully erosion control, and measurement of suspended sediment in river flow, will be arranged and organized at FD (NPT) in Nov. 2019. 6. Convening of the 1st meeting of Sub-PMU The first meeting of Sub-PMU will be arranged and convened in coordination and collaboration with Central FD as well Taunggyie FD after H.E.’s approval of the formation of Sub-PMU.

After his presentation, the participants in the meeting, the members of the Working Groups and the expert and staff of the Project Expert Team had discussions and exchanged their views on the project activities. Some highlights of the discussions are summarized below.

9 Staff Officer of Kalaw FD commented that the conditions of check dams constructed in Kone Ni village was in good conditions three months after the construction as reported by the Project Expert Team, but the growth of vetiver grasses planted in the slope was not necessarily as good as expected.

9 Staff Officer of Nyaung Shwe FD shared his concerns about the next action in the case of CF introduction in Pha Yar Phyu, particularly the timing of reforestation in Pha Yar Phyu village, as the rainy season will start in May/June 2020 and the planting of seedlings should be conducted in the same month, although the implementation phase of Component 2 would start in the end of May or the beginning of June.

9 Staff Officer of Kalaw FD shared his idea that Kalaw FD planned to help Pha Yar Phyu village plant seedlings in the open areas in the catchment of the water source.

9 Assistant Engineer of Nyaung Shwe IWUMD suggested that the rain gauge installed

with the auto sample should be relocated as it was put under the shade of the surrounding trees. The Project Expert Team replied that the Team would take into account the suggestion.

9 The Project Expert Team requested the members of the Working Group for River Monitoring and Erosion Control to work with its staff to collect data from the water level meters and water samples from the auto sampler. It was agreed that the Working Group and the Project Expert Team would work together for collection of data and samples. The next collection of data would be made between January 15 and 18, while the collection of water samples from the auto sampler was scheduled on January 31.

9 It was also agreed by the participants that the next meeting would be held before the JCC meeting and the member/s who would participate in the project activities would make a/ report/s on the project activities in the meeting.

9 The Project Expert Team requested Staff Officer of Nyaing Shwe FD to keep the project equipment, such as core sampler, soil sampler, and photo copy machine, while the Project Expert Team would be out of the country until the implementation phase starts in the end of May or the beginning of June 2020.

(4) Request for data/ information The Team requested data/information to FD. FD accepted the request and promised to provide the data/ information as possible. Q/A regards to this topic is below: 1) FD asked if they will able to receive the data/ information from the JICA Team. The team answered that the copy right of our activities/ report are belong to JICA, so we need to ask JICA if we will share the data/ information. 2) FD requested the Team to send an official letter and the team agreed to send it. 3) FD has DF data with rater data format but it doesn’t have geo-data.

(5) Request of dispatch some experts of FD The team requested FD o dispatch some experts who are familiar with the site condition of Inle Lake basin. The field check will be carried out on during March 30 until April 4.  The team needs to send an official letter to request this, with ATT to the DG of FD, cc to relevant Directors of Divisions and Chief Advisor (CA) of the JICA project (FDSNR).  CA recommended the route of field check during April 2, 3, and 4.  April 2: Pick up Dr. Ochiai at and visit upper-basin of Kalaw, stay at Kalaw or Aungpan.  April 3: check the site of Kalaw. (CA will back to Nay Pyi Taw)  April 4: check the lower potions of 4 rivers FD will prepare the list of C/Ps as soon as possible.

(6) Additional Information (drone procurement) The FDSNR Project component-1 will purchase 3 drones with topography analysis software at the end of March. These can be borrowed to the Team when the Team will use drones.

Memo of the Working Level Meeting with Forest Department (FD) for the Design Phase of Component 2 of the Project for Capacity Building for Sustainable Natural Resource Management (FDSNR)

Time and Date: 14:00-16:30 on March 22, 2019 Venue: The office room of Watershed Management Division, FD Participants: 10 persons as per the attendance list shown in Appendix-1

The meeting started with introduction of the overall framework of FDSNR by Mr. Yuzuru Kimura, Chief Advisor of the project. After self-introduction made by all the participants in the meeting, the Team Leader of the Design Phase of Component 2 of FDSNR, introduced the aim of the meeting and explained a summary of the work plan using the PPT material shown in Appendix-2. Some points discussed in the meeting are highlighted below.

(1) Draft Work Plan The Project Expert Team shared hard and soft copies of the draft work plan with the participants and requested them to give their feedback on the same by the end of March, 2019.

(2) Measurement of River Discharge and Collection of Water Samples The participant made inquiries about the measurement of river discharge and the mechanism of auto water sampler. The Project Expert Team replied that the Team will use and install auto water level meters and auto current meters to measure river discharge, while Chief Adviser explained about the system of auto water sampler with photos of the sampler.

(3) Proposed Members of Sub-PMU The Project Expert Team consulted with the participants about the members of Sub-PMU of Component 2 introducing the draft idea on the members in the Record of Discussions (R/D) exchanged by FD and JICA for FDSNR. The participants proposed that the following positions/organizations should be involved in Sub- PMU.

The participants suggested that the Team should prepare and send an official letter to FD so that they could smoothly provide data and information as requested.

One of the participants also asked whether or not they could use the data and results of the design phase for their research papers. The Exert Team replied that prior-consent of JICA HQ might be required for the use any data in the reports submitted by the Expert Team as the copy right of the reports would belong to JICA

(5) Request for FD Officials’ Participation in the Field Survey The Expert Team with advice from Chief Adviser of FDSNR requested Ms. Nan Yu Wa and Ms. May Thanzin Phu, Range Officers of WMD of FD, to take part in the field observation survey of typical gullies and potential locations for water sampling along the major rivers flowing in the lake, which is scheduled from April 1 to April 5, 2019. The officers showed their willingness to participate in the field survey though they needed to get permission from Director of WMD of FD to join the survey.

Some highlights of the discussions are summarized below. 1) Formation of PMU - Director of FD, Shan State (hereinafter referred to as “Director”) agreed on the formation of Sub-PMU with suggestion that the Minister of Inthar Affairs should be appointed as chairperson. - He also suggested adding the Planning Department of Shan State in Sub-PMU. 2) Appointment of FD officials to the field activities of the Project - Director decided to assign two FD officials, namely one (1) staff officer each from Nuaung Shwe and Kalaw Townships, for the activities of Component 2, particularly the field visit scheduled from April 2 to 4 to observe some gullies in Kalaw and potential sites for measurement of river discharge as well as water sampling along the four major rivers. He requested Assistant Directors of Nuaung Shwe and Kalaw Township FD to support the project activities of the Expert Team. - He mentioned that FD has implemented various activities for watershed management, e.g., community forestry, livelihood development of local communities, and gully erosion control in the watershed area. - He suggested the coordination with the watershed management sub-division of Taunggyi District FD as it handles erosion control works such as check dams. - He further advised the Expert Team to involve IWUMD in the implementation of Component 2 as a key collaborating organization.

- 1 - 3) Collection of Data required by the Project - Director stated that he had already handed over the list of data requested by the Project Expert Team to Nyaung Shwe and Kalaw Township FD and asked them to support the Team’s data collection. He advised the Team to issue a request letter on data collection to the relevant departments to facilitate the process of data collection. - He promised that the Team could collect data on the existing erosion control facilities/ structures (e.g., location, dimension, and purpose of the structures) from Nyaung Shwe and Kalaw Township FD as he gave the letter with the list of data from WMD of FD to the township FDs. - It was also agreed that one staff from Nyaung Shwe Township FD would accompany the expert of the Project Expert Team on the field observation of existing check dams constructed by FD on April 26, 2019. - It was also confirmed that the data on CF in 10 townships geographically relating to the Inle Lake watershed will be prepared and given by the FD Taunggies to the Team. Accordingly FD of Shan State plans to expand CF area by more than 10,000 acres in th state. 4) Office Space - Director mentioned that Nyaung Shwe Township FD had a building which could be used for the office of Component 2, but the building needs renovating for the use as an office.

