. Displacement has continued . Displacement duration ranges from six months to just days . Internally displaced persons coming from within Southern zone are not recognized as IDPs by the local authorities, they are not even registered in some cases . No collective centers available . Direction has been given by the Zonal administration to not allow IDPs stay in centers such as schools, colleges etc.. and discourage to IDP center establishment . IDPs 100% dependent on host community . 280 HH are in Mokoni from other zones- 128 HH given unfinished buildings assets of teachers’ association . No binding agreements . Inconsistent figures from zone and Woredas Continued- Tigray

Needs/Situation Overall needs overview

. Despite the ongoing hostilities and insecurity across the Region, the Interim Government announced ongoing preparations for returns of IDPs to their place of origin . The Cluster will continue to advocate against any premature returns until the situation improves as well as returns to be in line with IDP return principles . So far, the Cluster reached more than 430k IDPs and affected host community in different parts of the Region . The Cluster finalized the construction of more than 3,400 shelter at ‘sebacare-4 site in Mekele’, which is expected to host more than 20,000 IDPs. Similarly, the Cluster is also constructing shelter in Shire. Of the planned 9,000 shelter, the Cluster partners constructed only 500 shelters in Shire lack of viable land being the major challenge . Cluster partners also availed resources to construct shelter in Adigrat, Adwa and Axum. Compared with the massive needs on the ground, what partners could provide is very limited . The government activated a relocation taskforce to lead the overall relocation process under the BoLSA leadership . Registration and profiling of IDPs in collective centers and host community started . Increased influx of new IDPs in the main towns notably Shire, Adwa, Adigrat Axum, Mekele, and Shiraro, mounted the target beneficiaries of the Cluster amid limited resources . Emerging situation . Interim government reported the new Influx of IDPs from Central zone and Northwestern to shire , inadequate humanitarian assistance and ongoing hostilities in areas in those areas are the reasons mentioned by IDPs for the new displacements and also above 150,000 and more people are reportedly still in Adet,Chilla ,Nader ,Taytay Maychew,May Hansen,Selekalea , conflict-affected and in need of life saving NFI assistance . . Recently the government announced to return IDPs displaced from nearby woredas in NW zone before the rainy season and recommend the humanitarian community to get ready for the mass returnee program . Eviction of IDPs from secondary schools proposed by the interim government to make available the classrooms for national and regional exams . The number of collective sites in shire town increased from 16 to 18 ( 14 schools , 1 university and 2 TVET center, 1 poultry farms ) and which makes the totals IDPs 606 350 as per report by the interim government and in some sites still . IDPs camping outside of the school rooms on sub-standard shelters or congested rooms- no/ insignificant protection from sun, rain and cold. . Relocation of 7100 IDPs (1800) from Axum university shire campus planned starting next Friday considering that the university will receive first year student starting June 6 .for now , 700HH IDPs to be relocated in the newly constructed 500 shelters and remaining 200 HHs in one of school site. . Government has a plan to close one of collective sites Adiketbayi due to security, which have been used as shelters for displaced people -31,213 IDPs camping in the site Continued- Tigray- Shire Challenges

So far, we have 10,000 shelters committed by five partners however cluster received a land which will accommodate below 1200 shelter units) Way forward

Cluster standardization

. The Cluster convened a Technical Working Group (TWiG) meeting which eventually issued a standard designs and guideline for emergency shelter construction for the Tigray Crisis. . The new design will help partners with maximizing the efficiency of meagre land and resources. . The TWiG also reviewed the design from mitigating protection risks point of view as well. . The Cluster also announced position and recommendation on the relocation of the IDPs to new sites. Somali region

Needs/Situation . In shabele there are 25,440HHs displaced across 8 woredas. . Reports indicated that 1,236shelters were fully destroyed and many others partially damaged. . Most of the IDP HHs are leaving in open spaces while many others stay at location that has been surrounded by water. 13kebels are currently inaccessible in Mustahil 7, Kalafo 5 and Ferfer 1. . Few HHs with the capacity to build back have started returning back to their places of origin where accessible . No response has been provided yet including government other than food for all HHs where their dispatches have started this week to accessible sites in coordination with woreda Administration. . Save the Children is planning to support 700HHs in East Ime woreda with CASH for NFIs. The beneficiary targeting is ongoing and cash disbursement is expected to be completed withing the coming 2weeks. . CASH is feasible at all the woredas and it is the cluster’s preference modality for Shabele zone as the needs are urgent and in-kind procurement may take long. . Families who have access to their places of origin need to be supported with emergency repair kits as now they are in a stage of going back to their damaged Shelters as no support has been made at the displacement site. . Shebele zone has been facing a recurring flood for long time Continued-Somali region

