DAY 12 Armed Conflict in Central Mindanao – AFP Vs BIFF IDP ASSESSMENT REPORT: DAY 12 Armed Conflict in Central Mindanao – AFP vs BIFF Date : 17-Aug-2012 1. OBJECTIVE To report the situation of ongoing displacement caused by armed conflict in Central Mindanao 2. AFFECTED AREAS Maguindanao Province: Municipalities of Ampatuan, Datu Saudi Ampatuan, Datu Abdullah Sangki, Datu Hoffer, Datu Unsay, Guindulungan, Shariff Aguak North Cotabato Province: Municipality of Pikit 3. CURRENT SITUATION Situation - The situation in Maguindanao remains volatile. - Protection Cluster is concerned over the report that unidentified armed men have infiltrated some EC in Maguindanao province. - Protection Cluster is also concerned over the report that “military agent” distributes flyers with pictures of wanted BIFF personnel. - Roads between Cotabato and Davao and Cotabato and General Santos are open. Evening curfew is imposed from 5PM to 6AM. Checkpoints are present at strategic points. - Joint assessment of Mindanao Humanitarian Team was pursued today. Forced Displacement - 20 barangays from 7 municipalities of Maguindanao province and 2 barangays from 1 municipality of North Cotabato province were affected. - It is reported that 8,967 families (45,526 persons) have been displaced: 4,119 families (20,521 persons) are house-based and 4,848 families (24,005 persons) in 23 evacuation centers. Return - It is reported that at least 1,408 families (6,986 persons) have returned to date. - 6 ECs in Pikit municipality were closed to date: Poblacion Training Center, Batulawan Brgy. Hall, NFA Warehouse, MIFPC, Annex I Ayuna Compound, and Annex II Matalam Compound. - 2 ECs in Shariff Aguak municipality were closed on 13 August: NFA Warehouse and Day Care Center. 4. REPORTED BACKGROUND 17 August: Incidents - Firefight between the AFP and alleged BIFF militants occurred in Brgy. Meta, Datu Unsay municipality Displacement - No displacement reported. 16 August: Incidents - An AFP detachment in Brgy. Bagan, Guindulungan municipality was attacked by alleged BIFF militants. One civilian was injured. Displacement - No displacement reported. 15 August: Incidents - No incident reported. Displacement - No displacement reported. 14 August: Incidents - AFP seized a camp and two out posts of BIFF in the mountains of Datu Unsay municipality. Displacement - 112 Teduray families (560 persons) have been displaced; 37 families in Sitio Fute, 35 families in Sitio Mari, 40 families in Sitio Meringen in Brgy. Ahan, Guindulungan municipality. 13 August: Incidents - Host communities threw stones at IDPs in Ampatuan National High School EC. Displacement - No displacement reported. 12 August: Incidents - Two army detachments in Brgy. Magaslong, Datu Piang municipality were burned by unidentified men. Two civilians were wounded. - Mortar shelling against alleged BIFF elements in Brgy. Tuayan, Datu Hoffer municipality Displacement - Around 6 families (30 persons) were displaced from Sitio Tangguapo, Brgy. Damabalas to Brgy. Poblacion, Datu Piang municipality. - Around 50 families (250 persons) from Brgy. Pinditen, Datu Salibo municipality evacuated to Sitio Tangguapo, Brgy. Damabalas, Datu Piang municipality. All IDPs have returned. 11 August: Incidents - Police outpost securing the national highway in Brgy. Maitumaig, Datu Unsay municipality was attacked. Displacement - 839 families (4,195 persons) have been displaced. All are located in 2 evacuation centers. 10 August: Incidents - Sporadic clashes reported in Datu Saudi Ampatuan, Datu Unsay, Shariff Aguak, and Ampatuan municipalities. - The national highway between Cotabato and General Santos City has reopened with deployment of 100 Philippine National Police Special Armed Forces. - A bomb exploded in M’lang municipality. - Another bomb exploded along national highway in Kabacan municipalicty, North Cotabato province. - An explosion was reported in Brgy. Awang, Cotabato City. Displacement - No displacement reported. 09 August: Incidents - Core shelter project of the DSWD/PAMANA was torched by alleged BIFF elements in Brgy. Iganagampong, Datu Unsay municipality - An airstrike allegedly by the military burned down a house in Datu Saudi Ampatuan municipality. Safety of the occupants is not confirmed. 1 | Page IDP ASSESSMENT REPORT: DAY 12 Armed Conflict in Central Mindanao – AFP vs BIFF - Two motorists attacked an evacuation center in Brgy. Labu-Labu, Shariff Aguak municipality and a local official was killed. The motive is not known. The incident took place during the medical mission of Integrated Provincial Health Office (IPHO)-Maguindanao. - An IED exploded and damaged an electric post in Pagalungan municipality. Displacement - No displacement reported. 08 August: Incidents - A bomb exploded in Brgy. Kamasi, Ampatuan municipality when AFP was travelling from Datu Saudi Ampatuan municipality to Isulan municipality, Sultan Kudarat province - The AFP command post and detachment in Brgys. Upper Salbu and Lower Salbu in Datu Saudi Ampatuan municipality respectively were repeatedly attacked by BIFF. Two sets of intense firefight occurred. - Increase in number of troops at Guindulungan municipality was observed. - Sniper fires were reported along the highway between Brgy. Tambunan, Guindulungan municipality and Brgy. Crossing Salbu, Datu Saudi Ampatuan municipality. Displacement - 3,565 families (17,601 persons) have been displaced: 2,047 families (10,161 persons) are house-based and 1,518 families (7,440 persons) in 9 evacuation centers. 