Following a brief introduction of FDSNR by Chief Advisor of the Project, the Team Leader of the Design Phase of Component 2, made a presentation of a summary of the work plan using the PPT material shown in Appendix-2. After the presentation, Minister hared his comments and suggestions on the project. as well as the design phase of Component 2 with the participants as highlighted below. 1. Minister suggested that the Team should take into account the following points when considering the land use in the watershed.  All the lands in general are customarily managed by local communities.  The Inle Lake is also considered as the area managed and traditionally owned by the Intha people.  At the same time, the land settlement records registered in the Land Settle Department of GAD should be considered.  In fact, the existing laws and regulations on lands are not necessarily consistent with the customary land use. 2. Minister also expressed his hope that the results of the project could contribute to the development of a new policy on land management in the state. He also suggested that Director of the Land Settle Department of GAD, Shan State, be the member of the Joint Coordination Committee (JCC). Chief Adviser of FDSNR, Mr. Yuzuru Kimura, he replied that he would invite Director of the Land Settle Department of GAD, Shan State, to the next JCC meeting, which is scheduled in June 2019. 3. Minister shared his ideas on the members of Sub-PMU for Component 2 that i) District Director of GAD should be the Chairperson of Sub-PMU rather than Minister of Intha Affiar as Minister of Intha Affiar mainly handles issues within the lake but not its

- 1 - watershed areas and ii) the members should be selected from the relevant government offices at district/township levels as high authorities at state level are quite busy in general. 4. Minister suggested FDSNR and the Project Expert Team that:  the Expert Team should communicate with the existing academic institutions in Taunggyi, namely Taunggyi Univ., Technologies Univ., and Computer Univ. for data collection and information exchange;  the results of the project should be used for formulation of new policies and projects for sustainable development of the state;  the officials of the state government should be involved in the operations of drone so that they could learn to operate and use drone; and  vetiver grasses should be introduced and used to prevent soil erosion in sloping lands. 4. Minister also stressed the importance of environmental conservation along with livelihood improvement/economic development in the state citing the comments made by State Counsellor at Taunggyi in February 2019.

The Project Expert Team replied that the Team would work with FD on this matter. 2) Approach to Gully Erosion Control - DDG asked the Team for further clarification of the Team’s approach to control of gully erosion in the watershed. Soil Erosion/Planning for Sediment Control Expert of the Team replied that the Team would first assess the existing countermeasures taken by IWUMD against gully erosion with its overall view of erosion control on a watershed scale, and then examine the possibility of integration of measures, such as revetment work and check dam construction, after surveying existing gullies in the watershed. The Team will work on development of the management plan of a pilot sub-/micro catchment together with counterpart personnel from IWUMD and FD, so that they could learn the process from an assessment of the entire catchment to designing of countermeasures against the respective gullies in the catchment. 3) Other information - An agroforestry project has just started in the Namlet river basin with financial assistance from IFAD. The main aim of the project is to promote the agroforestry practices, such as bench terracing.

Some highlights are summarized below. - Assistant Director assigned Staff Officer of Nyaung Shwe Township IIWUMD, U Soe Min, as the counterpart of Component to assist the Expert Team in the moitoring of river discharge and sediment. - Data required by the Team will be provided to the experts later. - IWUMD has installed about 27 check dams so far and plans to install about 10 check dams every year. The majority of check dams constructed by IWUMD are stone-made with a wooden frame, but IWUMD plans to increase concrete masonry check dam. - A total of nine (9) sedimentation ponds, which have dual purposes for sediment trap and provision of irrigation water, have been constructed in the eastern side of the lake. - IWUMD has three (3) units of dredgers currently working at the river mouth of Upper Balu, Namlet, and NeyGar rivers, which have the capacity of 3,000 m3/year in total. - It is also important to construct a medium-scale check dam along Kalaw river to reduce the inflow of sediment in the lake. - GIZ will start a study on the sustainable use of floating gardens so that the pollution of agricultural inputs (agro-chemical and fertilizer) could be reduced in the lake. After the discussions with Assistant Director of Nyaung Shwe Township IWUMD, the participants in the meeting were able to see the Minister of Inthar Affiars, Shan State, as he popped in to see the experts of FDSNR as well as Design Phase of Component 2. The Project Team briefly introduced the purpose and outline of the design phase of Component 2. H.E. Minister accepted the concept and work plan and share his expectations of the project with the Team.

Following his explanation, Team Leader of the Design Phase of Component 2 shared the outline of Component 2 stressing the activities planned in the design phase. Some highlights of the discussions are summarized below. 1) Current Status of ILMA - ILMA has not functioned yet and just some staff is working on a voluntary basis. - Inle Lake Conservation and Protection Law, which would be the legal basis for ILMA, was discussed at the parliament of Shan State as of April 1st, 2019. - ILMA is expected to function as a coordination body for conservation and management of Inle Lake including its watershed. - At present, there is no permanent official allocated to ILMA, but some staff will be assigned to ILMA in June or July, when some budgets are allocated to ILMA in the same month. - UNDP plans to provide input/assistance for drafting necessary legal frameworks for ILMA. - It seems that ILMA composed of authority committee and office management committe was quickly formed mainly to meet the requirements for designation of UNESCO biosphere reserve 2) The UNDP Project - UNDP has recently conducted a stakeholder analysis and coordinated with the organizations including Taunggyi University, Geography Department, Department of Meteorology to gather the relevant data. - There are some overlaps of the activities implemented by several stakeholders in Inle Lake watershed and the government offices look tired to to attend to such interventions. - The main tasks of the UNDP project are: 1) capacity building and training of ILMA including financial management, 2) development of database and knowledge management systems including a system to monitor the state of the lake or related indicators, such as sedimentation flow, water pollution and sanitation, 3) environmental education including the Inle Lake Ambassador program, which would support youth and elders in lobbying environmental conservation issues in the parliament, and 4) institutional development including development of necessary legislative and regulatory frameworks.

‐ 1 ‐ - The UNDP project will collect data from relevant organizations and donors for setting up the database system in ILMA, which could be basis for ILMA’s decision making. The system should be merged with the state information system in future to facilitate its accessibility. - Accordingly, the project period of the UNDP project is 1.5 year, it is likely given further extension of two to three years. - MIID has already concluded a MOU with FD for the UNDP project. - The UNDP project plans to produce an ecosystem service map around the lake. To do so, the project will first update the boundary map of watershed through ground-truth. The project expects that such a map could contribute to the enhancement of awareness of environmental protection among communities. - The project will have several experts including institutional development, wetland management and water balance assessment. - The UNDP project is currently preparing a brief report on the main management issues of Inle Lake to facilitate the decision makers’ understanding. The project will also produce the fact-sheets which describe causes and effects related to Inle Lake Management. - The UNDP project plans to build the capacity of ILMA to communicate with the people living in the areas around Inle Lake to involve them in the ILMA activities, such as introduction of a community monitoring system for simple items (e.g., taking pictures of the water level). - The preceding UNDP project implemented between 2012 and 2016 constructed the environmental education center and implemented mini-projects on agriculture and energy-efficiency. - It is difficult for ILMA to use the revenue from the entrance fee to Inle Lake. It seems almost impossible to access such a fund and it is a quite sensitive issue to touch with due care when the project conducts training on financial management. - The project will try to find another financial source for ILMA to operate its activities to avoid the possible conflict with the state government by touching the issue on the tourism fee. - However, the project also expects that Inle Lake Conservation and Protection Law could enable ILMA to use the fund as a financial source. - The newly enacted forest law mentions the payment for ecosystem services. Hence, there is a possibility to put the PES system to trial in the project. In fact, the management plan of Inle Lake developed by MOECAF proposed the introduction of zone fee as part of PES. - The UNDP project has less support from the government. It seems that the state government (or its relevant agencies) has less confidence in the activities of the donors/international partners as there has been less feedbacks (or results) from their projects. - The UNDP project plans to carry out a baseline survey on communities’ knowledge/awareness of social-environmental issues in the Inle Lake watershed, which could be used as the basis for the planning of awareness raising activities of the project.

‐ 2 ‐ 3) Other Donors’ Activities - World bank carried out a research related to water pollution by the use of agrochemical (fertilizer and pesticide) in the lake last year. - GIZ has also implemented an aquaculture project on aquaculture, e.g., promotion of home fishponds in the Inle Lake watershed. - Accordingly, UNOPS plans to implement a 6-year project including watershed management works, such as reforestation in the river side and upstream areas, erosion control, and irrigation development in the northern part of the Inle Lake watershed.

4) Others - It is agreed that the UNDP project would share the result of the stakeholder analysis with the JICA project.

She stressed the importance of measures for reduction of contamination of lake water introducing the GAP (Good Agricultural Practice) activities done by DOA to reduce the use of agrochemical and fertilizer in floating gardens of the lake. c. The Project Team, Senior Project Coordinator, further explained that the focus of the project (Component 2) would be put on not water quality control in the lake but erosion control or reduction of sedimentation flow in the watershed due to the limitation of resources, although the Project is fully aware of the importance of water quality control in the lake. d. Director of DOA agreed with the idea that DOA should be involved in Sub-PMU and the working groups for Component 2 of FDSNR. Nevertheless, she stated that DOA needed an official letter (or request) from FD on the DOA’s participation in Sub-PMU and the working groups. d. The Project Team, Senior Project Coordinator, promised her that he would share her request with Team Leader of the Project Expert Team for the Design Phase of Component 2 with the results of this meeting.

