Mayor Salik P. Mamasabulod, Municipal Mayor of Pagalungan, Maguindanao held at Municipal Gymnasium, Pagalungan, Maguindanao. MARINE BATTALION LANDING TEAM (MBLT-2) 48TH Activation Day On October 10, 2020, PDEA BARMM DIRECTOR JUVENAL BLANQUERA AZURIN attended the 48TH Activation Day of the Marine Battalion Landing Team 2 (MBLT-2) led by LTCOL ALIUODDIN U. POLA, Commanding Officer which was graced by ATTY. NAGUIB G. SINARIMBO, MILG Minister as Guest of Honor and Speaker held at Marine Battalion, Rosary Heights 9, Cotabato City. On Oct. 13, 2020 PDEA BARMM REGIONAL DIRECTOR JUVENAL BLANQUERA AZURIN together with PO IAV NAIVE I and BDCP team conducted an orientation on the on Omnibus Guidelines on Barangay Drug Clearing Program to local officials of Municipality of Datu Saudi Ampatuan, Maguindanao to include from the 8 barangay chairmen and its BADAC members and other line agencies from PNP, AFP, MILG, MSWD and MADAC officials. October 14, 2020 Regional Director JUVENAL BLANQUERA AZURIN together with PO IAV NAIVE I and BDCP team conducted Roll out on Omnibus Guidelines the local officials of Municipality of Datu Piang, Maguindanao to include from the sixteen (16) barangay chairmen and its BADAC members and other line agencies from PNP, AFP, MILG, MHO, DepEd, MSWD, and MADAC officials. October 15, 2020 “ PDEA BARMM Destroys more than eight -million worth of “Shabu” In compliance with the order of President Rodrigo Roa Duterte and the PDEA Director General Wilkins M. Villanueva, the PDEA BARMM led by Regional Director Juvenal Blanquera Azurin destroyed more or less 8-million worth of dangerous drugs particularly “ shabu ” in a ceremony held in a Private Plant in Sultan Kudarat, Maguindanao and personally witnessed by LGU Officials, Media, Judiciary, Prosecution and Civil Society Organizations. Personnel of Regional Crime Laboratory led by PLTCOL Rolando Caleyo, Chief Chemist also actively participated in the said event. On October 19, 2020 PDEA BARMM Regional Director JUVENAL BLANQUERA AZURIN together with PO IAV NAIVE I and BDCP team conducted Rolll out on Omnibus Guidelines the local officials of Municipality of Datu Montawal, Maguindanao to include from the eleven (11) barangay chairperson and its BADAC members and other line agencies from PNP, AFP, MILG, MHO, DepEd, MSWD and MADAC officials. 23 Barangays Declared as Drug-Cleared and 10 Drug-Free in Lanao Del Sur BARANGAY DRUG CLEARING PROGRAM On October 21-22, 2020, PDEA Regional Director JUVENAL BLANQUERA AZURIN convened and presided the 3rd Regional Oversight Committee meeting on Dangerous Drugs/Assessment and Validation of candidate barangays in the Province of Lanao Del Sur together with the representative from MILG Region BARMM LGOOVII SOHRA C BASIR; representative from PNP PROBAR PLTCOL ROMEL A NACIONGAYO OIC-RCADD; DR. EHSAN D PAUDAC Head, NCD Cluster of MOH BARMM, representative from Provincial Government of Lanao Del Sur ZHAYRAH MASTURA AMPUAN PADAC Focal/Public Relation Officer held at Plaza Alemania Hotel, Iligan City, Lanao Del Norte. Existing Conditions of Flood and Disaster Management in Bangsamoro CHAPTER 5 EXISTING CONDITIONS OF FLOOD AND DISASTER MANAGEMENT IN BANGSAMORO 5.1 Floods and Other Disasters in Bangsamoro 5.1.1 Floods (1) Disaster reports of OCD-ARMM The Office of Civil Defense (OCD)-ARMM prepares disaster reports for every disaster event, and submits them to the OCD Central Office. However, historic statistic data have not been compiled yet as only in 2013 the report template was drafted by the OCD Central Office. OCD-ARMM started to prepare disaster reports of the main land provinces in 2014, following the draft template. Its satellite office in Zamboanga prepares disaster reports of the island provinces and submits them directly to the Central Office. Table 5.1 is a summary of the disaster reports for three flood events in 2014. Unfortunately, there is no disaster event record of the island provinces in the reports for the reason mentioned above. According to staff of OCD-ARMM, main disasters in the Region are flood and landslide, and the two mainland provinces, Maguindanao and Lanao Del Sur are more susceptible to disasters than the three island provinces, Sulu, Balisan