07 August: Incidents - The BIFF attacked four AFP detachments in three municipalities: Datu Unsay, Ampatuan and President Quirino. - Fighting occurred in Brgy. Lower Salbu Rotonda, Datu Saudi Ampatuan municipality. - BIFF militant were sighted in Talayan and Datu Odin Sinsuat municipalities. - An IED exploded along highway between Pikit and Pagalungan municipalities. PNP advised not to travel after dark. - AFP dropped mortars against BIFF militants in Brgy. Dalingaoen, Pikit municipality and Brgy. Labu-Labu, Shariff Aguak municipality. - A bomb exploded in the Municipal Hall in Brgy. Satan, Shariff Aguak municipality - Fighting occurred in in Brgy. Dalingaoen, Pikit municipality and Brgy. Kapimpilan, Midsayap municipality after dark. Displacement - Around 300 families were reportedly stranded in Sitio Hill 224 in Brgy. Maitumaig, Datu Saudi Ampatuan municipality. There is no access to the area due to insecurity. - 2,946 families (14,647persons) have been displaced: 862 families (4,310 persons) are house-based and 2,084 families (10,337 persons) in 12 evacuation centers. 06 August: Incidents - Fighting occurred in Brgy. Crossing Salbu, Datu Saudi Ampatuan municipality. - Fighting occurred in Brgys Kamasi, Kauran and Saniag, Ampatuan municipality. - The PNP ARMM reported that 11 municipalities in the Maguindanao province have been affected by power outages due to sabotaged powerlines. Displacement - Some families in Brgys Dalingaoen and Takipan of Pikit municipality had pre-emptively evacuated due to presence of armed groups. - 22 houses were burned: 13 in Brgy. Meta, 2 in Brgy. Iganagampong, Datu Unsay municipality and 7 in Brgy. Maitumaig, Datu Saudi Ampatuan municipality - 2,857 families (14,229 persons) have been displaced: 1,308 families (6,540 persons) are house-based and 1,549 families (7,689 persons) in 9 evacuation centers. 05 August: - Bangsamoro Islamic Freedom Fighters (BIFF) conducted simultaneous attacks against eight Armed Forces of the Philippines (AFP) detachments in four municipalities: Shariff Aguak; Datu Saudi Ampatuan; Guindulungan; and Datu Unsay. The attack was conducted allegedly as the BIFF did not get result on the case of the BIFF members' killing on 20 June. The incidents resulted in massive displacement. 5. However, historic statistic data have not been compiled yet as only in 2013 the report template was drafted by the OCD Central Office. OCD-ARMM started to prepare disaster reports of the main land provinces in 2014, following the draft template. Its satellite office in Zamboanga prepares disaster reports of the island provinces and submits them directly to the Central Office. Table 5.1 is a summary of the disaster reports for three flood events in 2014. Unfortunately, there is no disaster event record of the island provinces in the reports for the reason mentioned above. According to staff of OCD-ARMM, main disasters in the Region are flood and landslide, and the two mainland provinces, Maguindanao and Lanao Del Sur are more susceptible to disasters than the three island provinces, Sulu, Balisan and Tawi-Tawi. Displacement incidents were collected with the support of Protection Cluster members in Mindanao. AFP vs. ASG clashes in Basilan A gunfight between the Armed Forces of the Philippines (AFP) and elements of the Abu Sayyaf Group (ASG) erupted on 02 July 2016 at Barangay Magcawa in the municipality of Al-Barka, Basilan province. An estimated 2,311 families (13,927 persons) fled Barangay Magcawa to seek shelter with relatives in Baran- gay Guinanta in Al-Barka, and in Barangay Tipo-Tipo Proper. The escalation of the incident affected neighbouring barangays in Al-Barka, as well as some barangays in the municipalities of Tipo-Tipo and Ungkaya Pukan.     MAGINDANAO, 1860-1888: THE CAREER OF DATU UTO OF BUAYAN THE CORNELL UNIVERSITY SOUTHEAST ASIA PROGRAM The Southeast Asia Program was organized at Cornell University in the Department of Far Eastern Studies in 1950. It is a teaching and research program of interdisciplinary studies in the humanities, social sciences, and some natural sciences. It deals with Southeast Asia as a region, and with the individual countries of the area: Brunei, Burma, Cambodia, Indonesia, Laos, Malaysia, the Philippines, Singapore, Thailand, and Vietnam. The activities of the Program are carried on both at Cornell and in Southeast Asia. They include an undergraduate and graduate curri�ulum at Cornell which provides instruction by specialists in Southeast Asian cultural history and present-day affairs and offers intensive training in each of the major languages of the area. The Program sponsors group research projects on Thailand, on Indonesia, on the Philippines, and on the area's Chinese minorities. At the same time, individual staff and students of the Program have done field research in every Southeast Asian country. A list of publications relating to Southeast Asia which may be obtained on prepaid order directly from the Program is given at the end of this volume. The project is supported by the United States Agency for International Development (USAID) under Cooperative Agreement No. AID 492-A-00-08- 00008-00 and runs from October 1, 2008 to September 30, 2010. I. Project Background In the conflict-affected areas of Mindanao and the Sulu archipelago, violence is a frequent, unpredictable, and often highly localized phenomenon. The region has multiple insurgent movements, including the Moro Islamic Liberation Front (MILF), Moro National Liberation front (MNLF), New People’s Army (NPA—the armed wing of the Communist Party of the Philippines), and the Rebolusyonaryong Partido ng Manggagawa sa Mindanao (Revolutionary Party of Workers in Mindanao or RPMM). The presence of these insurgent groups poses a serious threat to stability in the region, and the heavy military presence in the region is a response to this threat. Although the Muslim separatist conflict dominates the media, research supported by The Asia Foundation shows that clan violence (or rido) in Mindanao is actually more pertinent in the daily lives of the people.