The Project Expert Team explained major results of the works focusing on monitoring of river discharge and suspended sediment as summarized below. i) The Team selected Kalaw sub-watershed as its target watershed because of the following reasons: - The contribution of Kalaw sub-watershed to sedimentation in Inle Lake is the second highest among the four major sub-watersheds; - The density of existing gullies is highest in Kalaw sub-watershed among the four; and - Kalaw sub-watershed is suitable as the target site in terms of necessity, urgency, and effectiveness as a demonstration site. ii) The Team would place the water level meters at the existing bridges crossing Namlet, Kalaw, and Upper Balu rivers and near the sedimentation pond of Negya river. iii) The Team would install an auto sampler along Kalaw river, specifically 6 km northwestern upstream from the point where the river water falls into the cave in the beginning and relocate the sampler at the point near the cave when the members of the working group are familiar with operations and management of the sampler. b. Assistant Director of IWUMD agreed with the ideas on selection of the target sub- watershed and locations where the monitoring equipment will be placed. 2. Consultation with GAD a. In response to the question “how should the Project Expert Team consult with GAD as well as local communities about the installation of the monitoring equipment?,” AD of IWUMD advised the Team to i) inform GAD of the installation of the monitoring ‐ 1 ‐ equipment so that GAD could encourage village leaders of villages where the monitoring equipment is installed to protect the equipment from being damaged or stolen; and ii) have consultation meetings with local communities living near the locations to request them to protect and maintain the equipment properly. b. It was agreed that the Project Expert Team together with AD of IWUMD would have a meeting with GAD Nyaung Shwe Townshop Office with assistance from AD of IWUMD. c. The Team also informed AD of IWUMD that that the Team would meet GAD offices at Taunggyie District and Kalaw Township. 3. Topographical Surveys of Existing Gullies a. The Project Expert Team informed AD and AE of IWUMD that the Team would conduct topographical surveys of existing gullies in Kone Ni village with drone and 3-D laser scanner from May 29 to 31. b. AD of IWUMD stated that AE of IWUMD who is also a member of the working group would take part in the survey as much as possible. It was agreed that the Project Expert Team and AE would directly communicate to coordinate the schedule. 4. Sub-PMU and Working Groups a. The Project Expert Team shared its view that the 1st Sub-PMU meeting would be held in July or August 2019, after the JCC meeting scheduled on July 5, 2019. Shan State FD contacted Taunggyi District GAD and arranged a meeting with the Team, which would be held at Nayng Shwe on either May 30 or 31. 3) JCC and Kick-off Meeting - The Team also shared the schedule of the JCC and Kick-off meetings expressing that his participation in the Kick-off meeting was quite crucial. Shan State FD showed his concerns about the date of the meetings as a tree planting ceremony of Shan State was scheduled on July 6 at Taunggyi which officers from the head office were supposed to attend. (During the meeting, he, Director of Shan State FD, communicated with DDG of FD HQ over the phone and shared his concerns.) - The Team and Director of Shan State FD had an initial discussions on the participants in the Kick-off meeting. Director suggested that members of Parliamentary Committee for Environment of Shan State and CSOs working in and around Inle Lake should be invited to the meeting. It was agreed that the list of the participants would be finalized in consultation with Director. - The Team suggested that the 1st Sub-PMU meeting be held sometime in August 2019. Director of Shan State FD agreed on the idea and gave his suggestion that the meeting

The Team also expressed its expectation that these activities would be good opportunities for FD officers to learn the use of survey tools/devices (e.g., 3D laser scanner) and the process of PRA. - Director of Shan State FD expressed his intrest and intention to send one staff officer of Taunggyi District FD to the topogrphic survey.

The Project Expert Team explainedthe major results of the works focusing on monitoring of river discharge and suspended sediment as summarized below. i) The Team selected Kalaw sub-watershed as its target watershed because of the following reasons: - The contribution of Kalaw sub-watershed to sedimentation in Inle Lake is the second highest among the four major sub-watersheds; - The density of existing gullies is highest in Kalaw sub-watershed among the four; and - Kalaw sub-watershed is suitable as the target site in terms of necessity, urgency, and effectiveness as a demonstration site. ii) The Team would place the water level meters at the existing bridges crossing Namlet, Kalaw, and Upper Balu rivers and near the sedimentation pond of Negya river. iii) The Team would first place an auto sampler along Kalaw river, specifically at 6 km northwestern upstream from the point where the river water falls into the cave. Then, the sampler may be relocated at the point near the cave when the members of the working group are familiar with operations and management of the sampler. b. Assistant Director of IWUMD agreed with the ideas on selection of the target sub- watershed and locations where the monitoring equipment will be placed. 2. Consultation with GAD a. In response to the question “how should the Project Expert Team consult with GAD as well as local communities about the installation of the monitoring equipment?,” AD of IWUMD advised the Team to i) inform GAD of the installation of the monitoring

equipment so that GAD could encourage leaders of villages where the monitoring equipment is installed to protect the equipment from being damaged or stolen; and ii) have consultation meetings with local communities living near the locations to request them to protect and maintain the equipment properly. b. It was agreed that the Project Expert Team together with AD of IWUMD would have a meeting with GAD Nyaung Shwe Townshop Office with assistance from AD of IWUMD. c. The Team also informed AD of IWUMD that that the Team would meet Taunggyi District GAD and Kalaw Township GAD offices. 3. Topographical Surveys of Existing Gullies a. The Project Expert Team informed AD and AE of IWUMD that the Team would conduct topographical surveys of existing gullies in Kone Ni village with drone and 3-D laser scanner from May 29 to 31. b. AD of IWUMD stated that AE of IWUMD who is also a member of the working group would take part in the survey as much as possible. It was agreed that the Project Expert Team and AE would directly communicate to coordinate the schedule. 4. Sub-PMU and Working Groups a. The Project Expert Team shared its view that the 1st Sub-PMU meeting would be held in July or August 2019, after the JCC meeting scheduled on July 5, 2019. AD of IWUMD stated that he was ready for participation in the Sub-PMU meeting. b. It was also confirmed by both the parties that AE of IWUMD would participate in the project activities as a member of the working group as discussed in the meeting with DDG of IWUMD in March 2019. 5. Training Course in Japan a. The Project Expert Team informed that the Team planned to organize a 2-week training course in Japan for the project counterparts in November/December 2019 and one of the trainees would be from IWUMD, maybe from the members of the working group, though the selection would be done by the highest official of IWUMD. 6. Status of data on dredged soils, existing check dam, and rainfalls a. AD of IWUMD has worked for collection of data on dredged soils in Inle Lake and exiting sedimentation ponds, inventory data of existing check dams in the watershed, and rainfall data in the watershed over the past several years. He stated that he would try his best to prepare the data as soon as possible.

Local communities’ participation in the project activities are requisite for smooth implementation of the project. In the end the Team and Assistant Director of IWUMD requested support from Nyaung Shwe Township GAD for coordination with local communities over the course of project implementation, particularly when installing project equipment for monitoring of the major rivers. Comments and suggestions given by Assistant Director of Nyaung Shwe Township GAD and the Member of Shan State Parliament are summarized below. 1. Assistant Director of Nyaung Shwe Township GAD a. AD of GAD stated that GAD would support the project activities and encourage leaders of village tract and villages concerned to protect project equipment for monitoring river discharge and suspended sediment, which will be installed along the major four rivers. b. He also recommended that the study cover the lake water body so that necessary mitigative measures for the lake environment could also be planned for future actions. 2. Member of Shan State Parliament a. The member of Shan State Parliament, who represents Nyaung Shwe East Constituency, suggested that the project activities be shared with local stakeholders including local government agencies, parliament members and other relevant government bodies from time to time so that they could provide necessary support to the project team.