Challenges . Low funding to support the overlapping emergencies in the region . No prepositioning for unforeseen emergencies at Regional level . Access is a challenge and most in need people will remain unreachable for a long time . Rapid response mechanisms at National level have not supported the Shelter and NFI needs of the Somali Region as expected and the region feels that gap. Afar Benishangul and Wellega SITUATION

ZONE UPDATE

Metekel Still around 200,000 people are still currently displaced in Metekel Zone. According to BGR DRMC the government plans to build IDP villages in Metekel Zone (one site in each of Woreda) to settle IDP in the form of villagization. Site selection is ongoing

Wellega Due to conflicts between the two regions and subsequent attacks on civilians, there is a total of 12,619 HH representing 69,469 individuals newly displaced from Kemashi zone to East and West wollega zones. Total Both 12,619 69,469 02 CHALLENGES  The security situation in Metekel still does not allow some partners to finalize their activities and even led others to switch activity to other areas.

Heavy fighting between the UAG and security forces in Kamashi Zone continues reported causing new displacements.

The situation in Wellegas remains also concerning due to expanding movements of UAGs. Along the border areas of BGR, Kamashi has continued to be a concern resulting in displacement both in East and West Wellega and increased tension and fear. Security in Limmu, Gida Ayana, Haro Limmu, Sasiga remain a challenge due to UAG presence. 3. Cluster monitoring visit in Konso

Needs/Situation Situation and Needs. . As the rainy season is ongoing, the situation may worsen as those who returned do not have adequate shelters while those still in IDP sites need additional ESNFI support. Plastic sheets distributed 6 months ago by some partners are dilapidated and cannot be re -used. . ESNFI still is needed by returnee in Fuchucha kebele temporarily for settlement in areas of return and some IDP locations in Gelabo. The quality of some of the plastic sheets distributed also was not shelter grade so they deteriorated fast. . 2,033 HHs from Gecho and Segen in Segen Zuria Woreda did not receive ESNFI support as they were not present at the time of distribution. These need urgent ESNFI support.

Returnees Context. . According to Zonal DRMO due insecurity only men when there to cultivate their farm at daytime since its time for farming as rainy season start except Fuchucha kebeles peoples (671 HHs) returnee to their home voluntary in karat Zuria Woreda and 2771HHs (M2440&F285) returned to home in seven kebeles, Segen Zuria Woreda. . 4661 HHs out of the 26,728 HH affected are totally damaged and in need of urgent shelter repair assistance. The Government plans to support each HHs with 32,460ETB for shelter repair assistance but number of HHs to be supported is yet to be determined. They further plan to support with livelihoods assistance. Cluster Monitoring Visit . The cluster made a monitoring visit to Gato kebele and Kola Mashile Kebele in Derashe special Woreda between the 18th and 21st of May 2021 for the recently concluded activities and needs which are still prevailing. We visited the mentioned locations where Christian Aid conducted distributions for RRF funded ESNFI kits. It was quite apparent that there was need to support further with shelter repair kits to complement the ESNFI kits as the beneficiaries were unable to properly reconstruct their shelter with limited resources. . There was also a meeting with the DRMO Officials who greatly highlighted the need for humanitarian agencies to complement Government efforts to support returnees in the areas of origin with the reconstruction process. There was a further visit by the Regional DRMO who also shared the same sentiments. . The Government is conducting rounds of peace conferences to enable the return be sustainable. So far, the situation is relatively calm except for Alfacho in Amaro special Woreda which is still inaccessible. The DRMO mentioned they had a good working relationship between the woredas. Challenges

• Administrative structure in Konzo Zone. Coordination between the Zone and special woredas. • Iack of accurate data on recent returnee in both kebele and Woreda offices to all Woredas apart from loss and damage. • IDPs in Hybena not supported with humanitarian Assistance due to lack of recognition by Konzo zone and Derashe Special Woreda. There needs coordination between the Woredas. • Low participation from shelter partners during meetings and visit apart from CA who supported on coordination and sites visit. • Security situation specially Amaro area is still a challenge. • Most of the ESNFIs previously distributed are now damaged by weather elements and need to be replenished • Lack of strategically positioned partners as most leave the area once distributions are completed. • Logistical challenges in having joint woreda coordination meetings Partner’s response update