and Tawi-Tawi. The project is supported by the United States Agency for International Development (USAID) under Cooperative Agreement No. AID 492-A-00-08- 00008-00 and runs from October 1, 2008 to September 30, 2010. I. Project Background In the conflict-affected areas of Mindanao and the Sulu archipelago, violence is a frequent, unpredictable, and often highly localized phenomenon. The region has multiple insurgent movements, including the Moro Islamic Liberation Front (MILF), Moro National Liberation front (MNLF), New People’s Army (NPA—the armed wing of the Communist Party of the Philippines), and the Rebolusyonaryong Partido ng Manggagawa sa Mindanao (Revolutionary Party of Workers in Mindanao or RPMM). The presence of these insurgent groups poses a serious threat to stability in the region, and the heavy military presence in the region is a response to this threat. Although the Muslim separatist conflict dominates the media, research supported by The Asia Foundation shows that clan violence (or rido) in Mindanao is actually more pertinent in the daily lives of the people.

It is also refer to its native inhabitants, many of them living along the river banks. Mindanao itself was derived from the word “danao” meaning “foundation of a river, lake or sea. Shariff Mohamad Kabungsuan, (the first Sultan of Maguindanao) of Johore, a Malaysian state, located at the Southern portion of Peninsula Malaysia is one of the most developed states in Malaysia. Shariff Mohamad Kabungsuan introduced Islam in Maguindanao (Mindanao) at the end of 15th century. He subsequently married to a local princess from Iranon tribe of Malabang and Maguindanao Province, and established the Sultanate of Maguindanao. The Cotabato Valley formed the sultanate’s heartland but its influence extended to Zamboanga Peninsula, Sarangani Bay and Davao. The Spaniards launched expedition to subdue the area throughout the colonial era but they never gained control of the region until the middle of the 19th century. During the American period, Cotabato became a district of Moro Province created in 1903 and the province of a Department of Mindanao and Sulu in 1914. In 1942, the Japanese Imperial forces entered, what is now Maguindanao. In 1945, Maguindanao was liberated by Allied Philippine Commonwealth Troops and Maguindanao Guerilla units led by its valiant and invulnerable Datus and warriors. Decades passed by, the name Mindanao became popular than Maguindanao. In Central Mindanao, Cotabato province once known as Cotabato Empire became progressive and known of its vast and fertile valleys and plains.

OBJECTIVE To report the situation of ongoing displacement caused by armed conflict in Central Mindanao 2. AFFECTED AREAS Maguindanao Province: Municipalities of Ampatuan, Datu Saudi Ampatuan, Datu Abdullah Sangki, Datu Hoffer, Datu Unsay, Guindulungan, Shariff Aguak North Cotabato Province: Municipality of Pikit 3. CURRENT SITUATION Situation - The situation in Maguindanao remains volatile. - Protection Cluster is concerned over the report that unidentified armed men have infiltrated some EC in Maguindanao province. - Protection Cluster is also concerned over the report that “military agent” distributes flyers with pictures of wanted BIFF personnel. - Roads between Cotabato and Davao and Cotabato and General Santos are open. Evening curfew is imposed from 5PM to 6AM. Checkpoints are present at strategic points. - Joint assessment of Mindanao Humanitarian Team was pursued today. Forced Displacement - 20 barangays from 7 municipalities of Maguindanao province and 2 barangays from 1 municipality of North Cotabato province were affected. - It is reported that 8,967 families (45,526 persons) have been displaced: 4,119 families (20,521 persons) are house-based and 4,848 families (24,005 persons) in 23 evacuation centers. Return - It is reported that at least 1,408 families (6,986 persons) have returned to date. - 6 ECs in Pikit municipality were closed to date: Poblacion Training Center, Batulawan Brgy. Hall, NFA Warehouse, MIFPC, Annex I Ayuna Compound, and Annex II Matalam Compound. - 2 ECs in Shariff Aguak municipality were closed on 13 August: NFA Warehouse and Day Care Center. 4.
