Land South of Stallingborough Road, Keelby Welcome Land south of Stallingborough Road, Keelby Welcome A new development including housing, a convenience store, medical centre and landscaping is proposed on land at Hollies Farm, Stallingborough Road, Keelby. The location of the proposed development is shown below. Stallingborough Road Keelby Sports Ground Have your say A masterplan proposal has been prepared by the Estate in We will review all the comments made and, where appropriate, take conjunction with the Roxton Medical Practice and Lincolnshire these into account prior to submitting the three planning applications. Co-Op and we now seek to obtain the views of the local community A report will be produced to accompany the three planning on the scheme prior to three planning applications being submitted applications which will summarise the main issues raised and the in the coming months. Estate’s response. Please complete one of the comment sheets and place it in the boxes provided. Land south of Stallingborough Road, Keelby Background The Central Lincolnshire Local Plan 2012 - 2036 was adopted in April The site currently has planning permission for a development of 2017. It contains the planning policies for the growth and regeneration 90 dwellings. This was granted by West Lindsey District Council of the combined area covered by the City of Lincoln, North Kesteven in January 2011 (ref: 126111) and the Estate took measures to and West Lindsey and proposes up to 36,960 new homes (1540 per implement that planning permission so that it remains capable of year) to meet existing and future housing needs. being built out. The Plan allocates two sites in Keelby to accommodate this housing However, since that planning permission was granted, the Estate growth: CL1305 Land at Church Lane (100 dwellings) has taken the view that that particular scheme is at odds with the CL1307 Land south of Stallingborough Road (90 dwellings) established character of Keelby and the high-density layout approved has some fairly fundamental shortcomings. The Estate believes that there is an opportunity to prepare alternative proposals which deliver a more appropriate and lower density housing scheme alongside additional local facilities which have the potential to be real assets for the village - these include a new convenience store; and a new and improved facility for the Roxton Medical Practice. The Estate has appointed an experienced Project Team including; Globe Consultants planning and development, BWB consulting engineers and FPCR Environment and Design. Various surveys of the site have been undertaken to understand the development constraints and opportunities. Development proposals have now been prepared and the Estate wishes to share these plans with the local community prior to three planning applications being submitted in the coming months. This engagement exercise provides the opportunity for the local residential and business community to view and understand the proposals and to provide any comments. Keelby Sports Ground Stallingborough Road South Street Land south of Stallingborough Road, Keelby Site Analysis Over the past couple of years, the site has been the subject of many Each of the constraints and opportunities has been used to inform the surveys by the Estate and its Project Team to inform the development design proposals for the site. proposals. Land south of Stallingborough Road, Keelby Illustrative Layout The Illustrative Layout shows how the detailed design could come forward based upon the parameters of the Framework Plan. It shows the indicative arrangement of new buildings, the street pattern and development blocks together with the layout of Green Infrastructure. Stallingborough Road Convenience Store Keelby Sports Ground Medical Centre Eastfield Road South Street Tomline Close The visual provided (left) illustrates a potential form and scale of development at the entrance to the site from Stallingborough Road. Although indicative in nature, the visual is intended to illustrate the strong street frontage envisaged by the Framework Plan. The new dwellings are shown taking on a traditional appearance in keeping with rural Lincolnshire and are positioned to actively face Stallingborough Road, albeit set back from the road frontage, to create a strong street scene and sense of arrival at the main entry point to this part of the village. Land south of Stallingborough Road, Keelby Illustrative Aerial View The illustrative aerial view again shows how the detailed design could come forward based upon the parameters of the Framework Plan. This viewpoint is particularly useful in highlighting the overall low-density nature of the proposals but also the range of house types (including bungalows) proposed. A variation in heights can be achieved across the development with a cluster of bungalows illustratively shown adjacent to those sensitive properties on Eastfield Road. Along the Stallingborough Road frontage and at key junctions and gateway points, scale can be used cleverly to aid legibility and help create a sense of place. Keelby Sports Ground Eastfield Road South Street Stallingborough Road Hollies Farmhouse Medical Centre Convenience Store Land south of Stallingborough Road, Keelby Illustrative View The visual provided (right) illustrates a typical scene within the heart of the proposed development. In accordance with the Framework Plan, dwellings are set back from the edge of the carriageway with generous front gardens and greenery provided. This helps provide a sense of relief and reinforces a softer rural feel rather than a harsher, more suburban, form of development. Crucially, the intention is that each new house and bungalow will have a generous driveway so that cars do not need to be parked on the street What Happens Next ? Residential development The Brocklesby Estate will be applying for outline planning This opportunity to take your views into account before we submit permission which will set the parameters for the site such as land our three planning applications is really important. Please can you uses, building heights and the density of the development. The detail complete a feedback form, and place it in the box provided. such as layout, design

  • 4. Take Responsibility
Working for a Better Future Commitments for Zero-Carbon Lincolnshire < Links to Front page/homepage> 3. Take Responsibility and Pride "We do not inherit the Earth from our ancestors; we borrow it from our children" Everybody needs to take responsibility for their part of the World. Lincolnshire has a lot to offer and there are many reasons to be proud of the county. Being proud of Lincolnshire makes it easier to take responsibility for its protection and improvement. If every resident pledges to leave their part of Lincolnshire in a better condition than when they found it and act as custodians of the future then the natural environment has the opportunity to thrive. Our natural spaces will have the chance to flourish with new and mature species, and invite a wide range of creatures to make Lincolnshire their home. Looking after the natural environment is the right thing to do. It is crucial to look after our natural world to minimise the impact of climate change and preserve our way of life. As organisations our responsibility runs deeper. We need to ensure that our activities do not cause harm and that we take responsibility for the sustainability of the whole value chain. Examples: Lincolnshire County Council - Low Carbon Lincoln Castle Lincoln Castle is exploring opportunities so that they can become a low carbon visitor attraction by 2030. They are working with Lincoln based consultants Delta-Simons to understand where their biggest environmental impacts currently are and some of the ways these could be addressed. In conversation with staff, volunteers and visitors they hope to unearth some innovative ideas that can help with the transition to net-zero over time.
