Medya kurulu şlarının sınırlı etkileri olsaydı onlarca medya kurulu şunun sadece bir kaç ki şinin kontrolünde olması yani medyanın tekelle şmesi bir sorun olarak görülmezdi. Dünyanın her yerinde belli ba şlı medya organlarının yine belli ba şlı holdinglerce yönetilmesi insanlara ula ştırılan “haber”in güvenilirli ği üzerinde ciddi endi şelere neden olmaktadır. Tezimizde kitle ileti şim araçlarının yarattı ğı etki medya mülkiyeti sürecinde ele alındı. ABSTRACT Disscussing ownership of media how efects news is the question we ask and search for an answer. If the media have limited efects, as some argue, then the fact that a small number of people control the media is relatively unimportant. We will see in our thesis that how media ownership becomes a very significant matter. Kendini muhafazakâr demokrat bir parti olarak tanımlayan AKP’nin 2002 yılında iktidara gelmesiyle beraber sosyal bilimlere ait disiplinlerde bir araştırma nesnesi olarak muhafazakârlığa olan ilgi artmıştır. Bu çalışma muhafazakâr söylemin muhafazakâr gazetelerin köşe yazarlarınca nasıl kurulduğuna odaklanmıştır. Bunu yaparken Laclau ve Mouffe’un Gramsci’nin hegemonya kavramını radikalleştirerek kullandıkları ve ucu açık bir süreç olarak ele aldıkları şekliyle hegemonya kavramını kullanmıştır. Muhafazakâr hegemonya bir oluş ve eklemlenme ilişkileri pratiği içinde ele alınıştır. Çalışma bu yönüyle muhafazakâr hegemonyaya alternatif bir bakış açısı geliştirmeye çalışmıştır. Haberi yorumlayarak yazma düşüncesi, Birinci Dünya Savaşından bu yana kabul edilmiş bir yöntemdir. Hatta köşe yazarlığının gelişmesinin temel gerekçelerinden birisidir. Okuru doğru bilgilendirme ilkesi doğrultusunda hareket edildiği sürece, haberi kurgulayan muhabir yorum dahi olsa habere müdahale etme hakkına sahiptir. Fakat hegemonik güçlerin beklentilerine yönelik kurgulanan metinlerde gerçekler doğrudan ifade edilememekte/edilmemektedir. Bu tür haber metinlerinde hegemonik güç eleştirileri ya kısmen vardır ya da yokluk düzeyindedir. Aynı tutum diğer haber metinleri için de geçerli olabilmektedir. Bu çalışmada, sermaye yapılarının ve siyasi merkezlerin medyanın içeriğini etkilediği düşüncesiyle, Türkiye'deki medya organizasyonlarının sermaye yapıları ve siyasetle olan bağlantılarına dair, veriler doğrultusunda bir inceleme gerçekleştirilmiştir.     “FREEDOM” OF THE PRESS IN TURKEY: JOURNALIST IMPRISONMENTS DURING THE LAST DECADE, 2002-2012 By Duygu Kanver A THESIS Submitted to Michigan State University in partial fulfillment of the requirements for the degree of Journalism – Master of Arts 2013 ABSTRACT “FREEDOM” OF THE PRESS IN TURKEY: JOURNALIST IMPRISONMENTS DURING THE LAST DECADE, 2002-2012 By Duygu Kanver The noticeable increase in the number of imprisoned journalists in the past three years drew national and international attention to the problems of press freedom in Turkey. Arrests of distinguished reporters of Turkey’s mainstream media, along with the ongoing limitations on the freedom of Kurdish and socialist press, caused the country to be referred as “the world’s biggest prison for journalists” by the non-governmental press freedom organizations such as Reporters Without Borders and the Committee to Protect Journalists. Statements of the Justice and Development Party (AKP) government authorities claiming that the imprisoned journalists are “not journalists but terrorists,” and their reluctance to amend the laws that cause hundreds of journalists to be jailed led to questioning the influence of politics on journalist imprisonments. This study explores the problems of press freedom with a focus on imprisoned journalists. Based upon in-depth interviews with journalists who were behind bars in the last decade, this study aims to answer the questions of what has changed in terms of freedom of expression in the last decade under AKP rule, for what obvious and underlying reasons the journalists are imprisoned, whether censorship has been a part of the problems of press freedom in the last decade, and how limitations on the freedom of expression affect the public.

Understanding e-government discourses is significant, Keywords: since these discourses represent contested visions of e-government, and one can derive a feel for public sentiment E-government about e-government from the discourses used in the media.     BİA MEDIA MONITORING 2011 / JULY – AUGUST - SEPTEMBER MURDERED JOURNALISTS Hrant Dink trial: On 25 July, Ogün Samast received a prison sentence of 22 years and ten months handed down by the Istanbul 2nd Juvenile Criminal Court for the murder of Turkish- Armenian journalist Hrant Dink, editor-in-chief of the Armenian Agos newspaper at the time. The Istanbul court decided for imprisonment of 21.5 years on charges of premeditated murder (Article 82/1 Turkish Criminal Law/ TCK) and an additional 16 months imprisonment and a monetary fine of TL 600 (€280) on charges of unlicensed possession of weapons (Law No. 6136). Samast's file had been separated from the main case file since he was under age at the time of the murder. If the Court of Appeal upholds the verdict, Samast, who has been detained for four years, will serve two thirds of his sentence in prison, i.e. ten years and eight months. The Dink family lawyers put forward at the hearing that apart from Samast there were four other suspicious people at the scene of crime when the murder was committed. Therefore, the joint attorneys demanded the court to obtain a list of all telephone numbers used in that region at the according time from the Telecommunication Communication Presidency (TİB). The demand was dismissed due to a "violation of privacy". The trial against Ogün Samast on the grounds of "membership of an illegal organization and having committed the murder within that context" was continued on 23 September before the Istanbul 2nd Juvenile High Criminal Court. Samast did not attend the hearing and his lawyer requested the recusal of the judge.