Due to the recent population increase and socio-economic development in Taunggyi District, particularly Taunggyi and Nyaung Shwe Townships (out of 10 townships in the district), the Inle Lake watershed and its associated resources have faced a threat of degradation. b. In particular, forest resources in the state, specifically the southern part of the state where a number of rivers come from, are crucially important as the rivers flow down to lowland regions, where Bilu Chaung Hydropower Plant is located. c. It is, therefore, important to help local communities in the watershed change their practices which have triggered gully or soil erosion in their farms. 4. In conclusion, Director of Taunggyi District GAD, Shan State, expressed his appreciation for the project and guaranteed that GAD would, in cooperation with relevant government organizations including village-level authorities, provide adequate support for smooth implementation of the project. 5. Assistant Director of IWUMD clarified the roles and responsibilities of the relevant

He replied that he had already received a letter from FD and the nomination of Sub-PMU would be made later through the official procedures. - Since Director of GAD of Taunggyi District is the vice chairperson of Sub-PMU, the Project Expert Team requested Shan State FD to arrange a meeting with GAD before the Kick-off meeting. Shan State FD contacted Taunggyi District GAD and arranged a meeting with the Team, which would be held at Nayng Shwe on either May 30 or 31. 3) JCC and Kick-off Meeting - The Team also shared the schedule of the JCC and Kick-off meetings expressing that his participation in the Kick-off meeting was quite crucial. Shan State FD showed his concerns about the date of the meetings as a tree planting ceremony of Shan State was scheduled on July 6 at Taunggyi which officers from the head office were supposed to attend. (During the meeting, he, Director of Shan State FD, communicated with DDG of FD HQ over the phone and shared his concerns.) - The Team and Director of Shan State FD had an initial discussions on the participants in the Kick-off Meeting. Director suggested that members of Parliamentary Committee for Environment of Shan State and CSOs working in and around Inle Lake should be invited to the meeting. It was agreed that the list of the participants would be finalized in consultation with Director. - The Team suggested that the 1st Sub-PMU meeting be held sometime in August 2019. Director of Shan State FD agreed on the idea and gave his suggestion that the meeting

- 1 - should be held in Taunggyi as the majority of the members were from Taunggyi. 4) Field activities - The Project Expert Team shared the information on the planned field activities, such as topographic survey at existing gullies scheduled from May 29 to 31 and Participatory Rural Appraisal (PRA) which would start from 30th or 31st in the selected four villages in Kalaw Township, and expressed its expectation that these activities would be good opportunities for FD officers to learn the use of survey tools/devices (e.g., 3D laser scanner) and the process of PRA. - Director of Shan State FD expressed his intrest and intention to send one staff officer of Taunggyi District FD to the topogrphic survey.

He also indicated his intention to send some of his staff to PRA expressing his views on it that the community-based approach should be the basis of community forestry. - The Team also promised to share a detailed schedule of PRA when fixing it in coordination with FREDA. 8) Kick-off meeting on 5/July - The Team explained that the JCC and Kick-off meeting of Component 2 would be held on the 5th of July requesting Kalaw FD to participate in Kick-off meeting as the members of the working group for the project. - Kalaw FD committed himself to attend the meeting noting the date of meeting.

Discussion Points

First and Foremost, the Team Leader of Component (2) of JICA Expert Team, extend his appreciation to Director of GAD of Taungyi District, Shan State and his entourage for accepting the request for meeting by his team and made an introduction himself with Director of GAD and attendees of the meeting.

He briefly explained the Project for FDSNR in general and the Component (2) of the Project in particular. In his discussion, the Team Leader emphasized the importance of the role of GAD of Taungyi District and relevant township GADs for smooth and successful implementation of the Project Component (2), the Integrated Inle Lake Watershed Management. He then explained the major activities encompassed in the design phase of Component (2) including set up of water level meters, auto water samplers and camera traps for the purpose of collecting information on river water discharges, sedimentation and suspended soil particles in the Lake Watershed area. Moreover he inventory of gully erosion sites using the drones and 3D scanners.

He continued his explanation on the development of Sub Project Management Unit and Working Groups for implementation of the project in coordinated manner. In his discussion he stressed the essential needs of proper information for designing of project management plan and involvement of necessary measures for integrated watershed management in the Project Implementation and Post Project Implementation Phases.

The Team Leader concluded his discussion by requesting the close cooperation of relevant government agencies and village tract leaders led by GAD of Taungyi District for the smooth and successful implementation of the project.

Director of the GAD of Taungyi District explained that Taungyi District was comprised of 10 townships including Taungyi and Nyaungshwe Townships. Due to the favorable socioeconomic conditions, the two townships were most populated and making immense pressure on the Inle Lake watershed area and its resources. He then stressed the importance of forest resources in the territory of Southern Shan State, which was the major watershed for a number of rivers and streams descending down to lowland regions such as central dry zone of the country, and Kaya State where Bilu Chaung Hydro Power Plant situated. Local Communities in the Inle Watershed were poor and lack in understanding of how to protect the erosion process triggered by their agricultural practices in the field, he continued his discussion.

In concluding his discussion, the Director expressed his thanks to JICA for implementing such an important project and he guaranteed that he would, in cooperation with relevant government agencies including related village authorities, provide necessary supports to the project.

Assistant Director of IWUMD entered into the discussion by clarifying duties and responsibilities of the involving stakeholders of the Project Component (2). He expressed the importance of attaining the necessary data and information in development of a management plan which comprised of effective and efficient measures. He also requested village tracts leaders who were attending the meeting to take care of the project equipment which will be setup nearby their villages.

Exchanging formal greeting words among attendees, the meeting was adjourned at 4;30 PM.

The Project Expert Team briefly introduced the team and the outline of the Project, namely: i) FDSNR is a technical cooperation project agreed upon by the Government of Myanmar and JICA; ii) The Project comprises three components, i.e., 1) policy support, 2) integrated watershed management, and 3) biodiversity conservation, and Component 2 aims to strengthening and improvement of integrated watershed management of Inle Lake watershed to reduce the influx of suspended sediment in the lake; iii) Component 2 has just started in March 2019 specifically focusing on the design of the component for full implementation of the project activities in 2020; and iv) Hence, the Project Expert Team will conduct the following activities in this phase from March to December 2019 for development of an implementation plan of Component 2. - Assessment of soil erosion potentials in the watershed - Socio-economic survey including PRA in villages in Kalaw township - Conduct of a topographic survey of existing gullies using drone and 3D laser scanner - Installation of water level meters and auto sampler along Kalaw river and other major rivers to monitor water discharge and suspended sediment 2. The Team requested the support of GAD of Kalaw township when the Project Team and FD would conduct the following activities: i) Communication with communities living in a village near the point where the Project Team would place and set up the equipment for monitoring of water discharge and suspended sediment of Kalaw river; and ii) Implementation of pilot activities for gully erosion control and sustainable land management in some of villages located in Kalaw township. 3. The Team stressed the importance of support and cooperation from GAD of Kalaw township for smooth implementation of the Project. 4. Assistant Director of GAD confirmed which government organization would be the focal point of the Project according to the agreement between the Government of

Myanmar and JICA. The Team replied that Forest Department of the Ministry of Natural Resources and Environmental Conservation was the main focal point of the Project, while IWUMD and DoA were the partner organizations as stipulated in the Record of Discussions (R/D) exchanged by the Government of Myanmar and JICA. 5. Assistant Director of GAD committed himself to provide the necessary support and cooperation for implementation of the Project requesting the Project Expert Team to inform GAD of necessary actions to be taken by GAD through FD of Kalaw township, when needed. 6. Staff officer of FD of Kalaw township replied that he would communicate with GAD when having any request from the Team for assistance from GAD, especially for consultations with local communities and installation of river monitoring equipment.

The Project Expert Team briefly explained the progress of the work done by the Project Team by the end of May sharing the Bi-monthly Progress Report (March and April 2019) of the Project, particularly introducing the existing distribution of gully erosion in the watershed and typical features of existing gullies. 2. The Team also explained that pilot activities will be determined and implemented from July/ August in 2019 based on the results of the socio-economic survey and PRA survey currently being conducted in Kalaw township. 3. Prior to the introduction of the progress of the UNDP Project for Strengthening Inle Lake Management Authority to Improve Conservation and Development (hereinafter referred to as “the UNDP Project”), the Project Management of the UNDP Project shared the background of the meeting saying that: 1) MIID is currently implementing a small project financially supported by ICIMOD (International Center for Integrated Mountain Development) based in Nepal. The project is the 2nd phase of HIMALICA (Livelihood and Climate Change Adaptation in Himalayan Region) project. 2) The HIMALICA project targets the Letmaung Gway area, which is located in the mountainous areas in the western part of Inle lake. One of the chronic problem that local communities have faced is the shortage of water for domestic purposes, particularly during the dry season. 3) The project budget of the HIMALICA project phase 2 is rather limited (about US$ 36,000) and cannot afford to construct water tanks as well as water collection systems (either rainfed water or deep tube well). 4) This, MIID is looking for additional financial sources to support the project for water supply development in the Letmaung Gway area, 4. The Project Expert Team replied that the construction of water tanks and collection system seemed to be outside the scope of the Project; hence, it might be difficult for the Project to support specifically for water tank construction although the Team needed to consult with FDSNR and JICA HQ. 5. The Project Management of the UNDP Project shared the progress of the Project with the Project Expert Team commenting that the progress that the project had made was not

significant so far. 1) The Law on Inle Lake Management is in the consultation process of the parliament (the day of the meeting was the final day for consultations) although it seemed to require further revision and refinement to clarify the sharing of responsibilities among stakeholders, particularly between the union government and the state government.1 2) One expert for database development will start his services soon; hence, the project is expected to be able to have a proto-type database in July/August 2019. 3) The report of the stakeholder analysis is being prepared at this moment. A stakeholder map is developed as an initial result of the analysis attached hereto. 4) The lake ambassador program is also being designed by the project. It will be a three-week program aiming to train a group of 10-15 young people from Inle Lake to advocate for conservation and sustainable management as environmental volunteers. The program is tentatively scheduled to be held in August 2019. 5. The Project Expert Team responded that the Team could contribute to the provision of basic data on Inle Lake environment, such as data of river discharge of the major rivers and suspended sediment in Kalaw river, and the provision of some materials as well as resource persons for the Lake ambassador program. 6. The Project Expert Team shared the schedule of the Kick-off Meeting for Component 2 of FDSNR with the UNDP Project requesting them to attend the same. The Team also consulted with the UNDP Project about existing CSOs and NGOs working for Inle Lake, which could be invited to the Kick-off Meeting. The Project Manager of the UNDP Project responded that they would share the list of CSOs/NGOs working for Inle Lake conservation with the Project Team later. 7. It was finally agreed by both the parties that they would further communicate with each other about the possibility of a tripartite meeting among FD, FDSNR, and MIID in the future.

