Printed in the United States of America DOI: 10.1017.S0020743806391064 Thomas Hegghammer and Stephane´ Lacroix REJECTIONIST ISLAMISM IN SAUDI ARABIA: THE STORY OF JUHAYMAN AL-UTAYBI REVISITED The storming of the Mecca mosque by Juhayman al-Utaybi and his fellow rebels in November 1979 represents one of the most spectacular events in the modern history of Saudi Arabia. Yet, it is one of the least understood. Even decades after the event, many important questions remain unanswered. Who were the rebels, and what did they want? Why and how did Juhayman’s group come into existence?1 What happened with the rebels and their ideas after the Mecca events? This article seeks to shed light on the story and legacy of Juhayman al-Utaybi with new information gathered from extensive fieldwork in Saudi Arabia and elsewhere. Whereas the details of the Mecca operation are relatively well known, the origin of the rebel group is shrouded in mystery.2 The existing literature on Juhayman’s movement is both sparse and contradictory. The interested student will find few in-depth studies of it in English.3 The Arabic-language literature on Juhayman is somewhat more extensive and has certainly been underexploited by Western academics, but many works suffer from inaccuracies and political bias.4 A key problem has been the absence of good primary sources, which has made it virtually impossible for historians to trace the origin and history of Juhayman’s movement in any significant detail. This changed in 2003, when Nasir al-Huzaymi, a former associate of Juhayman al-Utaybi, lifted the veil on his past and wrote a series of articles in the Saudi press about his experience as a member of Juhayman’s group.5 Al-Huzaymi had been active in the organization between 1976 and 1978 but left a year before the Mecca operation.

Before assessing the current status of this effort and the way ahead, a look at the context in which these reforms are taking place is very much in order. Background Recent education reform in Saudi Arabia began in the shadow of tragedy. The public outcry inspired by the 2002 Meccan girls’ school firei led to the abolishment of the General Presidency for Girls’ Education dominated by the conservative religious establishment and a transfer of the responsibility for girls’ education to the Ministry of Education.ii Later that year, the royal advisory council – the Shura Council – recommended a new national strategy on technical and vocational education, finally addressing Saudi business’ complaints about the lack of qualified Saudi applicants for jobs.iii Reform priorities changed again after May 2003, when an al-Qaeda-led wave of terror attacks rocked the country. National Dialogue Forums convened by then-Crown Prince Abdullah featured expert testimony in December of 2003 that the Kingdom’s Islamic curriculum “encourages violence towards others.” This precipitated the first steps toward meaningful reform, intended to excise some of the more controversial passages from Saudi textbooks.iv Parallel to these efforts, Saudi de-radicalization programs were initiated in 2004.

    Library of Arabic Linguistics The reasons behind the establishment' of this Series on Arabic linguistics are manifold. First: Arabic linguistics is developing into an increasingly interesting and important subject within the broad field of modern linguistic studies. The subject is now fully recognised in the Universities of the Arabic speaking world and in international linguistic circles, as a subject of great theoretical and descriptive interest and importance. Second: Arabic linguistics is reaching a mature stage in its development benefiting both from early Arabic linguistic scholarship and modern techniques of general linguistics and related disciplines. Third: The scope of this discipline is wide and varied, covering diverse areas such as Arabic phonetics, phonology and grammar, Arabic psycho­ linguistics, Arabic dialectology, Arabic lexicography and lexicology, Arabic sociolinguistics, the teaching and learning of Arabic as a first, second, or foreign language, communications, semiotics, terminology, translation, machine translation, Arabic computational linguistics, history of Arabic linguistics, etc. Viewed against this background, Arabic linguists may be defined as: the scientific investigation and study of the Arabic language in all its aspects. This embraces the descriptive, comparative and historical aspects of the language. It also concerns itself with the classical form as well as the Modern and contemporary standard forms and their dialects. Moreover, it attempts to study the language in the appropriate regional, social and cultural settings. It is hoped that the Series will devote itself to all issues of Arabic linguistics in all its manifestations on both the theoretical and applied levels. The results of these studies will also be of use in the field of linguistics in general, as well as related subjects.
