THIESEN War of 1812 Revenue Cutter Operations and the Core Coast Guard Missions Cementing Coast Guard Core Missions: Revenue Cutter Operations in the War of 1812 oday, the United States Coast Guard supports nearly a dozen humanitarian, defense security and law enforce- Tment missions. While the Coast Guard has adopted many of these missions over the course of its long history, several existed in the first twenty years of the revenue cut- ters’ service, when the fleet numbered less than twenty ves- sels. During the War of 1812, the revenue cutters protected American commerce and enforced trade legislation, but they also performed defense and combat missions that were essential to the war effort and adopted permanently after the conflict. Maritime Protection of the New Republic Considered the founder of the United States Coast Guard, Alexander Hamilton became the first Secretary of the Treasury in 1789 and, on April 22, 1790, he submitted a re- quest to Congress to build sea-going vessels to enforce tariffs and trade legislation. On August 4, 1790, Congress passed Secretary Hamilton’s request for these revenue cutters, mark- ing the “birth” of the Coast Guard. Kittery, at the commencement of the war for Independence, was composed of the present towns of Kittery and Eliot, and this record takes in the soldiers and sailors of both towns ; but Eliot's soldiers are not mentioned as such in their individual records, but one can tell by the parish or militia company residence of the man, in which town as now constituted he lived ; whenever the word "town" occurs in the following pages, it refers to and means the old town of Kittery as it was in 1775. The town at that time was divided into three parishes, viz., first, or lower ; second, or upper ; and third, or middle. The first parish was that part of the town south of a line, commencing at Ports- mouth Ferry, near the old Rice House, and running north fifty-four degrees east, to the town of York.

MAINE PRIVATEERS DURING THE REVOLUTIONARY WAR Historians have neglected the history of naval exploits during the American Revolution. Unimpeded by the American privateer vessels and the Continental and state navies, Britain would have achiez>ed a strangle-hold on the colonies and the Americans would not have obtained their independence. There are no records in the Maine State Archives at Augusta regarding the privateersmen of the American Revolution; the researcher must examine those at the Massachusetts Archives at Columbia Point, Boston. This author, after researching several books, has been able to locate fifty-two privateer vessels and/or naval officers from Maine. The following list is offered as a possible starting point for more intensive research on Maine privateers. The Massachusetts Navy began in Machias, Maine, in 1775. (At this time Maine was a part of Massachusetts.) On June 2,1775, the Boston sloops UNITY and POLLY, escorted by the British 4-gun schooner MARGARETTA, entered Machias Harbor.

George Cloutman's Letter Book G B - Glover Broughton INTRODUCTION The information contained in this volume has been obtained by careful and persistent research from widely distributed sources viz: the Marblehead and Salem and Beverly Custom House Records, original books of the Marble- head Marine Insurance Company, covering five thousand policies running from 1800 to 1840, list of Marblehead Soldiers and Sailors in the Revolutionary War (compiled in 1912-13 by the author), old log books, old letter books, old newspapers, list of Privateersmen of 1812 made up by Capt. Glover Broughton in a memorial to the 34th, 35th and 36th Congresses asking for grants of land for services rendered, and from the descendants of the men mentioned. This volume is intended to be a fairly accurate list of the Old Sea Captains of Marblehead, and the vessels in which they sailed, going to and from foreign ports. The list of the names of the men is very nearly complete, but the list of the vessels is not as satisfactory, it being at this late date practically impossible to obtain complete information. This was done to clean up and “modernize” the spelling and grammar to current standards, to add useful information, correct details found to be erroneous, and to provide a more readable format and text. Since the scope of the material is immense, this process will be ongoing. We recognize a copyright for Joel Warren Norcross dating to 1882, the year in which he deposited his manuscript with the New England Historic Genealogical Society for safekeeping. We see occasional added entries which were most likely done by Joel prior to his death in 1900. There are also markings on the original, and notes stuck inside the pages since his death. These have been noted but not necessarily considered as part of the manuscript in this transcription. The Society has taken further precautions to prevent disfigurement of the original. I have been able to work from quality scanned images provided to me at my own cost by the Society. Since this work constitutes a substantial and on-going reworking of the original manuscript, I have placed my own copyright dated 2003 and again in 2005 on these and subsequent versions I create. This feint, for such it was, caused General Washington to acknowledge that: "We are yet intirely in the dark as to the destination of the Enemy." After an extremely stormy passage from the Delaware, Admiral Howe brought his fleet past the Virginia Capes and stood up Chesapeake Bay. Frantic preparations were made to defend Baltimore and Annapolis. However, the British continued on course to the head of the Bay wherk the troops were landed. After debarking the troops, the naval vessels departed the Chesapeake for the Delaware to again support the British army moving on Philadelphia.