Discussion Points

The meeting was opened with greeting words of U Aung Mya, the Director of Forest Department, Shan State.

Mr. Mizuguchi, the Team Leader of the JICA Expert’s Team explained about the objectives of the meeting with Shan State Forest Department. According to him, the objectives of the meeting were to explain about the progress and to discuss/coordinate future plan of activities for the Component (2) of FDSNR Project.

He then, using the power point presentation, in the name of Draft Ideas on the Pilot Activities for Strengthening CF or Sustainable Land Management, explained such planned project activities and progresses as gully erosion control, CF implementation and sustainable land management in combination with socioeconomic development activities. With regard to the gully erosion control activities, he explained detail on the plan of gully erosion control in Kon Ni Village mentioning design and structure of the control measures. He stressed that as the gully erosion control structure to be constructed in Kon Ni Village was a model for future gully control measures, participation of Kalaw Township FD will be beneficial to its staff in terms of experience and technology transfer for future similar activities in Inle Lake Watershed. Director of Shan State FD confirmed the participation of FD staff in Gully Erosion control activities by FD Kalaw and one of the staff officer from Watershed Management Division based in Taungyi Office. He then encouraged Assistant Director of Taungyi District FD to issue official instructions to Kalaw FD to assign related beat officer or range officer to participate in the activities.

The Team Leader continued his discussions with presentation of CF and Sustainable Land Management Activities. Based on the results of the PRA activities, he mentioned about the issues facing in actual implementation of the CF and Sustainable land management and necessary interventions to solve the issues. He then explained on the final selection of a CF pilot project village based on the criteria; and a village for sustainable land management activities based on the score sheet compiled through PRA. According to his presentation it was observed that Pha Ya Phyu village would be selected for CF pilot project; and Nanthon Village for sustainable land management pilot project through Good Agricultural Practice (GAP) including cash crop diversification and producing of value added products.

The Director of Shan State suggested that selection of the pilot project for CF should be in the Local Supply Working Circle in line with the District Forest Management Plan. He continued that though the area selected for CF was not in Local Supply Working Circle, as an exceptional case, CF could be practiced in the encroached areas in the Forest Land (Reserved Forest (RF) and Protected Public Forest (PPF) which was registered as an encroached area in 2013. (Note; The forest area to be established as a CF by the Project is in Aungpan RF and according to the Forest Management Plan of Taungyi District, this RF is located in the Plantation Working Circle)

The team leader replied that as there was a plan to make a round table meeting with DOA and FD of Kalaw Township in the following day, he would confirm with FD Kalaw whether the proposed Pha Ya Phyu CF was in the encroached RF area registered in 2013. Based on the confirmation results the Project would consider further actions for CF pilot activities, he further responded to the Director.

With regards to the Income Generation Activities, The Team Leader explained the intention of the project to provide valuable fruit tree species such as Macadamia Species, Avocado Species for the income generation basing on the needs and desires of the local communities to be planted in the backyards of the houses or home gardens.

The Director said that with support of the Shan State Government, FD Shan State is distributing local communities with cash crop species yearly. According to his experiences, Avocado was popular species for local communities, he further explained. Then he suggested that in selecting the Macadamia Species elevation or height of the planting site above sea level should be considered and his suggestion for that matter was to select the sites at about 3000 feet of elevation. The Director also guaranteed his support in distribution of cash crop species through linking of local private and public nurseries which raising the said species.

The Team Leader thanked for the Directors’ good will support on the distribution of the cash crop seedlings to local community members. He then continued the presentation on work plan or proposed process of the CF implementation; and distribution and planting of valuable cash crops to local private firms.

Regarding the CF implementation schedule explained by the Team Leader, the Director recommended that the time lapse for CF implementation process from organization of community to awarding certificate to community was depended on the actual ground conditions and status of the community. He encouraged Assistant Director of District Forest Department of Taungyi, as the authority for certification of CF, to work together with JICA Expert Team to smoothly implement CF. He also enquired the Team Leader whether there were income generation activities in the CF management plan. He said that he made that question because without alternative income generation activities CF members could not fully take care of the CF activities and eventually with termination of the project CF implementation diminished.

The Team Leader replied to the Director that the Project will consider combining CF and Cash Crop planting in the selected villages.

In concluding the meeting, the Director expressed that the activities that were planned to implement in the Component (2) of the FDSNR were welcomed and suitable for sustainable Inle Lake watershed management. In this regard, FD Shan State would cooperate with JICA Expert Team and support necessary things for the smooth implementation of the project activities.

The meeting was successfully concluded at 12:30 pm.

The Team explained that the gully erosion control works would be conducted jointly by Kalaw township FD and the Project Expert Team so that FD field officials could gain experience in planning, implementing, supervising and monitoring the construction works of gully erosion control. Thus, the Team stressed the importance of the participation of FD officials in the pilot activity. 3) The PPT material shown in Attachment-1 was also used for introduction of the results of PRA and potential interventions to be considered for sustainable land and forest management under Component 2. In the presentation, the Team explained i) major issues that local communities faced in sustainable land/forest management and livelihood improvement, ii) potential interventions to tackle the issues, and iii) draft idea on the proposed pilot activities with criteria for selection of the interventions and target villages. In conclusion, he suggested that Pha Ya Phyu village would be selected for the pilot activity for CF introduction, while the pilot activity for introduction of agroforestry model would be implemented in Nan Thon village. 4) Director of Shan State FD assured the Project Expert Team that Kalaw FD and Taunggie FD officials would participate in implementation of the pilot activity for gully erosion control in Kone Ni village. In fact, he instructed Assistant Director of Taunggie FD to issue an official instruction to Kalaw FD to assign a beat or range officer related to the

- 1 - site for the pilot activity. 5) He made the following suggestions on the pilot activities for sustainable land and forest management. i) CF should be introduced only in the Local Supply Working Circle of Reserved Forest as designated in the District Forest Management Plan. ii) In case the reserved forest in Pha Ya Phyu village is not designated as the Local Supply Working Circle, it would be difficult to introduce CF in the reserved forest except the area is registered as an encroached area in reserved forest/protected public forest in 20131. iii) The time schedule of introduction of CF should depend on the actual situations in the field as well as the participation of local communities; hence, Taunggie FD should work together with the Project Expert Team closely so that things would go smoothly. iv) CF introduction should be combined with income generating activities so that local communities could be motivated to take part in activities for not only CF introduction but also implementation of CF management plan. 6) The Project Expert Team responded that: i) the status of the reserved forest in Pha Ya Phyu would be further discussed and confirmed in a round table meeting with DoA and FD of Kalaw township on July 3, 2019; ii) the agroforestry model which the Project Team might propose in the pilot activity would be the combination of valuable fruit trees or tree crops (e.g., Avocado and Macademia Nuts) with cash crops (e.g., Termeric and Ginger) in the backyards or home gardens, so that local communities could generate additional cash income from the pilot activity; and iii) the activity for introduction of CF could be combined with the one for introduction of agroforestry model so that local communities could have direct benefits from the pilot activities. 7) Director of Shan State FD shared his experience in a program for distribution of cash tree crops to local communities indicating that i) Avocado would be popular among local communities in Kalaw but ii) Macademina would not necessarily fit to local conditions as it could grow well in high altitudes (more than 3,000 feet). 8) He also assured the Team that he would help the Team communicate with local private and public nurseries to secure seedlings of valuable tree crops used for introduction of agroforestry model. 9) Director of Shan FD concluded that: i) the interventions proposed for gully erosion control and sustainable land and forest management, particularly those planned as pilot activities, would be effective in sustainable integrated watershed management of Inle Lake; and ii) FD Shan State would cooperate with the Project Expert Team and provide necessary support for the smooth implementation of the project activities.

