    APRIL 2017 T A S Z A R E K A N D G R O M A D Z K I 1221 Deadly Tornadoes in Poland from 1820 to 2015 MATEUSZ TASZAREK Department of Climatology, Institute of Physical Geography and Environmental Planning, Adam Mickiewicz University, Poznan, and Skywarn Poland, Warsaw, Poland JAKUB GROMADZKI Faculty of Chemistry, University of Warsaw, Warsaw, Poland (Manuscript received 14 April 2016, in final form 9 October 2016) ABSTRACT Using historical sources derived from 12 Polish digital libraries, an investigation into killer tornado events was carried out. Although some of the cases took place more than 150 years ago, it was still possible to identify tornado phenomena and the course of events. This study has shown that historical sources contain dozens of tornado reports, sometimes with information precise enough to reconstruct the tornado damage paths. In total, 26 newly identified deadly tornado cases were derived from the historical sources and the information on 11 currently known was expanded. An average of 1–2 killer tornadoes with 5 fatalities may be depicted for each decade and this rate is decreasing over time. It was estimated that 5%–10% of significant tornadoes in Poland have caused fatalities and the average number of fatalities per significant tornado was roughly 0.27. Most of the cases were reported in late July and early August. The majority of deaths and injuries were associated with victims being lifted or crushed by buildings (usually a wooden barn). Most of these cases took place in rural areas but some tornadoes hit urban areas, causing a higher number of fatalities.

Rudiak, Opydo-Szymaczek, Opydo 184 April 2019 FLUORIDE CONTENT IN DRINKING WATER FROM SHALLOW DUG WELLS IN THE AGRICULTURAL AREA OF SUBCARPATHIAN PROVINCE (POLAND) Adrian Rudiak,a Justyna Opydo-Szymaczek,b Władysław Opydoc Poznań and Bydgoszcz, Poland ABSTRACT: The results of many studies indicate that private water intakes may pose a threat to the health of consumers due to poor water quality. The aim of this study was to assess the possible health risks associated with the fluoride (F) levels in drinking water from shallow dug wells using, as a sample study area, the shallow dug wells in the agricultural area of Subcarpathian Province (Poland). Analyses of the F content and the basic physicochemical parameters of water quality, such as pH and electrical conductivity, were performed with the use of an ion-selective F electrode, a digital pH- meter, and a conductometer, respectively. All the examined parameters were within the recommended limits although they differed significantly from those of water from the main public water supply (p<0.05). The water from the private intakes had a higher level of F, a higher conductivity, and a lower pH, as compared to the public water supply. The results we obtained did not confirm that the F content in dug wells from an agricultural area was a cause of concern, However, dentists who plan to use systemic F for the prevention of dental caries should take into consideration the source of water used by a patient.

    Summary of the doctoral thesis Łukasz Bajda “The Sanok Land noblesmen in 18th century” The main objective of this dissertation is a detailed analysis of the community of noble families in the Sanok Land in the 18th century. The dissertation consists of seven chapters. Chapter no 1 presents the origin of noble families, inhabiting the Sanok Land in following period. It might have together count more than 400 families, which was approx. 5 % inhabitants of the region. Vast majority represented lower spheres of noblesmen, that didn’t take part in political or local government activity, even in their own counties. Among them especially widely represented family of Dobrzańscy from Dobra nearby Sanok, the village inhabited by numerous families of this poor nobles, differed only by their nicknames added to proper name, are worth to be mentioned. Also the nobles coming out of the class of “kniaź” (leaders of the Wallachian villages) and “krajnik” (leaders of the Wallachian districts) from the “upper” villages of the Krosno county founded on Wallachian law. Researches run on group of approx.. 100 families of the Sanok Land, active in local nobles government, proved that only 40 % had origins of Red Ruthenia. More than 10 families came out of Polonia Major, Mazowsze and Sandomierz district. Second chapter treats about economical potential of local nobles as well as the social differential scale among it. The biggest property in the Sanok Land belonged to the Stadnicki family. In 1731 it became the property of Józef Kanty Ossoliński who had got married Teresa Stadnicka and therefore he unified over 100 villages of the Sanok Land in his hands.

    Barriers to development of small county centres. The case of Brzozów× Agnieszka Sobala-Gwosdz* Introduction Small towns in rural areas fulfilling the functions of nods for their hinterland exert significant impact on the directions of local development. Their traditional function has been servicing of agriculture and the rural population directly or indirectly involved in it. Alongside socio-economic development a growing differentiation among them, both from functional and socio-cultural point of view, took place (Heffner K., Marszał T. 2005). The increase in disproportions in economic development and the faster dynamic of development of urban agglomerations leads to stagnation or socio-economic crisis of small towns located outside urban agglomerations and those small towns whose economic functions are based on close economic links with rural surroundings. Such small urban centres suffer from permanent negative trends of demographic and social development combined with the lack of perspectives for economic growth (Heffner K., Marszał T. 2005). Such trends may be slowed down or reversed if broadly understood local community is able to make use of new development trends emerging in Poland after 1989. Among most often cited causes of immobilizing or halting the development of small towns the weakening role of so-far existing factors of urban development (Świć 1994, Brol, Maj, Stahl 1990), losing former local economic basis (Matczak, Szymańska 1997), or the fragmentation of administrative structure existing since 1973 which has lead to the weakening of the role of small towns in the overall settlement network (Brol, Maj, Stahl 1990) may be mentioned. Attention should also be paid to key consequences brought about by both World War II and the period of centrally planned economy.

Carpathian Euroregion and Cross-Border Governance 59 Carpathian Euroregion and Cross-Border Governance Hiroshi TANAKA * * Ritsumeikan University, Japan; [email protected] Abstract: The Carpathian Euroregion (CE), which was established in 1993, is a cross-border regional coopera- tion that comprises eighteen regions within five non-EU member states in Eastern Europe. The CE was ex- pected to become a forerunner as an East-East Euroregion. After a decade development, the CE’s positive impact on regional security and the development of various kinds of communication can be observed; however, its negative aspects are also reflected, such as the insufficient cross-border governance that results from its for- mal structural characteristics, its large size, its scarce financial resources, the ambiguity of authority, its histori- cal inheritances, as well as its hypoplastic identity. The CE’s economy remains fragmented and considerably backward. As yet, there is no consensus regarding the future image of the CE.
