INTRODUCTION 1.1 General Introduction McCarthy Keville O’Sullivan Ltd. has been appointed to prepare an Appropriate Assessment (AA Screening Report and subsequent Natura Impact Statement) to provide the information necessary to allow the competent authority to conduct an Article 6(3) Appropriate Assessment of the proposed development in accordance with Article 6(3) of the EU Habitats Directive (Directive 92/43/EEC) the Planning and Development Act 2000 (as amended); and the European Communities (Birds and Natural Habitats) Regulations 2011 (S.I. No. 477/2011).. This is a national road project which is not directly connected with or necessary for the management of any European Site. Screening for Appropriate Assessment is required under Council Directive 92/43/EEC on the conservation of natural habitats and of wild fauna and flora (the Habitats Directive). Where it cannot be objectively concluded that a project or plan, either alone or in combination with other projects or plans, is not likely to have significant effects on a European Site then same shall be subject to an appropriate assessment of its implications for the site in view of the site's conservation objectives. The project has been subject to the screening process and the Appropriate Assessment Screening Report is provided as Appendix 1. This statement is based on a desk study and field surveys and utilizes data collected during 2014, 2015 and 2016. It specifically assesses the potential for the proposed road development to impact on European sites. This report is a Natura Impact Statement (NIS), and has been prepared in accordance with the European Commission guidance document Assessment of Plans and Projects Significantly affecting Natura 2000 Sites: Methodological Guidance on the provisions of Article 6(3) and 6(4) of the Habitats Directive 92/43/EEC (EC, 2001) and the Department of the Environment’s Guidance on the Appropriate Assessment of Plans and Projects in Ireland (December 2009, amended February 2010). BALLAGHADERREEN AND THE MAYO-ROSCOMMON BOUNDARY h Map Location of Ballaa:haderreen: In 1824 the British Parliament authorised a survey of the whole island of Ireland, at a scale of six inches to one mile. This undertaking was entrusted to the military Board of Ordnance, and the survey became known as the Ordnance Survey. The beautiful 6" maps, produced as a ,result of the survey, were published over the years 1833 to 1846. The maps for County Roscommon appeared in 1837; those for County Mayo in 1838. If one wishes to find the map of the Ballaghaderreen area in that first Ordnance Survey, one turns to Mayo, sheet 74. After the first survey, the Ordnance Survey - as the surveying body became known - continued the work of mapping the country. It produced maps at different scales, and it published revisions of earlier maps. A major revision of the original 6" maps took place in the early years of this century. If one wishes to find the map of Ballaghaderreen area in this edition, one must now tum to Roscommon, sheet 8. Clearly by that time Ballaghaderreen had moved to County Roscommon. The Ordnance Survey does not, of course, decide the county boundaries. It simply follows the boundaries laid down by the bodies, who organise local government in the country. These bodies, sometime near the end of the last century, decided that the boundary between Counties Mayo and Roscommon should be re-drawn, so as to bring the Ballaghaderreen area from Mayo into Roscommon. Since the boundary was over three hundred years old at that time, it seems of interest to ask who made the change, and why they made it.

However, with the advancement and development of analytical techniques, substances formed from disinfection reactions are now a cause for public concern and have resulted in the development and application o f alternative disinfection methods and technologies to control potentially harmful disinfection by­ products. Disinfection is critical to ensuring the safety of drinking water. It must not be compromised by efforts used to control disinfection by-products.     WDC Insights Travel to Work and Labour Catchments in the Western Region A Profile of the Ballaghaderreen Labour Catchment 2019 Labour Catchments in the Western Region Ballaghaderreen Labour Catchment Introduction The Western Development Commission (WDC) commissioned All-Island Research Observatory (AIRO) at Maynooth University to undertake an analysis of the Census 2016 Place of Work Census of Anonymised Records (POWCAR) dataset. This was to provide a detailed understanding of the travel to work patterns of workers living in the Western Region. The study was also asked to examine the changes in the travel to work patterns that have occurred since the WDC produced the original report based on Census 2006 data. Travel to Work and Labour Catchments in the Western Region, published in 2018, identified 42 labour catchments in the Western Region (Census 2016). These are illustrated on Map 1 on page 5. The geographic size of the labour catchments varies considerably, ranging from Galway city with over 70,000 resident workers, to centres with fewer than 1,000 resident workers. Map 1 illustrates the labour catchments of all towns with a population greater than 1,000 in the Western Region as of April 2016. The travel to work patterns of seven towns: Galway, Sligo, Ennis, Letterkenny, Castlebar, Carrick-on-Shannon and Roscommon were examined in the main report and this is available for download on the WDC website1. To complement the existing labour catchment analysis the WDC has now produced reports for all other labour catchments associated with towns that are located entirely within the Western Region; 26 in total.