Meeting Memo Introduction of the Project and Consultation with DoA Topic/Purpose of the meeting and FD Kalaw Township about Potential Interventions for Sustainable Land and Forest Management Myanmar side: Staff Officer, FD in Kalaw Staff Officer, DoA in Kalaw Participants in the meeting Japanese side: Team Leader, Deputy Team Leader Senior Consultant of the Project Expert Team for Design Phase of Component 2 of FDSNR Place of the meeting DoA Township Office in Kalaw Date & time of the meeting 10:30 – 12:00 on July 3, 2019 Points of discussions/ observations in the meeting 1) The Project Expert Team introduced the purpose of the meeting and briefly explained the outline of the project as well as Component 2. 2) The Team also explained the results of the socio-economic survey, particularly PRA done in selected villages, such as, major issues found on land management, CF, and local livelihoods in the villages, potential interventions to be taken to tackle such issues, evaluation of the potential intervention based on the proposed criteria (i.e., necessity, impact on watershed management, impact on local livelihood, feasibility in terms of timeframe, and resources required), and possible options to be implemented as pilot activities of Component 2 using the PPT material used in the meeting with FD Shan State. 3) In the presentation, the Team concluded that the following options were considered as the most possible options to be adopted as pilot activities in the design phase. i) introduction of an/ agroforestry model/s in backyard farms or upland crop farms ii) introduction of community forestry (CF) in accordance with the government standard operating procedures (SOP) for introduction of CF. 4) The Team also explained the proposed process of implementing the possible options and the potential target villages where the options should be implemented using the same material indicated above. 5) Staff Officer of DoA Kalaw Township commented that it would be difficult to introduce GAP (Good Agriculture Practices) in production of short-term seasonal crops since it requires a long process or steps to obtain the GAP certification, such as application of techniques, soil and seed tests, record keeping, and laboratory analysis. 6) Staff Officer of DoA Kalaw assured her participation in the pilot activity, particularly that for introduction of an/ agroforestry model/s. In fact, she recommended Avocado as one of the potential tree crops which could be introduced in Kalaw. 7) The Project Expert Team also confirmed with Staff Officer of FD Kalaw whether Pha Yar Phyu village was entitled to introduce CF according to the Taunggie District Forest Management plan, particularly whether the reserved forest located in the village was classified as the Local Supply Working Circle or the same was registered as the

- 5 - encroached reserved forest in 20132. 8) Staff Officer of FD Kalaw replied that he would visit Pha Yar Phyu village in the following week to check the status of the reserved forest and inform the Project Expert Team of the results. 9) It was agreed by Staff Officers of both FD and DoA Kalaw that there should be a follow- up meeting in July 2019 to further discuss the detailed process of implementation of the pilot activities.

The Team stressed the following points in the explanation. a. Results of assessments of soil erosion potentials b. Monitoring of river discharge and suspended sediment c. Results of the socio-economic survey, particularly PRA d. Plan, design and implementation of the pilot activity for gully erosion control e. Institutional framework for implementation of Component 2 f. Major activities planned in the next 6 months 2) Assistant Director of ECD asked what kinds of parameters to be measured by river monitoring. The Team replied that four units of water level meter and one unit of auto sampler would be placed/installed to measure river discharge of the four major rivers and to analyze suspended sediment in river flow of Kalaw river. 3) Director of Shan State advised the Team not to consider banana as a potential tree crop of an agroforestry model due to the following reasons: - Banana is not a tree species; - Banana does not contribute to the improvement of forest cover in the country, which is one of the missions that FD has tried to achieve in compliance with Nationally Determined Contribution (NDF) of the Paris Climate Agreement; and - Banana uptakes water as well as soil nutrients from soils; hence, other trees could not grow well in the same area. 4) The Project Expert Team requested Director of FD to encourage his staff at district and township levels to participate in the implementation of the pilot activities for sustainable

- 7 - land and forest management so that the Project Expert Team could also get feedbacks and advice from FD officials in the course of project implementation. 5) The Team also ask Director of FD Shan State if either Assistant Director of FD Taunggie or Staff Officer of FD Kalaw could jointly make the presentation of the results of the project activities related to CF in the Kick-off Meeting on August 2. Director of FD Shan State replied that he would later decide and inform the Project Expert Team about the person who will take such a role. 6) Director of FD Shan State informed the Project Team that H.E. Minister of Ministry of Natural Resources and Environmental Conservation of Shan State instructed him to add the following officials to the proposed working groups. - WG-WM&SC: 1 technical staff (soil expert) from DoA - WG-SLM/CF: 1 technical staff of DALMS and 1 officer from GAD 7) The Project Expert Team suggested that the composition of the working groups should be discussed in the JCC meeting on August 2 and the Sub-PMU meeting if the establishment of Sub-PMU is approved in the JCC meeting.

Introduction of an/ agroforestry model/s of valuable tree/s with annual/biannual crops in backyard farms b. Introduction of community forestry in degraded reserved forests or shifting cultivation areas in reserved forests ii) Target Area: Pha Yar Phyu village in Kalaw Township iii) Objectives: a. Introduction of an/ agroforestry model/s: to help local communities develop an agroforestry farm in their backyards or farmlands to increase vegetation covers balancing with income generation; and b. Introduction of CF: to demonstrate the process and procedures for introduction of community forestry in accordance with the latest CFI with some improvements. iv) Timeframe: August to December 2019 v) Proposed process of the activities: A total of 11 steps are proposed. 3) Staff Officer of FD Kalaw accepted the idea on the pilot activities as well as the timeframe and proposed process of CF introduction, although he shared his concerns about the possible delay in the issuance of CF certificate. Accordingly, the issuance of CF certificate in Kalaw might not be handled by FD District unlike other townships, but FD Central Office so as to avoid abuse of CF area for land speculation.

- 9 - 4) He expressed his expectation for the pilot activities, particularly CF introduction, stating that the CF in Pha Yar Phyu could be a role model for CF in other areas in Shan State. He, therefore, promised that he would try his best to support the project activities. 5) Deputy Staff Officer of DoA suggested that Avocado be considered as a potential tree crop introduced in the area expressing his willingness to support the procurement of the seedlings. He also recommended apple and pear as tree crops and ginger and turmeric as annual/ biannual crops of an agroforestry model introduced in the pilot activity. 6) The Project Expert Team requested the two township officers from DoA and FD to set the date for the initial consultation meeting with local communities in Pha Yar Phyu village about the implementation of the pilot activities. It was agreed by both the officers and the Project Expert Team that the consultation meeting would be convened at Pha Yar Phyu village on July 30, 2019. 7) The Team also informed both the officers about the visit of JICA HQ to Pha Yar Phyu village on August 5, 2019 to observe the CF activities in the village and requested them to arrange their staff’s participation in the field visit on August 5. 8) It was also agreed by both the officers and the Project Expert Team that the following officials would be focal persons of both the offices for the pilot activities. Discussion Points

First and foremost, Mr. Mizuguchi shared with attendees the preliminarily prepared documents (Leaflets) which were relating to avocado seedling planting and Community Forestry implementation in Pha Yar Phyu Village. The names of the documents are Technical Guide for Planting of Avocado Seedling, Guidelines for Training on Land Preparation (for Avocado Seedling Planting) and Guidelines on Discussion with Management Committee of Community Forestry Forest User’s Group (CFUGMC).

Then he started the discussion on the avocado planting as an income generation activity for local communities who would participate in the pilot CF activities of Component (2) of the Project FDSNR. He then detailed the guidelines and shared the information of avocado seedling collection, transportation, usage of compost and chemical fertilizer, and the schedule of the land preparation and actual planting on the ground etc. He then requested Daw Thet Thet Aye the Staff Officer of DOA to assign a staff to participate in the planting activities. The staff officer of Department of Agriculture (DOA) guaranteed to assign a deputy staff officer from her office and enquired Mr. Mizuguchi if the compost to be distributed to local communities were made by locally available materials in the village or not. She then reasoned the making of her question that there were raw materials readily available at the villages for compost making such as cow-dung and plant residues.

Mr. Mizuguchi replied that he agreed upon the making of compost with available raw materials at villages but the planting season was ending and time for making compost was limited. Therefore, he continued, the expert team decided to buy readymade compost for avocado seedlings planting.

The staff officer of DOA said that she was not blaming for using of readymade composts because there were advantages in using of readymade compost. According to her, readymade composts contained nurtured bacteria which were supportive for good growth of the plants. She also stressed that if the cost and benefit were reasonable for using readymade one she would encourage local communities to use it considering the better quality than self-made compost.

Both of township officers of DOA and FD of Kalaw also extended their appreciation to JICA Expert Team for preparing the leaflets for CF and Avocado Planting, the useful tools or guidelines for local communities to whom the leaflets could be used as references whenever they needed later on. But they encouraged JICA Expert Team to arrange leaflets to be handy for local communities in the future and use better quality of paper for a long lasting existence of the leaflets.

