Pledge of Allegiance All in attendance recited the Pledge of Allegiance. Certification of Compliance with Open Meeting Law The meeting notice was posted on February 19, 2020 at 12:55 p.m. in compliance with the open meeting law. Approval of Minutes Motion by Ziegelbauer, second by Gruber, to approve the minutes from the previous meeting. Motion carried. Correspondences/Communications There were no correspondences/communications. Public Comments There were no public comments. Referral from County Board Motion by Epping to table Sheboygan County Resolution No. 24 (2019/20) - Adopting Policy to Prohibit Use of Excessive Force and Barring Entrances/Exits for Nonviolent Civil Rights Demonstrations. Motion withdrawn. Motion by Epping, second by Gruber, to approve Sheboygan County Resolution No. 24 (2019/20) - Adopting Policy to Prohibit Use of Excessive Force and Barring Entrances/Exits for Nonviolent Civil Rights Demonstrations. Motion carried unanimously. Medical Examiner Medical Examiner Chris Nehring discussed the 4th Quarter Variance Report with the Committee members. Sheriff There was no Sheriff’s Report. The Committee discussed the Jail Population Graphs which were included with the agenda. Sheriff Cory Roeseler discussed the 4th Quarter Variance Report with the Committee members. Motion by Ziegelbauer, second by Gruber, to approve the change to the Table of Organization in the Support Services Division. Motion carried unanimously. Motion by Ziegelbauer, second by Gruber, to approve the Vacant Position Request for Support Services Coordinator. Motion carried unanimously. Vouchers Motion by Ziegelbauer, second by Gruber, to approve the vouchers. Motion carried unanimously. Approval of Attendance at Other Meetings or Functions Motion by Gruber, second by Koch, to approve the attendance of Supervisor Ziegelbauer at the Finance Committee meeting on February 26, 2020. Jodi LeMahieu Robert Ziegelbauer Recording Secretary Committee Secretary SHEBOYGAN COUNTY EMERGENCY MEDICAL SERVICES COUNCIL ANNUAL REPORT 2019 February 19,2020 Ladies and Gentlemen: I am pleased to present the annual report from the Sheboygan County Emergency Medical Services Council. The 2019 year continued to challenge the members of the Council. The following is a summary of the challenges met. Combined dispatch is working well, and Emergency Medical Dispatch (EMD) is going well. Noncompliance rate is at 11%. Nationally it takes more than a year to get down to this rate. 7% is needed for accreditation. Compliance numbers continue to improve every month. Dispatch is committed to achieving accreditation by the end of 2019 The EMS plan was updated. Orange Cross has updated its operations plan to allow ambulances to be dispatched on an as needed basis. The ambulance would be a Basic ambulance with a Paramedic in a chase vehicle to respond to all calls where a paramedic would be needed. This would also allow Orange Cross to intercept with other ambulances that need a paramedic without taking another ambulance out of service. The EMS Council looks forward to working with the Ryder Cup committee to achieve a coherent plan for the Cup coming to Sheboygan County in September 2020. A Dementia Task Force was established in response to 911 calls where a patient was sent to the hospital for medical clearance then refused to take the patient back due to the danger to staff and other patients. The first class was offered in Random Lake with positive reviews. In 2020, the EMS Council will continue to monitor the EMS system and address problems that arise so that we may continue to enjoy the high quality of Emergency Service that we have in Sheboygan County.