    THE LIST of CHURCH OF IRELAND PARISH REGISTERS A Colour-coded Resource Accounting For What Survives; Where It Is; & With Additional Information of Copies, Transcripts and Online Indexes SEPTEMBER 2021 The List of Parish Registers The List of Church of Ireland Parish Registers was originally compiled in-house for the Public Record Office of Ireland (PROI), now the National Archives of Ireland (NAI), by Miss Margaret Griffith (1911-2001) Deputy Keeper of the PROI during the 1950s. Griffith’s original list (which was titled the Table of Parochial Records and Copies) was based on inventories returned by the parochial officers about the year 1875/6, and thereafter corrected in the light of subsequent events - most particularly the tragic destruction of the PROI in 1922 when over 500 collections were destroyed. A table showing the position before 1922 had been published in July 1891 as an appendix to the 23rd Report of the Deputy Keeper of the Public Records Office of Ireland. In the light of the 1922 fire, the list changed dramatically – the large numbers of collections underlined indicated that they had been destroyed by fire in 1922. The List has been updated regularly since 1984, when PROI agreed that the RCB Library should be the place of deposit for Church of Ireland registers. Under the tenure of Dr Raymond Refaussé, the Church’s first professional archivist, the work of gathering in registers and other local records from local custody was carried out in earnest and today the RCB Library’s parish collections number 1,114. The Library is also responsible for the care of registers that remain in local custody, although until they are transferred it is difficult to ascertain exactly what dates are covered.

    Carricknabraher Priority Area for Action – Deskstudy Summary This is a summary of the deskstudy for the Carricknabraher Priority Area for Action (PAA), Co. Roscommon. Deskstudies are reports that are prepared by the catchment scientists using available information and data. To write these reports, we use information available for all waters that we plan to assess in the PAA. We get our information from: • The Environmental Protection Agency • Local Authorities • Inland Fisheries Ireland • Irish Water • The Department of Agriculture, Food and the Marine • Other public agencies. The deskstudy also includes information learned from the public at a community information meeting specific to the Carricknabraher PAA which was held on the 26th July 2021. In our deskstudies, we examine a number of things: • quality – how the water quality has changed since 2007 • importance – for example, if its water is used for drinking water, and if there are any rare plants or animals in it that we need to protect • impacts from human activity – here we focus on impacts that damage water quality such as from wastewater discharges, agriculture, forestry practices, physical changes to the water etc. We complete desk studies first before starting our field-based assessments or local catchment assessments (LCAs). 1. Background and Location LAWPRO catchment scientists work in specific catchment areas called Priority Areas for Action (PAAs). The Carricknabraher PAA covers an area of approximately 142 km2 in the north of Co. Roscommon, between Castlerea and Boyle. The PAA is made up of six waterbodies; five river waterbodies which are distinguished by a unique name and number, and one lake waterbody (shown in Figure 1): Carricknabraher_010 rises in the west of the PAA and forms the Carricknabraher River that flows in an easterly direction and crosses the N5 road to the south of Frenchpark at Cloonshanville Bridge, and transitions to the Carricknabraher_020 waterbody.
