    CHAPTER V BUAYAN TO GENERAL SANTOS: MORE THAN JUST PHYSICAL CHANGE This chapter deals with the post-war changes of the settlement area of Koronadal Valley found in the Municipal District of Buayan until it became a city two decades after the end of World War II . Discussed in the early part is the initial phase of recovery made difficult by NLSA’s failure to provide leadership during these difficult times and a calamity of unbelievable proportion which befell Cotabato province lasting for almost a decade. Amidst the challenges of the post-war period, Buayan, propelled by its inherent geographic advantage and the established pattern of peaceful interaction between the Christian settlers and the original inhabitants, was able to recover sufficiently to start the process of qualitative growth and development. Nonetheless, the continuous pouring in of Christian settlers into the area led to the transformation of the hitherto extension of the Magindanao world into a predominantly Christian territory. While generally peaceful, any change is usually accompanied by tension. But as of the sixties, land conflicts, bombings, kidnappings, and the like that characterize 21st century reality were not part as yet of the Mindanao horizon. In the South Cotabato world, the period after the war until 1967 was characterized by optimism expressed by the term "boom-town-in-the-making." Such upbeat tempo of the former Buayan was the mode of the day despite the tremendous difficulties faced by the inhabitants of the area immediately after the war. A. Existing Conditions of Flood and Disaster Management in Bangsamoro CHAPTER 5 EXISTING CONDITIONS OF FLOOD AND DISASTER MANAGEMENT IN BANGSAMORO 5.1 Floods and Other Disasters in Bangsamoro 5.1.1 Floods (1) Disaster reports of OCD-ARMM The Office of Civil Defense (OCD)-ARMM prepares disaster reports for every disaster event, and submits them to the OCD Central Office. However, historic statistic data have not been compiled yet as only in 2013 the report template was drafted by the OCD Central Office. OCD-ARMM started to prepare disaster reports of the main land provinces in 2014, following the draft template. Its satellite office in Zamboanga prepares disaster reports of the island provinces and submits them directly to the Central Office. Table 5.1 is a summary of the disaster reports for three flood events in 2014. Unfortunately, there is no disaster event record of the island provinces in the reports for the reason mentioned above. According to staff of OCD-ARMM, main disasters in the Region are flood and landslide, and the two mainland provinces, Maguindanao and Lanao Del Sur are more susceptible to disasters than the three island provinces, Sulu, Balisan and Tawi-Tawi. I. Project Background In the conflict-affected areas of Mindanao and the Sulu archipelago, violence is a frequent, unpredictable, and often highly localized phenomenon. The region has multiple insurgent movements, including the Moro Islamic Liberation Front (MILF), Moro National Liberation front (MNLF), New People’s Army (NPA—the armed wing of the Communist Party of the Philippines), and the Rebolusyonaryong Partido ng Manggagawa sa Mindanao (Revolutionary Party of Workers in Mindanao or RPMM). The presence of these insurgent groups poses a serious threat to stability in the region, and the heavy military presence in the region is a response to this threat. Although the Muslim separatist conflict dominates the media, research supported by The Asia Foundation shows that clan violence (or rido) in Mindanao is actually more pertinent in the daily lives of the people.

CURRENT SITUATION Situation - The situation in Maguindanao remains volatile. - Protection Cluster is concerned over the report that unidentified armed men have infiltrated some EC in Maguindanao province. - Protection Cluster is also concerned over the report that “military agent” distributes flyers with pictures of wanted BIFF personnel. - Roads between Cotabato and Davao and Cotabato and General Santos are open. Evening curfew is imposed from 5PM to 6AM. Checkpoints are present at strategic points. - Joint assessment of Mindanao Humanitarian Team was pursued today. Forced Displacement - 20 barangays from 7 municipalities of Maguindanao province and 2 barangays from 1 municipality of North Cotabato province were affected. - It is reported that 8,967 families (45,526 persons) have been displaced: 4,119 families (20,521 persons) are house-based and 4,848 families (24,005 persons) in 23 evacuation centers. Return - It is reported that at least 1,408 families (6,986 persons) have returned to date. - 6 ECs in Pikit municipality were closed to date: Poblacion Training Center, Batulawan Brgy.     PROTECTION ALERT ARMED CONFRONTATIONS IN MAGUINDANAO AND NORTH COTABATO 18 October 2017, Issue No. 1, Page 1 DISPLACEMENT UPDATES According to government sources, as of 16 October, around 138 families (690 individuals) from Barangay Alonganen, Datu Piang, Maguindanao (30 families; 150 individuals) and from Barangay Buliok, Pikit, North Cotabato (108 families; 540 individuals) have fled to neighboring barangays. The displaced population coming from Barangay Alonganen have sought refuge with relatives and friends in Barangay Balong in Datu Piang, while the IDPs from Barangay Buliok have gone to the evacuation center in Barangay Poblacion in Pikit. INCIDENT BACKGROUND The displacement was triggered by several interrelated incidents. Based on reports from protection partners, firefights broke out between the Moro Islamic Liberation Front – Bangsamoro Islamic Armed Forces (MILF-BIAF) and the Jamaatul Muhajirin wal Ansar (JMWA) on 28 September 2017 following an assault by the MILF-BIAF on the JMWA strongholds in Barangay Tee and Barangay Andavit, both in the municipality of Datu Salibo, Maguindanao. The members of the JMWA were subsequently able to escape to the neighboring Barangays of Pagatin, Pinditen, Inaladen and Pandi, also in Datu Salibo. In coordination with the MILF, the Armed Forces of the Philippines (AFP) launched military operations against both the JMWA and the Bangsamoro Islamic Freedom Fighters (BIFF) in the municipalities of Talitay, Talayan, Guindulungan, Datu Salibo and Rajah Buayan, all in Maguindanao, and in the municipality of Midsayap in North Cotabato on 10 October. A few days later, on 16 October, government forces facilitated a pre-emptive evacuation of residents in Barangay Kalbugan, Pagalungan municipality, and in adjacent communities along the marshy portions of the municipalities of Sultan sa Barongis (SSB) and General Salipada K.