Mr. Mizuchi replied that project had an intention to use plastic papers in producing leaflets in the implementation period.

Mr. Mizuguchi then went onto preparation activities of CF implementation in Pha Yar Phyu Village. He explained the plan of CF implementation and accomplished activities at the meeting time. He then informed FD Staff Officer of Kalaw that the initial steps for CF had been introduced to villagers and immediate next steps would be organization of Management Committee (MC) and identification of boundary of CF. Using the CF leaflet shared already with Staff Officers he comprehensively explained the process and procedure of the MC organizing including selection criteria of MC members and roles and responsibilities of Chair Person, Secretary, Financier and ordinary members of the MC. He continued his explanation on the process and procedure for identification and demarcation of the boundary of CF area. He then requested FD Staff Officer for participation of Kalaw FD staffs in the CF activities.

Staff Officer of Kalaw FD said that he was delighted to receive the leaflets which were prepared for staffs to be used as guidelines of CF implementation and avocado planting by JICA Expert Team. He then expressed his expectation on further producing of guidelines and procedures relating to CF by the Project. The documents as products of the Project were welcomed in order to use as manuals for CF activities for FD staffs in the post project periods, he stressed. He concluded his discussion confirming the full participation of his township FD staffs in CF activities.

Mr. Mizuguchi agreed upon the suggestion of the Staff Officer of Kalaw FD and replied that the further guidelines and procedures would be produced in the implementation period with better quality of papers.

After setting date and time for further schedules of CF implementation and avocado plantings in coordination with two staff officers of FD and DOA Kalaw, the meeting was adjourned at 12; 30 pm. Project for Capacity Building of Sustainable Natural Resource Management

Points of Discussion/Observation - The Team explained the draft bylaws of CFUG in Pha Yar Phyu including the vision, missions and functions of CFUG. - Mr. U Mya Win agreed on the contents of the bylaws and mentioned that the one of the missions of CFUG could be the conservation of forest for promotion of eco-tourism since the area is located at the route for trekking tour. - He also commented that the upland cultivation farm and communal area could be considered as the proposed sites for CF establishment in the next phase of the Project since FD could issue the request letter to GAD for changing the use of area for CF, introducing the case of CF at Tha Maing Khan village. - The Team inquired if the bylaws should be distributed to CFUG members in the form of pamphlet/brochure. Mr. U Mya Win replied that the materials only with letters might not be effective enough to enhance communities’ understanding, recommending the use of visual materials with the projector. - The Team indicated the agreement on the effectiveness on the visual materials, and commented that such awareness raising activity could be incorporated in the next phase but not in this phase due to the time limitation. - As for the pilot project on introduction of agroforestry, Mr. U Mya Win recommended to plant Taro which is sold at the market at good prices in the next phase. - In addition, he committed that FD would actively participate in the selection of the target villages in the next phase. 6. The Project Team replied that it could be used for 3-4 month. - They agreed on the proposed steps in the training course and promised to send their officials to Pha Yar Phyu to attend the training course on Sep.24. 6. Points of Discussion/Observation - As for the revised bylaws of CFUG, U Mya Win asked whether the members of CFUG understand well the contents of the same. In response, the Project Team commented that the bylaws, especially vision, missions and functions of CFUG, were discussed and determined by themselves in the meeting held in August 2019, and therefore, the Team expected that their understanding of the same could be rather good, although it would take some time for all the community members to deeply understand them. - With regards to the letter issued from DG of FD on the request for submission of CF proposal/ application, U Mya Win mentioned that he has yet to receive such letter and Kalaw FD could not support the Project Team without order from the state and district levels. Therefore, he recommended the Project Team to have a meeting first with the director of Shan State to clarify the process of submission of the proposal/ application. - U Mya Win suggested the Project Team attaching a forest management plan with the CF proposal/ application to make it attractive more, as the forest management plan could be developed within a week . 6. Date & Time 09:30 – 11:00, Oct. 3, 2019 5. Points of Discussion/Observation 1) The Project Expert Team introduced the progress of Component 2 making the presentation of the PPT materials shown in Appendix-1. The focus of the presentation was placed on the following topics. i) Monitoring of river discharge ii) Monitoring of the pilot activity of gully erosion control; and iii) Implementation of the pilot activities of sustainable land management/CF. 2) After the presentation, Director of Shan State FD and the Project Expert Team discussed the progress of the work and exchanged their opinions with each other. Some highlights of the discussions are summarized below. ◼ Director of Shan FD asked the Project Expert Team when the Team would conduct the soil and water analyses and also requested the Team to share the results of the analyses with Shan FD so that he could report the same to the Government of Shan State. The Team replied that the Team planned to conduct the analyses by the end of November by contracting out the work to a laboratory in Japan or other countries. The Team also promised to share the results with FD offices concerned at central, state, district, and township levels when available. ◼ Director of Shan State FD also asked the georeferenced data of the outlet of Kalaw river from the cave, where the Team placed a trail camera. The Team indicated the location on the google map and shared the latitude and longitude data with FD officers in the meeting. ◼ Director of Shan State FD explained the reason why the CF issue in Pha Yar Phyu village should be handled by FD at central level. The proposed reserved forest is categorized as “Commercial Plantation Circle or Production Plantation Circle,” which is an asset of the Union Government; hence, such an area is not usually used for CF and the issue should be judged by the central FD in consultation with the Union Minister. He also explained that it would take a long time in case of the change of the category of the reserved forest as it requires many processes. ◼ Director of Shan State FD suggested that Staff Officer of Kalaw FD be involved in the discussions on CF, particularly those on boundary demarcation and preparation of the proposal, as Range Officer and Forest Ranger from Kalaw FD, who had often attended the CF discussions with local communities in Pha Yar Phyu, were not able to make any decision. The Team also consulted with Staff Officer of Nyaung Shwe Townshiop FD about the operations of the working groups, which was recently formed by FD for Component 2. 2) Staff Officer of Nyaung Shwe Township FD first inquired about i) the locations of water level meters installed and ii) the number of rain gauges to be installed by the Team. 3) The Team indicated the locations where the Team placed the water level meters including one on Nan Let river, and also replied that a total of three units of rain gauge would be placed by the Team at strategic locations. 4) The Team also shared its concerns about the locations of the existing rain gauges existing in the watershed, since the Team had not been able to obtain the rainfall data so far. Staff officer mentioned that there was only one rain gauge existing in Nyaung Shwe Township, which might be run and managed by either DoA or IWUMD. Accordingly, there is no office of Hydrology and Meteorology Department in Nyaung Shwe Township. 5) Staff Officer suggested that a village named Let Maung Kway, located in the western part of Inle Lake should be considered as a potential area for CF in the next phase as it was one of the proposed areas for CF in the long term plan (10 years plan). 6) In relation to CF potential areas, the Team requested Staff Officer to provide its long term plan or a list of potential villages for CF promotion in Nyaung Shwe Township, particularly in the sub-watersheds of Nam let, Neyga and Kalaw rivers. 7) Staff Officer suggested that cash crops (such as ginger, konjac, and parkia speciaosa) be considered as potential crops for agroforestry as they might be able to generate cash income for local communities. 8) Staff Officer and the Team agreed to have a kick-off meeting of the working groups in the middle of November to get to know each other among the members and also discuss the major tasks that the working groups should fulfill, particularly in this phase. It was decided that the invitation to the kick-off meeting would be prepared by the JICA Project Team and signed by Staff Officer for distribution. 6. Notes/Issues: -

