If this outrageous story is correct, it is, of course, a serious charge against the Japanese people. But at the same time, it is a a great insult to the Korean people. Because even though 200,000 Korean girls were snatched from their homes, not a single act of resistance, to say nothing of rebellion, occurred in Korea. Isnt’t this seriously disgraceful of the Korean people? Nothing, in the history of the world, compares to such cowardice! Settled history? (Fifth draft 19 August 2015) Andrzej Kozlowski The University of Warsaw The battle A battle is being waged over a obscure episode in the history of the War in the Pacific involving two close allies of the United States, which has been having a damaging effect on US foreign policy while largely escaping the attention of the US public. The dispute concerns the so called “comfort women”, a euphemism for military prostitutes (or, as one of the competing versions would have it, “sex slaves”) used by the Japanese military during the Second World War. The battle ground has largely been the United States, both at local and national levels. The weapons are monuments [LADN] being built in various parts of the United States, newspaper articles and lately school textbooks and the strategic aim is a long term influence on American public opinion. The Texbook Controversy The latest episode in this ongoing struggle involves a McGraw-Hill school history textbook, authored by a J.H Bentley and F. Ziegler [BZ]. Here is how the Wall Street Journal [WSJ1] presented this story: In December, Japan’s foreign ministry asked U.S. publishing company McGraw-Hill Education to alter the Ziegler textbook’s description of Japan’s “comfort women” program during the war. That prompted a letter of protest from a group of prominent U.S. historians. 2 Unfortunately the offending passage is not quoted and neither is the letter of the protesting historians, who are described as “prominent” although it is not clear in which areas of history and how related they are to the matter in dispute. -

Dismissal of Uemura Takashi’s appeal by Sapporo High Court February 7, 2020 Defense Council for Yoshiko Sakurai On February 6, 2020, the Sapporo High Court issued a ruling dismissing all of Takashi Uemura's appeal in a defamation case he brought against journalist Yoshiko Sakurai in 2015. 1. Former Asahi Shimbun reporter Takashi Uemura appealed to the Sapporo High Court to reinstate his case following the Sapporo District Court ruling of November 9, 2018, which dismissed all claims of defamation against journalist Yoshiko Sakurai. The Sapporo High Court issued its own ruling on February 6, 2020, dismissing all of Takashi Uemura's appeal. Details: The appeal decision ruled that there were no grounds for any of the various reasons raised in the appeal. For example, Uemura asserted that Sakurai's data collection was insufficient. The court ruled that Sakurai made enough efforts to conclude that at least the article signed by Uemura in the Asahi Shimbun on August 11, 1991, with a lead sentence saying that one of "Korean comfort women" who was taken and forced into prostitution for Japanese soldiers was found alive in the city of Seoul, "was contrary to the truth, and her decision to call it a 'fabrication' was rational. In addition, the 1991 article in question was signed by Uemura, who was a reporter for a giant media company with millions of readers, the Asahi Shimbun. The appellate decision followed the Sapporo District Court's decision that Sakurai’s opinions and commentaries were within the boundaries of a journalist’s work and could not be considered a personal attack as such. -

Background to the Preparation of this Report and Matters for Investigation (1) Background to the preparation of this report This Committee was established by Tadakazu Kimura, president of The Asahi Shimbun Co., and charged by him with the task of investigating and making recommendations regarding coverage of the comfort women issue and other matters by The Asahi Shimbun. (2) Matters for investigation A) Establishing the facts The circumstances under which The Asahi Shimbun produced a total of 16 articles between 1982 and 1997 citing the testimony of Seiji Yoshida that during the Pacific War he had, on Jeju Island (in present South Korea), and acting as the head of the mobilization section at the Shimonoseki Branch of the Yamaguchi Prefectural Romu Hokokukai labor organization, forcibly taken away numerous Korean women for the purpose of compelling them to serve as so-called “comfort women” (hereafter, “the Yoshida testimony”). The circumstances behind the failure of The Asahi Shimbun to retract these articles citing the Yoshida testimony until the publication of the newspaper’s special coverage, Ianfu mondai wo kangaeru (Thinking about the comfort women issue), carried in the August 5, 2014 and August 6, 2014 morning editions of the newspaper. The circumstances behind the production of other major Asahi Shimbun articles on the comfort women issue not involving the Yoshida testimony. The circumstances behind The Asahi Shimbun seeking changes in and temporarily refusing to publish a column by Akira Ikegami scheduled to run in the August 29, 2014 edition. -

Foreword Science and technology brings new “knowledge” to mankind, and greatly contributes to improving our lives and developing the society and economy. Today, the environment surrounding Japan is becoming severer with the advancement of the declining birthrate and aging of the population as well as a decrease in the total population. In order for Japan, which is poor in natural resources, to achieve a safe and secure society while continuing to maintain its international competitiveness, science and technology will be expected to play an increasingly important role in the future. This year marks the tenth year from the promulgation and entry into force of the Science and Technology Basic Law, which indicates the basic framework of Japan’s science and technology policies. At the same time, it is the final fiscal year for the Second Science and Technology Basic Plan—key principles based on the Basic Law—and the year for preparing for formulation of the Basic Plan for the next period. Thus, it is an important year, which will be a turning point for science and technology administration. Since the enactment of the Science and Technology Basic Law the government has engaged in various measures including an increase and prioritization of science and technology budget and reform of the science and technology system. These efforts are steadily producing results and spillover effects. On the other hand, because science and technology has become ever more sophisticated and complicated and has deeply penetrated people’s lives, people have become less aware of science and technology. This is possibly one of the causes for people’s declining interest in science and technology. -

Particularly, we discuss this process’s meanings to three important political actors, the Diet mem- bers’ group of the LDP with a special interest in education (Bunkyozoku), the struc- tural reformist group of the LDP, and another ruling party, the Komeito Party. This revision to the BAE, believed the most difficult educational reform to coordinate within the LDP and among coalition parties, was resolved with few unpleasant feelings among actors because each received some satisfying benefits. However, from the long-term standpoint, for ruling parties overall, this “achievement” was not necessarily positive. Citizens did not desire such an ideological educational re- form as this revision; thus, it pulled many votes from ruling parties. That is to say, the revision’s “success” resulted in accelerating diminished approval ratings for ruling parties, especially the LDP. An Introduction to the "Comfort Women Issue" for The New York Times Original source by Nobuo Ikeda Translated by randomyoko The Comfort Women Issue has been Taken Up By The New York Times Since The Beginning Of This Year On January 2nd of this year, The New York Times digitally published an editorial article entitled, "Another Attempt to Deny Japan’s History." It is odd that The New York Times has commented on this issue, as America has almost nothing to do with Japanese-Korean relations. The article itself is written in a tone so strong that you wouldn't even get to read it in Japanese newspapers. "Japan’s new prime minister, Shinzo Abe, seems inclined to start his tenure with a serious mistake that would inflame tensions with South Korea and make cooperation harder. He has signaled that he might seek to revise Japan’s apologies for its World War II aggression, including one for using Koreans and other women as sex slaves. In 1993, Japan finally acknowledged that the Japanese military had *raped and enslaved thousands of Asian and European women in army brothels*(emphasis added), and offered its first full apology for those atrocities…It is not clear how Mr. Abe, the leader of the Liberal Democratic Party of Japan, might modify the apologies, but he has previously made no secret of his desire to rewrite his country’s wartime history. Any attempt to deny the crimes and dilute the apologies will outrage South Korea, as well as China and the Philippines, which suffered under Japan’s brutal wartime rule.
