10) Electrical

The main 440v switchboard is located in the Engine Control Room at the tween Deck Level, powering the DP control system, Hotel, Diving, and other auxiliary systems are powered by three diesel generators. The main switchboard also has two motor control centers (MCC) situated such that a major short circuit downstream of the MCC on the port side would cause the switchboard protection to operate, preventing the earth travelling to the upstream side, and likewise for the starboard side. There is a single 220V switchboard, fed by transformers from both MCC I and MCC2. In the event that either MCC1 or MCC2 fails the other transformer will take the load, as both are on line at any one time, thereby maintaining supplies to the 220V consumers. There is a single 110V switchboard, fed by transformers from both MCC 1 and MCC 2. In the event that either MCC1 or MCC2 fails the other transformer will take the load, as both are on line at any one time, thereby maintaining supplies to the 110V consumers

Conclusions :

The Offshore Construction Vessel “Mystic Viking” was found to be in an overall fair / poor condition. The vessel has been laid up since October 2015 where little to no maintenance has been performed on the vessel since that time. The hull was found to be in a fair condition and noted to have scattered indentations present, with no major structural damage noted. Heavy rust stains can be seen on the side shell plating from the run off from the main deck and overboard discharges. The fore deck, upper decks and superstructure are in a poor condition with heavy pitting & corrosion present. The external housekeeping is in a Poor condition, with foundation beams from past projects still in place. Due to the lack of maintenance for the last 7 months the entire exterior of the vessel is showing signs of rapid deterioration.

All of the vessel’s class and flag statutory / regulatory certificates are in date and full term, with class and statutory surveys coming due May 28, 2016. The vessel is currently in “Laid Up” status, and intermediate survey which includes dry-docking the vessel are also due. The owners have recently changed vessel managers while in lay-up status, and therefore, the SMC, ISSC & MLC certificates are no longer valid.

None of the ballast and or void tanks were internally inspected at the time of the survey. The vessel was last dry-docked in September 2013, in which was 5 yearly renewal. The vessel is due it’s intermediate dry-docking on September 2016.

The engine room was found in a fair condition, the main & auxiliary machinery were also found to be in an overall fair condition and well maintained. The vessel utilizes a computerized PM program called “NS5" developed by ABS for scheduled maintenance onboard. All of the maintenance records were noted up to date prior to being laid up on October 2015, and all machinery was reported as fully operational prior to cold stacking the vessel.

The installed DP system is classed DYNPOS-AUTR which is an IMCA DP2 class equivalent. During its lifetime, Mystic Viking has received the following upgrades: conversion from analog to digital PLC engine and thruster control, an improved alarm system in 2008, a mid-life update to the DP control system in 2010 and again in 2011, and the replacement of all tunnel thrusters including the local control systems in 2011. The last DP annual trial was conducted on September 22, 2015. All of DP equipment was reported as fully operational prior to cold stacking the vessel.

All of the Fire & Safety equipment were found within annual certification and in Fair order and was last inspected and recertified in September 2015.

The vessel's cranes were reported to be in an overall fair condition, and the annual inspection and load test was carried out on September 2015 as per class requirements.

The vessel has a limited amount of major spare parts onboard, some electrical, miscellaneous engine spares and filters were noted onboard, no list of spares were available to the undersigned.

The above survey report is submitted by the undersigned independent marine surveyors at the request of Mr. John Hewitt of Global Energy Development PLC, and the undersigned reserves the right to amend this survey, should further information become available.

MO 62 20030417 NOL Fuel Side Tank 9 Starboard FR No. 037-052 Five (5) side shell frames are very slightly bowed and and the minor damage is considered to be of no structural consequence.

MO 63 20030417 NOL Ballast Aft Peak Tank 16 Center FR No. A-002 The following indent is considered to be of no structural consequence: Stern plating at the 3rd frame from the port bulkhead: about 610 X 460 X 25 mm.

MO 64 20030417 NOL Ballast Tank 15 Starboard FR No. A-005 Two indentations as follows are considered to be of no importance. Starboard aft corner: about 610 X 915 X 38 mm. Between FR -1-0: about 610 X 915 X 38 mm.

MO 75 20090508 New Orleans IAPP Certificate - Bunker delivery notes: It was observed that when vessel’s bunkering is from a unit offshore, the bunker delivery notes does not comply with Marpol requirements. While the ship is not operating in a SOx emission control area specified in regulation 14(3), it is recommended that vessel’s management should implement a procedure for this kind of situation.

MO 76 20120518 New Orleans HPR reported not functioning. HPR to be brought in order and its satisfactorily operation is to be confimed in writing by Master before taken in to use for DP operations.

MO 79 20130913 Houston Substantial corrosion and coating "GOOD":

For structural members/areas listed below the assessment of corrosion pattern indicates wastage in excess of 75% of allowable margins, i.e.

No. Issued date Issued at substantial corrosion. Scantlings have been assessed and found satisfactory and affected areas have been re-coated with coating reported in GOOD condition.

Annual survey of thease areas is therefore not considered necessary. Annual survey requirement is to be re-instated at subsequent intermediate or renewal survey if the coating condition is not maintained in GOOD condition.

The affected areas are : - Main deck plating, port side, between stern - Fr. 6, 2nd strake from center line.

- Main deck plating, at several isolated localised patches; refer to UTM report.

MO 83 20160212 Class Assignments Laid up vessel: Before any operation, trading or leaving lay-up site, overdue surveys and conditions of class shall be carried out. During lay-up, components in use shall be surveyed within due date. An annual survey of laid up vessel shall be carried out when due. If the lay-up period exceeds 12 months, the vessel shall be surveyed and tested before re-entering service, the extent depending on lay-up time, maintenance and preservative measures taken. As a minimum, a sea trial for function testing of the machinery shall be carried out.