Then, the Team explained to Assistant Director about overall progress of Component 2 using the power point material shown in Attachment-1. 2) After introduction of the project, the Team also introduced the concept of Sub-PMU stressing the roles and responsibilities of its members and asked Assistant Director of DALMS to attend its first meeting scheduled in January/February 2020, as a member. 3) Having shown his appreciation for the project interventions, Assistant Director of DALMS inquired about the expected roles and responsibilities of DALMS in the Sub-PMU as well as the project. 4) The Project Expert Team replied that: 1) Sustainable land management was one of the critical interventions to reduce soil runoff in the upper watershed of Inle lake; 2) The design phase of Component 2, therefore, aimed to introduce and demonstrate soil erosion control measures, agroforestry models, and sustainable forest management through introduction of community forestry, as pilot activities for sustainable watershed management; 3) DALMS should be one of the key stakeholders in the introduction of such activities, as they are related to land management; and 4) Among others, DALMS would play an important role in the endorsement of CF in the areas outside the forest lands (i.e., reserved forest and protected public forest) in coordination with General Administration Department (GAD) and Forest Department (FD). 5) Assistant Director of FD Taunggyi District complemented the answers of the Project Team by explaining about the processes of the introduction of CF based on CFI. 6. The Team replied that the Team would take into account his suggestion when scheduling the meeting. 4) Director of GAD pointed out that his name (or his position) was not in the list of the Minister’s order on the formation of the Sub-PMU, but the name of Director of GAD, Southern Shan State, instead. 5) The Team and Assistant Director of FD, Taunggyi District also confirmed that Director of Southern Shan State GAD was Vice Chairperson of the Sub-PMU, although Director of Taunggyi District GAD had been the same in the proposal submitted to FD. 6) After discussions on what to do among Director of GAD, Assistant Director of FD, and the Team, it was suggested that the Project Expert Team should have a meeting with Deputy Director General of GAD, Shan State (or Secretary of the Government of Shan State) and ask his advice on the possibility of making an internal arrangement to replace Director of Southern Shan State GAD with Director of Taunggyi District GAD. 7) Director of Taunggyi District GAD stated that he would provide his utmost support to the project as the project area lied in the area under his jurisdiction, even though his name was not in the order of MONREC. 8) It was agreed by the three parties (GAD District, FD District, and the Project Expert Team) that the Project Expert Team would arrange a meeting with the Secretary of Shan State Government for consultation about this matter in the near future. 9) 6. The Team answered and clarified each point questioned by Director. 5) Director of FD, Shan State, suggested that the 1st meeting be held in Nyaung Shwe in the 2nd week of February. 6) It was agreed by the Myanmar side participants and the Project Expert Team that: - The date and venue of the 1st meeting of the Sub-PMU would be decided after consultation with Director of WMD (Chairperson of the Sub-PMU) in the beginning of January 2020; - The invitation letter would be drafted by the Project Expert Team in the middle of January in cooperation with Assistant Director of FD, Shan State; - Assistant Director of FD, Shan State, would be responsible for delivery of the invitation letter to the members; and - The Project Expert Team would be responsible for the arrangement of the venue and preparation of agenda as well as presentation materials to be used in the meeting.

Points of Discussion/Observation 1) The Project Expert Team introduced and shared the draft forest management plan for the proposed area for CF in Pha Yar Phyu village, which had been prepared as a result of discussions with CFUG members (local communities) of Pha Yar Phyu village, to Staff Officer of Kalaw FD. 2) Comments and suggestions given by Staff Officer of Kalaw FD are summarized below. ◼ Kalaw FD can assist local communities in Pha Yar Phyu in the conduct of gap planting in the proposed area for CF, particularly the catchment of the water source of the village, even if CF certificate would not be granted to local communities in Pha Yar Phyu village. ◼ The seedlings that Kalaw FD could provide are Pine trees, Grevillea robusta which can be used as shade trees for coffee, Grevillea robusta which is suitable for fire wood, and Millettia macrostachya which has a function to conserve natural springs. ◼ Pine seedlings should be planted alone but not with other species. ◼ Kalaw FD plans to set up a signboard to support the conservation activities of Pha Yar Phyu village once the office could get sufficient budget for FY 2020. ◼ Likewise, Kalaw FD plans to organize a tree planting event in Pha Yar Phyu or the target area for CF to help local communities in Pha Yar Phyu plant seedlings in the proposed sites for gap planting, particularly in the catchment of the water source. 3) It was agreed by the Project Expert Team and Staff Officer that: ◼ Both parties would conduct the perimeter survey to measure the target areas for gap planting if the Project would assist Pha Yar Phyu village in the conducts of gap planting in the implementation phase; and ◼ Kalaw FD would provide CF-related data, such as map, existing CF area and 2013 encroachment register list which could be the basic data for an implementation plan of CF in the implementation phase. 6. Points of Discussion/Observation 1) After introduction of the purpose of the meeting, which was to discuss the district CF plan, draft CF promotion plan prepared by the Team, and the potential of further expansion of the CF activities demonstrated by the project, the Team first inquired about the status of the district-level 10-year CF plan including the budget allocation by the government. 2) Assistance Director (AD) explained that the district FD developed the CF implementation plan based on the District Forest Management Plan, which was revised in 2016. He also mentioned that the budget for implementation CF was allocated by the Government of Shan State based on the District Annual Plan for CF submitted by District FD, but the budget allocated was only for nursery operations or seedling production and transportation of seedlings from nurseries to plantation sites of CF. 3) The Project Expert Team also inquired about the current structure for implementation of CF in Myanmar after briefly explaining a CF implementation plan of the 2nd phase of the project. 4) AD explained that Community Forestry Working Groups at National Level, i.e., Community Forestry National Working Group (CFNWG), is the key organization playing an important role in making the policies and plans related to CG. The members involved in CFNWG are: representatives from relevant government institutions, NGOs/CSOs, and INGOs. 5) He also mentioned that the same organizational structure was made at district level in 2018. The Community Forestry Working Groups at District Level, i.e., Community Forestry District Working Group (CFDWG), composed of district- level relevant government institutions, NGOs/CSOs, and INGOs working in the district, was formed with FD’s instruction. 6) Although CFDWG was formed, there has been no meeting held so far. Accordingly, no guidance or consultation has been made by FD so far. 7) The Project Expert Team inquired if the procedures demonstrated in Phase 1 could be used as the standard operating procedures for the latest CFI as it describes the outline of the activities/procedures for introduction/ establishment of CF.

8) AD replied that FD and CFNWG could assess the methodologies demonstrated by the project if they could be adopted as the standard operating procedures if the same were in line with the latest CFI. AD explained that the CFI was reliable for CF implementation as it was developed through a series of consultations for about two years. He therefore stressed the demonstrated procedures should be consistent the process described in the CFI, otherwise, the new procedures would just cause the confusion. 9) The Project Expert Team assured that the procedures introduced were developed in line with the CFI explaining that the CFI indicated the outline of the process and the Team realized that details of the process should be prepared to maintain the quality of the work of FD for effective and efficient implementation of CF. 10) The meeting ended at 4:30 pm. 6. Points of Discussion/Observation 1) The Project Expert Team expressed its appreciation to DDG of GAD for his acceptance of the Team and allocation of his time for the meeting. 2) After brief introduction of FDSNR and its Component 2 (Integrated Watershed Management), the Team further explained the major activities done in the design phase of Component 2, such as monitoring of river discharge, suspended sediment in the flow, analysis of sedimentation in the lake, distribution of existing gullies in the watershed, trial implementation of gully erosion control works in Kone Ni village, and introduction of agroforestry model and CF in Pha Yar Phyu village as means for sustainable land management. 3) The Team also emphasized the importance of the roll of GAD for smooth implementation of Component 2 as a chairperson of the Sub-PMU after explanation of the aims of the Sub-PMU formation. 4) DDG of GAD stated that the key function of GAD is to work as a coordination platform for smooth and effective day-to-day operations of the government activities. He, therefore, stressed that GAD at all the levels (state, district, and township levels) could play a coordinating role in the implementation of the project. He encouraged the Project Expert Team to consult with GAD whenever the Team needs any help from GAD during the project implementation. 5) The Team then consulted with DDG of GAD about the substitution of the vice chairperson of the Sub-PMU explaining that : i) Director of Taunggyi District GAD was supposed to be the vice chairperson of the Sub-PMU for effective coordination of the Sub-PMU members from the relevant offices at district level; but ii) the Union Minister’s Instruction appointed Director of GAD Southern Shan State as the vice chairperson. 6) DDG of GAD replied that the replacement of Director of Southern Shan State GAD with Director of Taunggy District GAD was reasonable and rational. Date & Time 15:00 – 17:00, Feb. 17, 2020 5. Points of Discussion/Observation 1) After introduction of the objectives of the meeting, the Project Expert Team first explained the accomplishments made by the project. In his explanation, he introduced overall plans/ scale-up plans on gully erosion control, sustainable land management, and river monitoring on a watershed scale. 2) The Project Expert Team also shared the agenda, topics of the presentations, and a list of participants in the project seminar of Component 2, which was scheduled on February 20, 2020. 3) As FD Shan State was responsible for delivery of the invitation letters to the invited guests, the Team also expressed its appreciation to Director of FD Shan State for his staff’s support for the circulation of the invitation letter and confirmation of the attendance of the invited guests. 4) Both the parties discussed and share the recognition on the importance of the attendance of the relevant organizations, particularly those relating to sustainable watershed management and lake management, in the seminar, so that their feedbacks and suggestions on the project activities could be incorporated in the implementation plan of the 2nd phase of the project. 5) The Team further explained about the 2nd phase, aimed at the enhancement of capacity of technical officials of FD, IWUMD, and DoA for implementation of the project activities, namely river monitoring, gully erosion control, agroforestry introduction, and effective CF implementation, through practicing such activities in the field together with the Project Expert Team. 6) Finally Director of Shan State FD promised that Shan State FD and its subordinate offices would provide necessary support to the project for its effective and smooth implementation over the course of the implementation of the phase 2 project. 6.
