Therefore, we are writing to you to express our deep concern with President Trump’s recent Executive Order directed at the immigration system, refugees and visitors to this country. This Order not only jeopardizes tens of thousands of lives, it has caused a crisis right here in America and will do long-term damage to our national security. In the middle of the night, just as we were beginning our nation’s commemoration of the Holocaust, dozens of refugees onboard flights to the United States and thousands of visitors were swept up in an Order of unprecedented scope, apparently with little to no oversight or input from national security professionals. Individuals, who have passed through multiple rounds of robust security vetting, including just before their departure, were detained, some reportedly without access to lawyers, right here in U.S. airports. They include not only women and children whose lives have been upended by actual radical terrorists, but brave individuals who put their own lives on the line and worked side-by-side with our men and women in uniform in Iraq now fighting against ISIL. -

This strategy is a critical component of the Affordable Care Act, and it provides an opportunity for us to become a more healthy and fit nation. The National Prevention Council comprises 17 heads of departments, agencies, and offices across the Federal government who are committed to promoting prevention and wellness. The report asserted that delays in filling top executive branch leadership positions, such as those experienced during the 2000-2001 transition, could compromise national security policymaking in the early months of a new Administration. Although the unique circumstances of the 2000 presidential race truncated the ensuing transition period, the commission’s observations could be applied to other recent transitions; lengthy appointment processes during presidential transitions, particularly between those of different political parties, have been of concern to observers for more than 20 years. The process is likely to develop a bottleneck during this time, even under the best of circumstances, due to the large number of candidates who must be selected, vetted, and, in the case of positions filled through appointment by the President with the advice and consent of the Senate (PAS positions), considered by that body. The appointment process has three stages: selection and vetting, Senate consideration, and presidential appointment. Congress has taken steps to accelerate appointments during presidential transitions. In recent decades, Senate committees have provided for pre-nomination consideration of Cabinet-level nominations; examples of such actions are provided in this report. -

CELEBRATING EVERYDAY HEROES COMMUNITY ANTI-DRUG COALITIONS OF AMERICA 2010 ANNUAL REPORT Message FroM the CHAIRMAN & CEO Dear Friends, Preventing substance use and abuse is not easy. Did you know that 50 percent of our high school seniors will try an illicit drug and 40 percent will use alcohol before they graduate? More 8th, 10th, and 12th graders smoke marijuana than cigarettes and prescription drug abuse is at epidemic proportions. And yet, in a number of places, CADCA-trained community coalitions are significantly lowering youth use of alcohol, tobacco, illicit drugs and the abuse of medicines. That’s why this year’s Annual Report celebrates the work of some of our most successful coalition leaders. These leaders may not “leap tall buildings in a single bound,” but they are the unsung, everyday heroes of our movement. And their work has moved figurative mountains for a goliath problem in every community across our country and the world. You’ll hear about our members from West Virginia, Iowa, California, Vermont, Alabama and Brazil as they tell us how CADCA has helped their coalitions to become smarter, faster. Let’s celebrate our everyday heroes who are doing a lot with a little in regards to funding and capacity. They truly are solving big problems at the local level such as reducing prescription drug abuse, marijuana use, and underage drinking. DELIVERING OUTCOMES FOR COMMUNITIES TRAINING PARTICIPANT AGENDA | SESSIONS 1, 2 AND 3 MAY-JUNE, 2016 BACKGROUND President Obama has prioritized improving the way the federal government partners with citizens and local leaders. In 2009, the Administration issued guidance for federal agencies to develop a new and customized approach to working with communities. Today, federal experts increasingly work hand-in-hand with residents and community leaders to create solutions that are responsive to local ideas and concerns. Agencies across the federal government are better coordinated and interact with local government, non-profits, business and other stakeholders as one partner. This work now reaches over 1,800 rural, tribal and urban communities tackling challenges as varied as climate change to entrenched poverty. Using data to inform solutions and evaluate progress, these partnerships have led to new federal staffing models, greater focus and flexibility in federal grant-making and technical assistance—among other innovations—to promote collaboration across agencies and between the federal government and communities. These efforts are having real impact in communities. Mayor Swearengin briefed the White House Press Corps about the impact of this work in Fresno (one of the featured case studies at our training), and in April 2016 NPR’s Morning Edition explored progress made through federal partnerships with communities to help coal-mining communities in Southeastern Kentucky (a Promise Zone and one of the featured panels at this training). When asked why people continue to feel like the government isn’t doing anything for them, Promise Zone Partner Chris Green of Berea College responded, “I think it's because the government is not overt about it.
